Previously, the Ministry of Culture, Sports and Tourism received a report from the Department of Culture, Sports and Tourism of Thanh Hoa province requesting unification of the content of the Project dossier. Based on the research, the dossier was edited, supplemented and completed according to the Ministry's comments.
Accordingly, the main items include: restoration and conservation of archaeological foundations of the works; restoration and rehabilitation of the Southern Moat and Royal Road; restoration and waterproofing of the Southern Gate; landscape embellishment and construction of technical infrastructure to promote heritage values.
The Ministry of Culture, Sports and Tourism emphasized that items such as the archaeological foundation of Hoang Nguyen Palace, the Southern Citadel, the Royal Road and the Southern Gate need to be designed synchronously, with a comprehensive renovation plan. The work of renovation, waterproofing and restoration must ensure scientificity , high accuracy, and be consistent with the original value of the heritage.
Preservation is not only about construction techniques but also a harmonious combination of historical, cultural and landscape elements, thereby enhancing the educational, research and tourism value of Ho Dynasty Citadel.
Regarding foreign affairs, the Ministry of Culture, Sports and Tourism agreed in principle: after completing the project, the Department of Culture, Sports and Tourism of Thanh Hoa will report to the People's Committee of Thanh Hoa province to send a document to the Vietnam National Commission for UNESCO. This agency will carry out procedures to send an official diplomatic note to the World Heritage Center, along with the project profile and related documents in English.
This is a necessary process to ensure transparency and compliance with Vietnam's international commitments to UNESCO-recognized heritages.
The Ho Dynasty Citadel was recognized by UNESCO as a World Cultural Heritage in 2011 thanks to its outstanding values in architecture, planning and history. Built in the 14th century, the structure bears the unique mark of the technique of building a citadel with large stones, rarely seen in the history of Vietnamese and world architecture.
Over time and historical changes, many items in the Citadel have deteriorated. Therefore, implementing the Phase I conservation project is not only an urgent task to preserve the heritage, but also contributes to affirming Vietnam's commitment to preserving and promoting human cultural values.
According to experts, preserving the Ho Dynasty Citadel needs to go hand in hand with promoting its value, connecting with the local community and tourists. The restoration and renovation projects not only restore the appearance of the relic, but also create a premise for sustainable tourism development, making the Ho Dynasty Citadel an attractive cultural and historical destination at home and abroad.
