General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security chaired the Conference.
Speaking at the opening of the Conference, Minister Luong Tam Quang stated: This is an important conference, taking place at a historic moment when the whole country has been implementing the model of a two-level local government system for a full week, in which the merged Public Security force is arranged into 34 provincial-level Public Security Forces and 3,319 communal-level Public Security Forces. The Conference is also the time to organize activities to celebrate the 80th anniversary of the Traditional Day of the Vietnam People's Public Security, the 20th anniversary of the National Day for National Security Protection.
The conference is tasked with assessing the situation and results of all aspects of public security work in the first 6 months of the year and proposing key tasks and solutions for the last 6 months of 2025; reviewing and correctly assessing the current situation, achieved results, existing problems, limitations, difficulties and obstacles when implementing the 2-level local public security model, clarifying the causes, drawing lessons and especially solutions to carry out public security tasks in the new situation; at the same time, implementing the direction of key leaders of the Party and State at the Central Public Security Party Committee Conference in the first 6 months of 2025 (June 19, 2025)...

In the first six months of the year, the People's Public Security force has closely followed the leadership of the Party, the management and operation of the State, and exemplary in implementing policies and guidelines.
In particular, the Public Security force takes the lead in streamlining the organizational apparatus, implementing a two-level local government, providing practical information for the entire political system to refer to, as directed by General Secretary To Lam at the Central Public Security Party Committee Conference summarizing the work in 2024. Doing a good job of strategic advisory work with the Party and State to issue legal policies and guidelines, especially continuing to take the lead in implementing strategic breakthroughs in building and perfecting legal institutions, creating and expanding the country's development space, strongly promoting investment, production and business activities, economic development, culture, society and foreign affairs of the country.
Along with that, the police force also takes the lead, spreading breakthroughs in science and technology development, innovation, creativity and national digital transformation... The work of fighting and preventing crime, and state management of security and order is focused on, directed resolutely and effectively.

The work of building the mass movement to protect national security and social security; basic professional skills; foreign affairs and international cooperation; strategic and theoretical scientific research; and the Mobile Police has been innovated and strongly promoted. The work of building the Party and the People's Public Security force has been focused on and implemented resolutely and effectively...
Speaking at the Conference, President Luong Cuong praised the efforts, attempts and great achievements of the People's Public Security force in recent times.
Agreeing with the policies and solutions proposed by the Central Public Security Party Committee and the Ministry of Public Security, President Luong Cuong emphasized that the People's Public Security force needs to proactively grasp the situation; continue to improve the capacity and quality of research and forecasting, promptly advise the Party and State on appropriate policies and solutions, handle early and remotely the plots and sabotage tricks of hostile forces; absolutely not be passive or surprised in any situation; maintain a peaceful and stable environment for national construction and development.
The President also requested the Ministry of Public Security to proactively coordinate closely with departments, ministries, branches, forces and localities in the cause of protecting the Fatherland; build a movement for the entire people to protect the Fatherland's security; build people's security, people's security posture, associated with building a national defense, especially a solid posture of people's hearts; ensure political security, order and social safety in the conditions of implementing a two-level local government; not let the restructuring of the apparatus affect social management work, serving agencies, businesses and people; absolutely do not let work be interrupted or interrupted, do not leave blank spots, blind spots, and recessed areas of crime.

Along with that, the People's Public Security force focuses on resolutely and effectively suppressing all types of crimes and social evils, ensuring people's lives, property and health; especially crimes and violations of laws on the environment, food safety, counterfeit goods, poor quality goods; drug crimes, high-tech crimes, online fraud; organized crimes... Absolutely ensuring the safety of important events of the country, key targets and projects; effectively implementing foreign affairs and international cooperation activities of the People's Public Security force with partners and international organizations in protecting national sovereignty and security, protecting national and ethnic interests.
The President requested that it is necessary to focus on implementing the tasks of building a National Data Center and digital transformation; continue to research and advise on security and safety indicators, create a healthy and civilized environment, contribute to socio-economic development, attract investment and tourism; raise citizens' awareness in complying with and abiding by the law; perform well the work of preventing and fighting natural disasters, searching, rescuing and saving victims, contributing to bringing a peaceful and happy life to the people.
Noting that the Central Public Security Party Committee and the Ministry of Public Security need to lead and direct the work of building a truly clean and strong Party organization, building a revolutionary, disciplined, elite and modern People's Public Security force, the President emphasized the need to focus on leading and directing the building and improving the quality of the staff, especially the staff at the strategic level, and the cadres in charge at all levels with sufficient qualities, capacity, courage and prestige, to successfully complete the assigned tasks. Along with that, review and organize activities to celebrate the 80th anniversary of the People's Public Security Force's Traditional Day; the 20th anniversary of the National Day for National Security Protection; the 80th anniversary of the August Revolution and National Day on September 2.
On behalf of the Central Party Committee of the Public Security, the leadership of the Ministry of Public Security, and all generals, officers, non-commissioned officers, soldiers, and workers of the People's Public Security, Minister Luong Tam Quang respectfully thanked the Party, the State, and the President personally for the special attention of the People's Public Security force. The entire People's Public Security force seriously accepted the instructions; affirming that these are also important orientations of the Party and State for the task of ensuring security, order, maintaining social order and safety, and building the People's Public Security force in the coming time...
At the Conference, the Organizing Committee announced and presented awards and emulation titles of the Party and State to collectives and individuals with outstanding achievements in work and combat.
