Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 148 on focusing on overcoming the consequences of storm No. 5 and floods.
On behalf of the Government, the Prime Minister sent his condolences to the families of those who died or went missing, and shared the difficulties and losses of the people affected by storm No. 5 and recent floods.

To quickly overcome the consequences of storm No. 5 and floods, restore production and business, and stabilize the people's situation, the Prime Minister requested the Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh provinces and localities affected by the storm to continue directing and mobilizing necessary forces and means to quickly access areas that are still isolated by natural disasters; deploy the work of overcoming the consequences of storm No. 5 and floods according to their functions, tasks, and authority.
Localities focus on searching for missing people; rescuing the injured; visiting, encouraging and supporting families with deceased or missing people; and assisting with funeral arrangements for those who died according to local customs.
In addition, support people to repair houses that have been damaged by storms and floods; arrange temporary shelters, provide food, drinking water, and necessities for households that have lost their homes, and prevent people from going hungry, cold, thirsty, homeless, or lacking clothing.
The Prime Minister requested that localities affected by the storm focus on immediately repairing educational and medical facilities damaged by the storm and floods (to be completed before August 30), not allowing students to lack schools, classrooms, teachers, food, clothing, books, and school supplies when the new school year begins, and not allowing people to have no place to seek medical treatment.
Localities must review and make full and accurate statistics on damage caused by storms and floods, promptly use budget reserves and local resources to proactively implement policies to support those affected, especially poor and disadvantaged households, policy families, and vulnerable groups in accordance with regulations, and avoid loss, waste, corruption, and negativity...
Strictly handle acts of taking advantage of natural disasters and unreasonable price speculation.
Also in the telegram, the Prime Minister requested the Minister of National Defense and the Minister of Public Security to direct the military and police forces to prepare forces, supplies, and vehicles (including helicopters) to promptly support people in overcoming the consequences of storms and floods at the request of localities.
The Minister of Education and Training needs to direct, inspect, urge, and support localities to repair educational facilities damaged by storm No. 5, have plans to support teaching equipment, textbooks, and learning materials for educational facilities damaged by storms and floods, and ensure adequate conditions for the opening of the new school year and learning conditions for students.
The Prime Minister requested the Minister of Health to direct and support localities to repair damaged medical facilities, avoid interruptions in emergency care and patient treatment, ensure adequate supply of essential medicines for people, promptly replenish reserve medicines, chemicals, and supplies according to regulations; direct environmental sanitation, disinfection, and disease prevention after floods.
The Minister of Industry and Trade is assigned to direct relevant agencies to closely monitor and promptly develop plans to regulate and ensure the supply of essential goods (especially food, materials, roofing sheets, and tiles for house repairs) in localities affected by storms and floods, ensuring supply and demand, preventing shortages of goods; strictly handling acts of taking advantage of natural disasters and unreasonable price speculation in accordance with the law.

According to the initial summary of the Ministry of Agriculture and Environment (from localities as of 3:00 p.m. on August 26), storm No. 5 and subsequent floods have killed 7 people, left 1 person missing, and injured 34 people; 15 houses collapsed; 8,719 houses, 63 schools, and 8 medical facilities had their roofs blown off or damaged; and 3,614 houses were flooded.
The storm and floods also caused over 81,500 hectares of rice, 4,500 hectares of crops, and 1,690 hectares of aquaculture to be flooded and damaged; nearly 2,000 livestock and poultry were killed or swept away; nearly 21,000 trees were broken; many traffic routes, irrigation works, power and telecommunication systems were eroded, incidents affected traffic, caused power outages for nearly 1.6 million customers, and disrupted communications in many localities.
