The Council consists of 9 members, chaired by Associate Professor, Dr. Pham Thi Thu Huong, Principal of Hanoi University of Culture; and Vice Chairman by Associate Professor, Dr. Pham Truong Hoang, Head of the Faculty of Tourism and Hospitality, National Economics University.
The Professional Board consists of 9 members, headed by Dr. Le Tuan Anh, Head of the Department of Tourism Management and International Languages, Hanoi University of Culture; the Secretariat consists of 3 members, headed by Dr. Nguyen Thi Ngoc Lam, Deputy Head of the Department of Training Management, Hanoi University of Culture.
The Council is responsible for performing the tasks prescribed in Article 13 of Circular No. 17/2021/TT-BGDDT dated June 22, 2021 of the Minister of Education and Training and in accordance with current legal regulations. The Council's operating regulations are decided by the Chairman of the Council.
specifically, Article 13 of Circular No. 17/2021/TT-BGDDT dated June 22, 2021 of the Minister of Education and Training clearly states that the Industry Advisory Council established by the Ministries according to the assignment in Decision No. 436/QD-TTg dated March 30, 2020 of the Prime Minister (hereinafter referred to as the Ministry in charge), performs the function of assisting the Ministry in charge in implementing the task of developing training program standards for the corresponding industry.
The tasks of the Industry Advisory Council include: Determining the development of industry training program standards for each field or industry group and the list of related industries; the need to specify specific requirements for each industry; Developing and updating industry training program standards to ensure compliance with training program standards for the corresponding level as prescribed in Article 12 of this Circular for submission to the Minister of Education and Training for evaluation and promulgation; Participating in inspection, supervision and assessment of compliance with training program standards of training institutions according to the provisions of law; Performing other tasks assigned by the agency in charge of developing training program standards according to the provisions of law.
The industry advisory council is responsible for the content and quality of the industry's training program standards; suitability to reality; suitability to training program standards at all levels of higher education; suitability to current regulations and ensuring the autonomy of training institutions;
Perform accountability to competent state management agencies, training institutions and other relevant parties on issues related to training program standards of the industry sector;
Develop working regulations and assign tasks to members of the Industry Advisory Council; recommend to the Ministry in charge to change members and improve the Industry Advisory Council (if necessary);
Coordinate with the agency organizing the development of training program standards to report to the Ministry of Education and Training and the Ministry in charge on the plan, progress, and results of developing training program standards.
