Over the past two days, storm No. 5 with heavy rain and strong winds has caused severe damage in many northern provinces and cities. With a spirit of urgency and determination, localities have mobilized maximum forces and means to overcome the consequences, helping people stabilize their lives soon.

Returning home after a night of evacuation, the family of Ms. Phung Thi Hoai, in Hamlet 5, Dong Loc Commune ( Nghe An ) is still in shock. The roof of the family's small house was blown away by storm No. 5, leaving only the house frame, and all the belongings were wet. Ms. Hoai said that the family is confused, not knowing how to stabilize their lives without the support of the local government.

Not far away, Mr. Nguyen Xuan Nhuong's family in hamlet 4 also suffered heavy damage caused by storm No. 5. The family's 3,700 m2 greenhouse-grown melon garden, which was only a week away from harvest, was blown down by the storm, causing an estimated loss of about 600 million VND.

According to Chairman of the Commune People's Committee Nguyen Duc Tho, storm No. 5 damaged 220 houses, thousands of fruit trees were broken, many schools and technical infrastructure were affected, with initial damage estimated at more than 80 billion VND. Given the current urgent situation, the commune has directed to prioritize ensuring food and accommodation for families severely affected by the storm, and mobilize maximum local forces to clean up so that people can soon stabilize their lives.

By the morning of August 26, 868,000 customers in Nghe An province had lost power. Deputy Director of Nghe An Electricity Company Le Quang Thanh said that the company mobilized all staff and workers in the unit, established 4 shock teams from other units to support the areas that were heavily damaged, and made every effort to restore power to the people as soon as possible.

The Northern Power Corporation mobilized 220 skilled staff to support and try to restore the entire medium-voltage grid and transformer stations in Vinh city (old) and some key areas on August 26. After that, they will continue to handle the low-voltage lines, gradually restoring power to households.

Although the development of storm No. 5 is very complicated, the forecasting work is very close, helping the province to proactively respond. To quickly recover from the storm and respond to the storm's circulation, the province has directed localities to proactively follow the "four on-site" motto to overcome the initial consequences.

According to the report of the People's Committee of Nghe An province, as of the afternoon of August 26, the province had not suffered any human casualties due to the storm's impact, only one case of electrocution while repairing a roof to protect against the storm, and two people were injured. Storm No. 5 damaged or blew off roofs of 4,638 houses; thousands of hectares of vegetables and crops; many traffic, electricity, telecommunications and school works were damaged, with an estimated loss of more than VND 1,390 billion.

As soon as the storm passed, Mrs. Tran Thi Huong in Bac Moi village (Co Dam commune, Ha Tinh province) returned to the house that had just been built with support from the government and her brothers and neighbors. The entire corrugated iron roof of the house had been blown away by the storm. Looking at the empty house, Mrs. Huong choked up but still breathed a sigh of relief because she was lucky to be alive. Mrs. Huong said: If the local government and her children had not supported her to evacuate and avoid the storm, she did not know what would have happened.

Phan Van Thu, Secretary of the Party Committee of Co Dam Commune, said that storm No. 5 caused more than 4,700 houses in the commune to have their roofs blown off, more than 1,000 outbuildings of households were damaged, with an estimated loss of nearly 20 billion VND. Along with mobilizing local forces to support affected families in repairing their houses, the local government coordinated with armed forces to salvage all sunken fishing boats, helping schools clean up the environment to welcome students back to school on schedule.

According to initial statistics of Ha Tinh province, storm No. 5 killed 1 person, injured 9 people; thousands of houses collapsed, roofs blown off; 47 schools, 5 medical facilities damaged; about 21,000 hectares of summer-autumn rice, 1,600 hectares of crops flooded, 4,000 tons of aquatic products damaged; many traffic routes, irrigation works, power grids, and communications damaged...

Comrade Nguyen Huy Lam, Secretary of the Ha Tinh Provincial Party Committee, said that storm No. 5 has caused severe damage to property, socio-economic infrastructure, production and people's lives in the province. The storm's circulation is forecast to continue causing heavy rain, with the possibility of flash floods and landslides in mountainous areas, and flooding in low-lying areas. To quickly overcome the consequences of storm No. 5, proactively respond to the post-storm flood situation, and soon stabilize people's lives and restore production, the Standing Committee of the Ha Tinh Provincial Party Committee requested units and localities to concentrate all resources, prioritizing support for repairing and cleaning houses, schools, public works, environmental sanitation, and disease prevention.

Bring people's lives back to normal

The impact of storm No. 5 also caused a large storm in some wards in Ninh Binh province and prolonged heavy rain causing serious flooding in Hanoi. At around 8:00 p.m. on August 25, in Ly Thuong Kiet ward and Kim Bang ward (in Ninh Binh province), there was heavy rain accompanied by strong storms, killing one person and causing property damage to hundreds of households.

Comrade Tran Trong Dai, Chairman of the Ward People's Committee, said: Immediately after the tornado occurred, the local government mobilized cadres, civil servants, police, military and medical forces to be present at the scene to support people in overcoming the consequences. The injured were promptly taken to the emergency room; at the same time, they organized visits and encouraged the families of the deceased and injured.

Major General Nguyen Huu Manh, Director of Ninh Binh Provincial Police, directly directed the forces to urgently carry out rescue work, support people to collect belongings and overcome the consequences caused by natural disasters, restore essential infrastructure, and coordinate with medical facilities to treat and care for people injured by storms and tornadoes.

On the morning of August 26, Comrade Dinh Thi Lua, Standing Deputy Secretary of the Ninh Binh Provincial Party Committee, directly inspected and encouraged families affected by the tornado; at the same time, requested the authorities of the two wards to mobilize maximum forces and means to support families in cleaning up their houses, cleaning the environment, and temporarily arranging new accommodation (if people need it) so that people can quickly stabilize their lives; continue to review the damage to have a plan to support affected households.

From the evening of August 25 to 2:00 p.m. on August 26, heavy rain occurred over a large area in Hanoi. The total rainfall measured in many areas was over 300-400 mm, causing prolonged flooding on many streets. As of 2:00 p.m. on August 26, there were still nearly 30 deeply flooded areas in the city, seriously affecting people's travel and daily activities.

Mr. Nguyen Ngoc Yen, living in Trieu Khuc ward, shared that this was the biggest flood in 10 years here, the water receded very slowly, affecting people's lives. According to Deputy General Director of Hanoi Drainage Company Trinh Ngoc Son, to handle the flooding, the company arranged forces to be on duty at key points to collect garbage at the collection station, open manhole covers, place warning signs, and arrange traffic controllers.

At the same time, the company operated the main pumping stations to lower the water level in the system, quickly clearing the flow. Thanks to that, by the end of the afternoon of August 26, the water in the inner city had basically drained, and traffic returned to normal. Along with the prolonged heavy rain, strong winds caused 123 trees in Hanoi to break and fall. Among them, a large rosewood tree suddenly fell at the intersection of Tran Phu-Chu Van An, crushing two cars in traffic, damaging the vehicles. Fortunately, there were no casualties.

Storm No. 5 caused 7 dike incidents in Thanh Hoa. Director of Thanh Hoa Department of Construction Trinh Huy Trieu said: The industry has directed businesses to stockpile fuel and materials, arrange 134 vehicles and 600 personnel to be ready to handle any incidents, especially landslides from the positive slope to the roadbed, ensuring smooth traffic.

Due to heavy rain over the past two days, by the morning of August 26, more than 1,700 hectares of rice in Hung Yen province were flooded, of which Kien Xuong commune had the largest flooded rice area, with 760 hectares. The locality is mobilizing pumping stations to operate at full capacity to drain water out of the fields. Chairman of the Provincial People's Committee Nguyen Khac Than said: The province requires localities to operate additional electric pumping stations to quickly pump out the flooding. The People's Committees of communes and wards direct functional units to urgently clear the flow and thoroughly drain water to ensure agricultural production and reduce damage caused by natural disasters.

Many medical facilities in localities directly affected by storm No. 5 such as Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, etc. were also damaged, with collapsed roofs and damaged machinery and equipment when the storm passed. However, emergency operations during the storm were always smooth, providing timely emergency care to people injured by the storm.

Nghe An Obstetrics and Pediatrics Hospital has successfully provided emergency care and delivered many pregnant women in labor during the storm. Nghe An General Hospital has received, treated and cared for many victims injured by the storm. Other medical facilities in localities directly affected by the storm such as Phu Tho, Ninh Binh, Quang Tri... have also ensured continuous operation, without interruption in medical examination and treatment.

Currently, the entire health sector is urgently working to overcome the consequences and prevent epidemics after the storm. Nghe An Department of Health has established 4 working groups to directly go to the grassroots to inspect and direct the damage recovery, requesting units to be ready to receive and rescue victims of storms and floods, and deploy environmental sanitation and disease prevention after the storm.

Following Telegrams No. 141, 143, 146, on August 26, Prime Minister Pham Minh Chinh signed Telegram No. 147/CD-TTg directing the quick overcoming of the consequences of storm No. 5, focusing on responding to post-storm floods and ensuring the safety of people's lives.

According to local reports, as of 7 p.m. on August 26, storm No. 5 had killed 3 people, left 3 missing, and injured 40 people. The storm collapsed 17 houses; 24,999 houses had their roofs blown off or damaged. 247 schools, 28 medical facilities, 58 cultural works, agency headquarters, and commercial centers had their roofs blown off or damaged. Regarding agriculture, storm No. 5 caused flooding and damage to 90,672 hectares of rice, 9,589 hectares of crops, 4,816 hectares of fruit trees; 11,510 livestock and poultry were killed or swept away; 7,011 hectares of forest, 8,505 hectares of industrial trees were broken or damaged. Regarding aquaculture: 3,127 hectares were flooded and overflowed; 93 cages were swept away and damaged. Regarding ships: 82 ships were sunk, collided, damaged. Regarding irrigation: 3,850m of canals were eroded, washed away. Regarding transportation, 216 landslides occurred on traffic routes. Regarding the electricity system: 2,651 electric poles were broken, 48,188m of electric wires were broken, 1,559,254 customers lost power.
