The An Phu intersection project in Ho Chi Minh City has only completed 70% of its construction to date, with the construction volume expected to be 12 months behind schedule compared to the original plan. The completion date has been postponed to the end of 2026, instead of December 2025 as planned according to the report of the Ho Chi Minh City Department of Construction.

The An Phu Interchange Project is located at the eastern gateway of Ho Chi Minh City, invested by the Ho Chi Minh City Traffic Construction and Investment Project Management Board with a total cost of over VND3,400 billion. This project connects directly to the Ho Chi Minh City-Long Thanh-Dau Giay Expressway and Long Thanh Airport.
The An Phu Interchange Project has implemented 13/18 construction packages within the area where the site has been handed over. Some basic items have been completed such as Ba Dat Bridge, Giong Ong To Bridge, and HC1-01 underpass. However, the overall progress of the entire project is sluggish, with low construction output and many important milestones being delayed. According to the Ho Chi Minh City Department of Construction, the HC1-C2 underpass (package XL6) started construction in March 2023 but has only reached 70% of its volume so far. Expected completion in April 2026, 19 months behind original schedule.
Currently, other packages are also behind schedule: the N2 overpass has only reached 45% of its volume; the N1.1 and N1.3 branch overpasses have only reached 17%; the N3 and N4 overpasses have reached 18%. Many other items such as the central tower, trees, and lighting have not yet started construction and are at the technical design stage. According to the new milestone set by the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board), the N2 overpass will be completed by December 31, 2025, the HC1-02 underpass by April 30, 2026, and the N3 and N4 overpasses by June 30, 2026. The entire An Phu intersection project is expected to be completed by December 31, 2026, about 12 months behind schedule compared to the original plan.
The report of the Department of Construction clearly shows that the progress of all items is behind schedule. The HC1-01 underpass started construction in April 2023 and was expected to be completed in September 2024, but in reality it was not opened to traffic until June 30, 2025, 9 months late. In the last 6 months of 2024, the output of HC1-01 underpass increased by only 4%, and in the first 6 months of 2025, it increased by only 16%. HC1-02 underpass is also sluggish, increasing by only 8% in the last 6 months of 2024 and by only 4% in the first 6 months of 2025. The An Phu Interchange project is located at the eastern gateway of Ho Chi Minh City, directly connecting to the Ho Chi Minh City-Long Thanh-Dau Giay Expressway and Long Thanh Airport. The delay in progress will seriously affect the synchronous exploitation of infrastructure when Long Thanh Airport is put into use.
Faced with this reality, the Department of Construction proposed that the Ho Chi Minh City People's Committee assign the Director of the Ho Chi Minh City Traffic Construction Investment Project Management Board to urgently review all bid packages, strictly handle delayed contractors, request additional construction teams, organize "3 shifts, 4 shifts" to compensate for output, and report the results before August 25. The Director of the Traffic Board is required to be responsible to the Ho Chi Minh City People's Committee if the project continues to be behind schedule.
