With the theme "Strengthening Southern Cooperation to Promote More Inclusive and Sustainable Governance", the BRICS Summit 2025 is one of the important multilateral events, participated by about 20 senior leaders of countries, the UN Secretary-General and leaders of many international organizations.
Representing Vietnam at the BRICS Summit 2025 as a partner country - the 10th partner country of BRICS, Prime Minister Pham Minh Chinh will attend and speak at the summit's high-level sessions on topics such as strengthening multilateralism, economic and financial issues, artificial intelligence, environment, climate change, global health, etc.
On this occasion, the Prime Minister will have bilateral meetings with leaders of countries and organizations attending the conference, thereby affirming Vietnam's role, desire and responsible contribution in this multilateral mechanism; at the same time, further deepening the cooperative relationship between Vietnam and BRICS member countries and international organizations.

This is also the third time in three years that Prime Minister Pham Minh Chinh has visited Brazil. Along with attending the 2025 BRICS Summit, Prime Minister Pham Minh Chinh also has bilateral activities in the Federative Republic of Brazil, aiming to promote multifaceted cooperation with Brazil, especially in the economic field.
Brazil is currently Vietnam's largest trading partner in Latin America, while Vietnam is also an important partner of Brazil in Southeast Asia. Bilateral trade turnover between the two countries is increasing rapidly, reaching nearly 8 billion USD in 2024. The two countries are striving to increase bilateral turnover to 10 billion USD in 2025 and 15 billion USD in 2030.
In particular, Vietnam hopes to soon start negotiations on a Free Trade Agreement (FTA) with the Southern Common Market (Mercosur), of which Brazil is a member. The FTA between Vietnam and Mercosur is expected to create a breakthrough in economic, trade and investment cooperation between Vietnam and Brazil, bringing about substantial results for businesses and people of the two countries. Brazil can become a bridge to help Vietnam access markets in Latin American countries as well as Mercosur.
Therefore, during the working trip, in addition to meeting with Brazilian President Lula da Silva, Prime Minister Pham Minh Chinh will visit cultural and sports facilities; attend business seminars and work with major Brazilian economic groups.
Immediately after arriving in Rio de Janeiro, on the occasion of the 135th anniversary of President Ho Chi Minh's birthday, Prime Minister Pham Minh Chinh and his wife visited and laid flowers at the memorial plaque honoring President Ho Chi Minh in Rio de Janeiro, where he worked while stopping on his journey to find a way to save the country.
On the same afternoon (local time), Prime Minister Pham Minh Chinh met with President of the Federative Republic of Brazil Lula da Silva.
