GRDP growth in 2025 will be "contracted out" to 34 localities after the merger.

The Ministry of Finance has submitted to the Government to assign the Ministry to preside over and coordinate with localities to develop and submit to the Government an adjustment to Resolution No. 25/NQ-CP, assigning the GRDP growth target for 2025 to 34 localities after the merger.

In 2025, to promote economic growth, the Government implemented “growth contracts” for the first time for localities. The results after 6 months, before the merger, were quite positive.

Reporting to the Government, the Ministry of Finance said that, in general, the GRDP growth rate in the second quarter of 2025 of localities improved compared to the first quarter. Of which, 41 localities (before the merger) achieved a higher growth rate in the second quarter than in the first quarter, 3 localities had a growth rate in the second quarter equivalent to the first quarter, and 19 localities had a growth rate in the second quarter lower than the first quarter.

In the first 6 months, 30 localities had a GRDP growth rate of over 8%, including some localities with a growth rate of over 10%. "The key localities basically all achieved a growth rate of about 8% or more," said the Ministry of Finance.

Among key localities, the Ministry of Finance said that in the first 6 months of the year, Ho Chi Minh City's socio-economic performance achieved many positive results, with GRDP growth reaching 7.82%. Although it has not reached the 8.67% target, this is the highest increase compared to the same period since 2020.

Meanwhile, Hanoi's socio-economy also improved when the GRDP growth rate in the second quarter of 2025 was estimated at 7.69%, bringing the 6-month growth rate to 7.63%, achieving the set plan and creating solid momentum for the whole year to reach the 8% mark.

Binh Duong is also a locality with a fairly high GRDP growth rate, at 9.06% in the second quarter of 2025, and 8.3% in 6 months. Meanwhile, Dong Nai grew by 8.34%; both Hai Phong and Quang Ninh grew by 11%.

However, while Quang Ninh achieved and exceeded its economic growth scenario, Hai Phong did not meet its set scenario. According to the scenario, Hai Phong would grow by 11.97% in the first 6 months of the year, and reach a growth rate of 12.5% ​​for the whole year.

Bac Giang is the locality with the highest GRDP growth rate in the country in the first 6 months of 2025.

Also in the group of key localities, Thanh Hoa's GRDP growth was 7.88% in 6 months. This figure for Bac Ninh was 7.09%; Nghe An reached 8.24%.

Hai Duong and Bac Giang are two of the localities with high GRDP growth rates, 11.6% and 14.01% respectively. GRDP growth of both localities exceeded the set scenario. Of which, Bac Giang ranked first in the country in terms of growth.

The report of the Ministry of Finance shows that, basically, localities are still determined to implement the growth targets assigned by the Government, of which 40 localities continue to implement the growth targets; the remaining 23 localities strive to achieve a higher growth rate than the target of the Resolution.

The implementation of the “growth contract” in 2025, it can be said, has contributed significantly to “promoting” the GRDP growth of localities, as well as the GDP growth of the whole country. However, the solution to this problem will have to change, when from July 1, the administrative boundaries have been rearranged, accordingly, there will be only 34 provinces and cities, instead of 63 provinces and cities as before.

According to the Ministry of Finance's calculations, 17/34 localities after the merger achieved a growth rate of over 8%. They are Lao Cai, Son La, Lang Son, Quang Ninh, Phu Tho, Bac Ninh, Hai Phong City, Hung Yen, Ninh Binh, Nghe An, Ha Tinh, Hue City, Da Nang City, Quang Ngai, Tay Ninh, Dong Nai, An Giang.

However, in some localities, GRDP growth has decreased. For example, after merging with Binh Duong and Ba Ria - Vung Tau, if recalculated, the GRDP growth rate is only 6.56%...

To promote growth, as well as to implement and monitor and evaluate localities after the merger, the Ministry of Finance at the Regular Session and the Government Conference with localities, submitted to the Government to assign the Ministry of Finance to preside over and coordinate with localities to develop and submit to the Government an adjustment to Resolution No. 25/NQ-CP, assigning the GRDP growth target in 2025 to 34 localities after the merger.
