According to VNA Special Envoy, on July 7 (local time), Prime Minister Pham Minh Chinh met with Uruguayan President Yamandu Orsi on the occasion of attending the expanded BRICS Summit in Rio de Janeiro, Brazil.

Prime Minister Pham Minh Chinh highly appreciates the recent positive developments in bilateral relations on the basis of solidarity and friendship nurtured over decades between the two peoples.

The Prime Minister respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to President Yamandu Orsi.

Congratulating Vietnam on the 50th anniversary of the Liberation of the South and National Reunification, President Yamandu Orsi shared that he was from the generation that opposed the war in Vietnam and greatly admired the heroic history of the Vietnamese people and the achievements in socio-economic development of Vietnam.

President Yamandu Orsi affirmed that Uruguay always values ​​and wishes to develop relations with Vietnam. As the Chair of the Council of Latin American and Caribbean States (CELAC) in 2026, Uruguay wishes to promote cooperation between CELAC and Vietnam.

Prime Minister Pham Minh Chinh proposed that the two sides soon negotiate and sign an agreement on investment encouragement and protection, an agreement on visa exemption for ordinary passport holders, and an agreement on cooperation in science and technology, innovation, and digital transformation.

The Prime Minister suggested that the two sides strengthen agricultural cooperation, open markets for each other's agricultural products, and be ready to send businesses to invest, produce, and process agricultural products that Vietnam has strengths in in Uruguay for local consumption and export to neighboring markets.

The Uruguayan President shared the proposals of Prime Minister Pham Minh Chinh. The two sides agreed to increase the exchange of delegations at all levels, especially high-level visits and contacts to strengthen political trust, mutual understanding and discuss and agree on directions to expand bilateral cooperation.

The President of Uruguay agreed with Prime Minister Pham Minh Chinh's proposal to soon negotiate and complete the Vietnam-Mercosur Free Trade Agreement (FTA) in the last 6 months of 2025, which will bring benefits to people and businesses of both sides.

The two leaders agreed to direct ministries and sectors to actively coordinate to soon organize the 5th Political Consultation between the two Foreign Ministries and the 4th Meeting of the Joint Committee on Economic, Trade and Investment Cooperation to review bilateral relations and identify specific measures to improve the effectiveness of cooperation between the two countries.

The two sides agreed to strengthen close coordination, effective cooperation and mutual support at multilateral forums, including the United Nations.

On this occasion, Prime Minister Pham Minh Chinh conveyed President Luong Cuong's invitation to Uruguay to send a delegation to attend the signing ceremony of the United Nations Convention against Cybercrime in Hanoi in October 2025.

President Yamandu Orsi sincerely appreciates Vietnam for the invitation and highly appreciates the initiative./.
