Resolution No. 06-NQ/TU was issued on May 17, 2021 - one of the first resolutions of the 15th Provincial Party Congress, showing the province's special attention to remote, border and island areas. Immediately after its issuance, the Resolution was thoroughly disseminated to the entire political system, organized into a specific action program with 21 target groups, 73 tasks and a clear implementation roadmap.
The Provincial Party Committee and the Provincial People's Committee have issued dozens of resolutions, programs, and projects, directing localities to develop plans, allocate resources, and assign specific tasks to each agency, unit, and responsible individual. The province organizes periodic quarterly and annual monitoring and mid-term reviews, creating unity and synchronization from the province to the groundswell level. One of the special marks is the flexible and creative resource mobilization mechanism: In 5 years (2021-2025), Quang Ninh mobilized a total of more than 120,000 billion VND to implement development programs for disadvantaged areas, of which the state budget capital only accounted for about 16%, the rest was socialized and policy credit. Each public capital has attracted more than 5 non-budget capital, demonstrating vision and effective management capacity. Comprehensive and far-reaching changes. After 5 years of implementation, 21/25 specific targets of the Resolution have been completed and exceeded schedule, the remaining 4 targets are on track to be achieved in 2025 with breakthrough results in all fields.
Regarding socio-economic infrastructure, the province has completed 15/15 key traffic projects connecting remote and isolated areas; invested in hundreds of essential infrastructure projects such as irrigation, electricity, clean water, schools, medical stations, cultural houses, etc. 100% of villages and hamlets have mobile and internet signals, the rate of households using hygienic water is 99.99%, of which using clean water according to standards is over 85%. By the beginning of this year, the average income per capita in communes in ethnic minority, mountainous, border and island areas reached 83.79 million VND/person/year, an increase of more than 40 million VND compared to 2020. Collective economic models, cooperatives and enterprises in the highlands have developed strongly. The whole province has 768 agricultural cooperatives, 432 OCOP products from 3-5 stars. Sustainable forest development, ecological agriculture, livestock farming, and coastal aquaculture in a modern direction have also been implemented synchronously.
Regarding education, health care and social security, the province has invested in repairing and upgrading 24 schools, building new ones and modernizing a series of medical stations and cultural houses. Specific policies for teachers and students in mountainous areas have been fully issued, contributing to improving the quality of education. The rate of malnourished children has decreased to below 10.5%, 100% of children under 6 years old and the poor have been issued health insurance cards. The mobile medical examination and treatment system and home nutrition consultation have been deployed to villages. Particularly for tourism and indigenous culture development, many localities have exploited the potential of landscapes and ethnic cultures to develop sustainable community tourism, associated with the restoration of craft villages, traditional festivals and ethnic sports.
Along with promoting socio-economic development, the province pays special attention to ensuring national defense and security in remote, isolated and border areas. The groundswell security system has been strengthened, and the regular communal police force has been fully deployed. The movement of the People Protecting National Security has been promoted; the role of prestigious people in the ethnic minority community has been promoted. Over the past 5 years, the security and order situation has been basically stable, with no hot spots arising, firmly ensuring national border sovereignty. At the same time, policies to support demobilized soldiers, military recruitment, and building militia and self-defense forces have also been well implemented. The model of sending Border Guard officers to participate in communal Party Committees continues to be maintained, promoting positive effects in connecting the military and people in border areas. By the end of 2024, the whole province will no longer have poor household items according to the Central standards. There are only 8 poor household items and 1,197 near-poor household items according to the province's multidimensional poverty standards. The province has also completed the national target program on sustainable poverty reduction 3 years ahead of schedule. Quang Ninh is also the first province to meet the standard for completing the task of building new rural areas in the 2021-2025 period.
For Resolution 06 to truly come into life, creating strong socio-economic development in ethnic minority, mountainous, border and island areas, it is the result of high consensus and unity in the entire political system; is the innovation of thinking, bold decentralization, decentralization, promoting the role of the leader; is the persistence with the motto "taking people as the root", implementing publicity, transparency and democracy in each policy and project. In particular, the province has used the state budget as "seed capital" to effectively mobilize other resources. In a context of many difficulties and challenges, Quang Ninh has proven that: With high political determination, innovation of thinking and the participation of the entire system, the region can hardly make a strong breakthrough.
Based on the achievements, Quang Ninh continues to aim to complete all remaining targets of Resolution 06 by the end of 2025 and move towards implementing the 2026-2030 period plan with many key contents, focusing on completing regional connectivity infrastructure, promoting digital transformation, developing green and circular economy, improving the quality of education, health care, culture, and building a strong grassroots cadre team.

Since the implementation of Resolution 06 on socio-economic development of ethnic minority, mountainous, border and island areas, Hai Son commune has received special attention from the province, especially the investment and upgrading of Provincial Road 341, which has created extremely favorable conditions for traffic in the whole region as well as travel and production development. Electricity, clean water, schools, and medical stations have been upgraded to meet the essential needs of the people. Many new economic development models such as growing medicinal plants, raising livestock, and developing community tourism have been implemented, helping people have more jobs and stable income. Border security has been maintained, and the material and spiritual life of the people has gradually improved. Resolution 06-NQ/TU has truly touched the hearts of the people in the highlands. People no longer just wait for the State, but proactively strive to build their homeland to become more and more prosperous. Mrs. Tu Thi Kem, Vong Tre village, Van Don special zone: "Cultural and spiritual life is also continuously improving" We are extremely happy that our hometown Van Don in particular and Quang Ninh province in general are developing more and more. Not only is the landscape invested in and income levels improved, but our spiritual and cultural life is also constantly improving. Mass cultural and sports movements are launched regularly and are very exciting and diverse. I have participated in the activities of the Soong Co singing club with other women in the village for nearly 5 years. Thanks to the attention and facilitation of the Party Committee, the government and local organizations, we have been able to collect traditional melodies and songs together; learn about and preserve costumes that are true to the cultural identity of the San Diu ethnic group. Thanks to weekly activities, then enthusiastic practice sessions to participate in exchange events on holidays, local programs... our spiritual life has been improved, and our solidarity and sharing have been strengthened. Once we are familiar with Soong Co singing and understand the cultural identity of our people, we can teach it to our descendants in our family and clan, so that this identity will always be preserved and respected, not lost. Mrs. Trieu Thi Huong, Khe Man village, Ba Che commune: “Many positive changes from awareness to action of the majority of people” Frankly looking at reality, many backward customs of people living in remote areas have significantly affected the quality of the living environment. These include raising livestock and poultry close to houses; do not build hygienic toilets at home; household waste is not collected and treated properly; keeping houses, kitchens, gardens... clean is very temporary and superficial. However, all of these things have been changed, with many positive changes from awareness to action of the majority of people. In our village, living and working habits are regulated by residential area conventions, and there are cadres and party members who regularly follow to promote, persuade, mobilize, and guide. People understand that these changes are urgent to protect their health, banish the causes of disease, and improve the quality of life for themselves, their families, and their children. We are even happier that our difficulties and problems have been taken care of and supported by timely programs and policies, especially preferential loans, financial support to build hygienic latrines, relocate barns... to training courses on "5 no, 3 clean" and disease prevention. |
In the 2019-2024 period, the province has implemented 842 essential infrastructure projects, with a total investment of more than VND 118,100 billion, contributing to changing the face of rural areas and the lives of people in ethnic minority, mountainous, improving border and island areas. In 3 years (2021-2023), the province has mobilized over 118,000 billion VND to implement Resolution No. 06-NQ/TU and national programs target. Of which, credit capital and non-budgetary mobilization mobilized for over 84%, budget capital extracted for only about 16%, focusing on economic and social infrastructure projects with spillover and driving force. By the end of 2023, Quang Ninh had fully completed the goals of building new rural areas at all three levels of province, district, and commune and the goal of sustainable poverty reduction according to national criteria for the 2021-2025 period, reaching the finish line 2 years ahead of schedule, realizing the goal of narrowing regional disparities and the gap between rich and poor. |
