At exactly 5:45 a.m. on July 5 local time (3:45 p.m. on the same day, Hanoi time), the plane carrying Prime Minister Pham Minh Chinh and his wife and the high-ranking Vietnamese delegation landed at Rio de Janeiro International Airport, Rio de Janeiro, Brazil, starting the trip to attend the 2025 BRICS Summit and bilateral activities in Brazil from July 4 to July 8 at the invitation of President of the Federal Republic of Brazil Lula da Silva.
At the airport to welcome Prime Minister Pham Minh Chinh and his wife along with the high-ranking Vietnamese delegation, on the Brazilian side were Mr. Laudemar G. de Aguiar Neto, Deputy Minister in charge of trade promotion, science, technology, innovation and culture, Ministry of Foreign Affairs of Brazil; on the Vietnamese side were Vietnamese Ambassador to Brazil Bui Van Nghi and his wife, officials and staff of the Embassy.
This working trip of the Prime Minister, with diverse activities both bilaterally and multilaterally, will continue to concretize the important goals and tasks of Resolution 59-NQ/TW of the Politburo on international integration in the new situation; at the same time, practically implement the foreign policy of independence, self-reliance, multilateralization, diversification, being a friend, reliable partner and responsible member of the international community.
This is the first time Vietnam has participated as a Partner Country at the BRICS Summit, a multilateral cooperation mechanism between emerging economies that is increasingly influential both economically and politically. Vietnam's becoming a Partner Country of BRICS, as well as attending the Summit, affirms its role and responsible contribution to multilateral mechanisms with the desire to make efforts to contribute, enhance the voice and role of developing countries, promote international solidarity, inclusive and comprehensive multilateralism in the spirit of respecting international law as well as further deepening the cooperative relationship between Vietnam and BRICS member countries.
With the theme “Strengthening Southern Cooperation to Promote More Inclusive and Sustainable Governance”, the 2025 BRICS Summit is one of the important multilateral events, attended by about 20 senior leaders of countries, the UN Secretary General and leaders of many international organizations. With such extremely important meanings, the visit will be an opportunity for Vietnam to convey three major and important messages; at the same time, it is an opportunity for Vietnam to proactively and actively participate in the process of promoting inclusive and sustainable global governance, raising the voice of developing countries in addressing current challenges, as well as exchanging experiences, perspectives, visions, and practices on development, promoting cooperation in areas in line with our priorities and interests.
This working trip is an opportunity for Vietnam to promote the diversification of economic, trade and investment cooperation between Vietnam and potential regions, maximizing international resources to serve the country's development goals in the era of national development. BRICS member countries and guest countries attending the BRICS Summit are countries with comprehensive strategic partnerships, important partners and traditional friends of Vietnam; Brazil is a country with a strategic partnership, with strengths that Vietnam needs to supplement, in line with Vietnam's sustainable development orientation.
After more than 35 years of establishing diplomatic relations, bilateral relations have been continuously consolidated and increasingly developed. Brazil is an important comprehensive strategic partner and Vietnam's largest trade partner in Latin America with two-way trade reaching nearly 8 billion USD in 2024. Following the success of recent high-level visits by Prime Minister Pham Minh Chinh on the occasion of attending the G20 Summit (November 2024) and the State visit to Vietnam by Brazilian President Lula da Silva (March 2025), the two sides are continuing to maintain and promote many bilateral dialogue mechanisms and exchanges of high-level delegations and all levels.
Other important areas of cooperation such as agriculture, energy, science and technology, environmental protection, climate change response, etc. also received special attention from the leaders of the two countries, and are important pillars for the Action Plan to implement the Strategic Partnership between the two countries for the period 2025-2030.
More specifically, the visit will be an opportunity for the two leaders to discuss major orientations to promote trade, investment and agricultural cooperation, effectively implementing the policy of diversifying markets, diversifying products and diversifying supply chains in the context of complicated developments in global trade today.
