Amazon chooses Vietnam to deploy Kuiper satellite project, aiming for comprehensive digital connectivity

On August 26, 2025, Deputy Minister of Science and Technology (MOST) Pham Duc Long received and worked with the Amazon Group delegation led by Mr. Gonzalo de Dios, Director of Global Licensing and International Legal Relations of Project Kuiper. The two sides discussed the Kuiper project - an initiative to provide broadband internet services from low-Earth orbit (LEO) satellites, contributing to promoting digital transformation and digital connectivity in Vietnam.

At the meeting, Mr. Gonzalo de Dios affirmed that Vietnam has a special position in the Group's development strategy. With revenue reaching 2 billion USD in 2024, Vietnam is currently the headquarters of Amazon Google Selling in Southeast Asia.

Regarding the Kuiper project, Amazon said that this is a strategic initiative of the corporation to build a system of more than 3,200 LEO satellites, providing high-speed internet (up to 400 Mbps for individuals, 1 Gbps for businesses), low latency, focusing on unserved or underserved areas such as remote areas, islands. To date, Amazon has launched 102 satellites, with plans to reach at least 50% of the constellation by 2026. The system uses Ka band, compact terminals, easy to install and integrated security from AWS.

Amazon has established Amazon Kuiper Vietnam Co., Ltd. in Ho Chi Minh City, committing to invest 570 million USD to build infrastructure, including up to 6 ground stations (gateways) by 2030 and produce terminal equipment in Bac Ninh through local partners.

Amazon also added that on August 6, 2025, Amazon submitted an application to participate in a controlled pilot program to provide LEO satellite telecommunications services under Resolution 193/2025/QH15 to serve up to 600,000 subscribers, focusing on consumer, business, telecommunications backhaul, aviation - maritime and government services. The project is consistent with the National Strategy on the 4.0 Industrial Revolution, the Telecommunications Law and the goal of nationwide internet coverage by 2030.

Amazon also shared its commitment to invest 570 million USD, build at least 6 ground stations by 2030, manufacture terminals in Bac Ninh through local partners, and establish a legal entity, Amazon Kuiper Vietnam Co., Ltd. in Ho Chi Minh City to operate as a local enterprise, providing reasonable prices and a flexible business model.

Speaking at the meeting, Deputy Minister Pham Duc Long highly appreciated the progress of the Kuiper project in recent times, and thanked Amazon Group for its trust in and commitment to invest in Vietnam, especially in the production scale of terminals of the Kuiper project. The Deputy Minister emphasized that the Party and State of Vietnam always focus on developing digital infrastructure, in which LEO satellite technology plays an important role in ensuring broadband, high-speed, and universal connectivity to serve socio-economic development. According to Resolution 57/NQ-TW of the Politburo and the Law on Telecommunications, the implementation of the low-altitude satellite project. The Deputy Minister also assessed that the Kuiper project is suitable for Vietnam's development needs, is a solution to help bring people to the digital space, access digital services to resolve administrative procedures thanks to better connectivity, especially in the context that Vietnam has just completed the merger of provincial-level administrative units.

The Deputy Minister assigned the Department of Telecommunications and the Department of Radio Frequency to soon organize technical work with representatives of the Kuiper project to discuss and guide the project team to remove obstacles and complete the project dossier, with the goal that in September 2025, the Ministry of Science and Technology can submit the pilot dossier to the Prime Minister.
