According to the Decision, from September 1, 2025, two new procedures will officially take effect, including: Procedures for consulting on the repair, renovation, and construction of individual houses located in protected areas of relics and world heritages (in cases where construction permits are not granted); and procedures for consulting on the construction of individual houses located outside the protected areas, outside the buffer zones of relics and world heritages but potentially having negative impacts on original elements and cultural landscapes.

Both procedures clearly stipulate a maximum processing time of 7 working days from the date of receipt of valid documents.
When carrying out procedures, people and organizations will submit their applications directly at the Thanh Hoa Provincial Public Administration Service Center (No. 28 Le Loi Avenue, Hac Thanh Ward) or online on the National Public Service Portal.
Notably, both of these procedures do not impose fees or charges, demonstrating efforts to reform administration and reduce cost burdens for people and businesses.
The announcement and implementation of new administrative procedures in the field of cultural heritage not only aims to ensure law enforcement, but also contributes to improving the effectiveness of relic and heritage conservation work in the area.
