Promulgating the Regulations on organization and operation of the Civil Defense Command of the Ministry of Culture, Sports and Tourism

On August 27, 2025, Deputy Minister of Culture, Sports and Tourism Ta Quang Dong signed Decision No. 3103/QD-BCHPTDS on promulgating the Regulations on organization and operation of the Civil Defense Command of the Ministry of Culture, Sports and Tourism.

Accordingly, this Regulation stipulates the principles, working regime; tasks, powers and responsibilities of members; working relationships; meeting regime, information and reporting of the Civil Defense Command of the Ministry of Culture, Sports and Tourism. This Regulation applies to members of the Command; agencies and units under the Ministry of Culture, Sports and Tourism.

In terms of working principles, the Command Board works under a part-time regime, ensuring the principle of democratic centralism, promoting collective intelligence, promoting the authority and responsibility of the members of the Command Board, complying with the provisions of this Regulation and the provisions of law; Solving work within the scope of assigned authority and responsibility, following the correct order and procedures according to the provisions of law to ensure timeliness and efficiency; Ensuring the requirements of coordination of work, information exchange to solve work according to the functions, tasks and powers assigned to agencies and units.

Regarding the responsibilities and scope of work of the Head of the Command Board, it includes: Assigning tasks to members of the Command Board; directing the development and approval of the Ministry's civil defense strategies, plans and programs and response plans for each emergency situation; Deciding to mobilize and dispatch human resources, means and equipment of agencies and units under the Ministry and coordinating with military, police and local forces when incidents are beyond control; Issuing orders to evacuate, blockade and temporarily suspend activities of relics, cultural facilities, sports events and tourist attractions to ensure safety; Deploying emergency measures, recommending the Prime Minister to promulgate and abolish civil defense levels; Deciding to establish inspection teams, supervise and evaluate the implementation of civil defense tasks at agencies and units under the Ministry; directing the handling of collectives and individuals who violate the law; Directing the provision of official and timely information to the press, radio, television, and social networks; orienting propaganda and refuting fake news about civil defense; Directing the work of summarizing, summarizing, rewarding, and disciplining related to civil defense of the Ministry; Using the Ministry's seal to issue directive documents; authorizing the Deputy Head to sign on his behalf when absent or when deemed necessary; Performing other tasks and powers according to the law on civil defense.

The Deputy Head of the Command Board shall act on behalf of the Head of the Command Board in directing work when authorized; directly assist the Head of the Command Board in performing and deploying the following tasks: Directing the work of natural disaster prevention, control and search and rescue of the Ministry; Presiding over the assessment of risks; directing the development of response plans, drill scenarios, and professional training; organizing or participating in safety inspections and inter-sectoral drills at the ministerial level; Deciding or proposing the Head of the Command Board to decide on the mobilization of forces, means, materials, and finance; directly commanding field forces, establishing forward units when necessary; Recommending the Head of the Command Board to amend and supplement mechanisms and policies; proposing rewards and disciplines; proactively mobilizing socialized resources and international aid according to regulations; Chairing the Command Board meetings when assigned or authorized by the Head of the Command Board; maintaining 24/7 communication with the Head of the Command Board, the Standing Agency, and Members; Performing other tasks assigned by the Head of the Command Board or arising from emergency situations.

The Ministry Office is the standing agency of the Command and performs the following tasks: Developing programs, work plans and directive documents on civil defense of the Command; Advising and promptly perfecting the organization of the Command; Drafting, appraising and submitting to the Head of the Command for approval plans, response plans, budget estimates, mobilization orders; preparing and sending quick reports, periodic reports, and ad hoc reports according to regulations; Organizing conferences, urgent meetings, training, drills, and inspections chaired by the Command; ensuring logistics, technology, and finance; fully archiving minutes and records; Urging and inspecting the implementation of the Command's directives at agencies and units under the Ministry; recommending corrective measures; synthesizing results and reporting to the Head of the Command; Being the contact point with the National Civil Defense Steering Committee, the Government Office , the Ministry of National Defense, the Ministry of Public Security, ministries, branches, and localities; Manage, allocate, monitor the use of assigned means, equipment, materials, and civil defense budget; propose the purchase, maintenance, and liquidation of assets according to regulations; Advise on rewards and disciplines for groups and individuals in performing civil defense tasks; Perform other tasks assigned by the Command Board and Head of the Board.

This Regulation comes into force from the date of signing, previous regulations contrary to this Regulation are abolished./.
