Editor-in-Chief Forum 2025: Finding a “green channel” for journalism development

On the afternoon of August 22, in Hai Phong City, the Journalists and Public Opinion Newspaper organized a Forum of Editors-in-Chief with the theme "Resolution 57 on innovation: Golden opportunity for the press to develop breakthroughs".

Institutional foundation for press development

Resolution No. 57-NQ/TW of the Politburo on breakthrough development of science, technology and innovation, national digital transformation is one of the "strategic quartet" of Resolutions, playing a very important role in bringing the country into a new stage of development, the stage of national growth. The Resolution has a profound impact on all sectors and fields, and press agencies.

In particular, Resolution No. 57 clearly states that “Strongly developing the digital economy, digital society, digital government; promoting the application of science, technology and innovation in all fields, including journalism and media” is a strategic orientation that opens up important policy space, legal corridors and opportunities for Vietnamese journalism to make breakthroughs and reach new heights. The Resolution has a positive impact, opening up a “green stream” for journalism, encouraging technological innovation, digital transformation, and creativity in journalism activities.

In his opening speech, Mr. Nguyen Duc Loi, Permanent Vice President of the Vietnam Journalists Association, emphasized: In the digital age, the Vietnamese press is transforming strongly through digital transformation and technology application to help information be accessed quickly, spread widely and optimize efficiency to the public. To improve information competitiveness, the press is one of the fields that needs the strongest innovation.

He affirmed that Resolution No. 57-NQ/TW of the Politburo, which clearly stated “Strongly developing digital economy, digital society, digital government; promoting the application of science, technology and innovation in all fields, including press and media”, is opening up great opportunities for the country's press.

Golden opportunity from Resolution 57

The 2025 Editor-in-Chief Forum “Resolution 57 on innovation: A golden opportunity for breakthrough development of journalism” includes 2 discussion sessions. The first session has the theme “Innovation in Vietnamese press agencies: Opportunities from Resolution 57”; the second session has the content: “Making the most of the advantages from Resolution 57: What is the effective way?”.

At the forum, delegates discussed the following contents: Opportunities and challenges for the press today; developing digital culture, the spiritual foundation for innovative and creative journalism; constantly renewing ourselves to meet the requirements of the task, while spreading the spirit of Resolution 57; Resolution 57 is a strong call, urging the press to enter the technological revolution with a proactive mindset; Resolution 57-NQ/TW - Launch pad for innovative and creative journalism...

Speaking at the forum, Mr. Mai Duc Thong, Editor-in-Chief of Tuyen Quang Newspaper and Radio and Television, shared: Tuyen Quang has proactively implemented digital transformation about 5 years ago. However, like many other local press agencies, this process has encountered many difficulties. Notably, over the past 5 years, Tuyen Quang Newspaper has received almost no investment from the State for digital transformation, but mainly utilized available equipment, maximizing the capacity of its staff and reporters.

Currently, to do this, the leader must be truly determined and bold. At the same time, it is necessary to take advantage of the attention and direction of the Party Committee and the government. However, the difficulty for local press is that when starting to implement, the procedures and projects are still entangled, even quite confusing.

In 2025, Tuyen Quang Newspaper, Radio and Television plans to implement a number of projects related to the converged newsroom model, but at the same time, it must also carry out the consolidation of the province's press agencies. Currently, Tuyen Quang has 4 press agencies merged into one, but there are 4 different autonomous mechanisms, different technical teams, and different newsroom management software, causing many difficulties in the operation process.

Another major difficulty is financial. For example, maintaining an operational headquarters costs more than 60 million VND per month – which is beyond the capacity of self-sufficiency. Therefore, without digital transformation, the unit cannot operate the press agency as it is today.

In practice, there needs to be a press development support fund dedicated to digital transformation, so that local press can survive, develop and not be left out of this inevitable flow of innovation.

The forum is a "meeting place" for leaders of press management agencies and press agencies to jointly propose and propose many feasible and strategic ways to help the press take advantage of opportunities from Resolution 57 in the most effective way.
