On August 26, the Criminal Police Department, Dak Lak Provincial Police, announced that the unit had just investigated and arrested two subjects who specialized in lending money to people at high interest rates of up to 300%/year.
The subjects arrested by Dak Lak Provincial Police include: Nguyen Thi Huong, 26 years old, residing in Ea Hiao commune and Tran Ngoc Cong, 32 years old, residing in Hoa Phu commune, Dak Lak province.
According to initial investigation , around July 2024, Cong saw that lending money at high interest rates brought a lot of profit, so he came up with the idea of lending money to others in the form of daily installments.
To lend money, Cong often goes to markets, shopping malls, and crowded places to find borrowers or through referrals from friends and relatives.
After finding borrowers, Cong went to their residences and workplaces to verify their ability to repay the debt before deciding to lend them money. After that, Cong asked them to write loan papers and kept their personal documents.
When the debt is due, if the borrower is late in paying, Cong uses many tricks to put pressure to collect the debt. Cong asked Huong to record all information related to the debtors in a notebook and keep it for comparison and collection purposes, avoiding detection by the authorities .
Initially, the police agency determined that from July 2024 until now, Cong has lent more than 720 million VND to 8 people in Dak Lak province with interest rates from 243% to more than 300%/year, exceeding 5 times the regulations of the Civil Code, earning more than 130 million VND in interest.
Currently, the Criminal Police Department, Dak Lak Provincial Police, has issued an emergency arrest warrant for Huong and Cong to investigate the act of lending at high interest rates in civil transactions.
