BRICS inherits the Non-Aligned Movement

The ongoing BRICS summit in Brazil shows the host country's efforts to build the bloc into a leading voice for equitable, inclusive development and strengthening multilateralism.

In his opening speech at the conference in Rio de Janeiro on July 6 (early morning of July 7 Vietnam time), Brazilian President Luiz Inacio Lula da Silva compared BRICS to the Non-Aligned Movement - a group of developing countries that oppose taking sides in international relations. "BRICS is the heir to the Non-Aligned Movement," Mr. Lula da Silva emphasized.

Strengthening multilateralism

The Brazilian leader is confident in this assertion. The recent expansion of BRICS has added diplomatic weight to this summit with 10 member countries, 10 partner countries and the presence of leaders of the United Nations and other international organizations.

“If current international governance does not reflect the new multipolar reality of the 21st century, BRICS must help bring it back to reality,” Mr. Lula stressed.

UN Secretary-General António Guterres, in his opening remarks, also stressed that at a time when multilateralism is being eroded, "cooperation is humanity's greatest innovation".

Since its inception 16 years ago, BRICS has often been interpreted in the Western media as a group of countries that want to create a "de-Westernized" institution.

In the current global context, with the rise of unilateralism and trade protectionism, the BRICS 2025 chair Brazil has proposed concrete paths for a fairer multilateralism.

Sharing with Tuoi Tre , journalist Daniel Henrique Diniz (Brazil) pointed out that during Brazil's five-year term, BRICS has made efforts to promote reform goals that many developing countries desire, such as artificial intelligence governance, reforming the United Nations, increasing quotas at the International Monetary Fund or capital holding ratios at the World Bank.

The importance and focus on emerging and developing countries was demonstrated through the joint statement of BRICS member countries on July 6.

“We recognize that multipolarity can enhance opportunities for developing and emerging market countries (DCS) to develop their constructive potential and benefit from globalization and economic cooperation that is beneficial, inclusive and equitable.

We emphasize the importance of the Global South as a driver of positive change, especially in the face of significant international challenges, including rising geopolitical tensions, economic slowdown and accelerated technological transformation, protectionist measures and migration challenges," the joint statement said.

"By linking its actions to the Sustainable Development Goals (SDGs), Brazil wants to demonstrate that BRICS not only protects the Global South but also offers global solutions based on equity, cooperation and shared responsibility," said journalist Daniel Henrique Diniz.

Message from Vietnam

Attending the BRICS Summit for the first time as a partner country, Prime Minister Pham Minh Chinh delivered an important speech at the BRICS Summit on "Strengthening multilateralism, economic-financial issues and artificial intelligence".

Prime Minister Pham Minh Chinh emphasized the role and contributions of Global South countries in global governance.

In the context of the world going through many changes, he said that countries need to continue to promote solidarity, strengthen cooperation and dialogue to deal with challenges with a global, all-people, comprehensive and inclusive approach.

In that spirit, the Prime Minister made three important and practical proposals. First, BRICS and Southern countries need to take the lead in reviving multilateralism, persistently engaging in dialogue and cooperation on the basis of the fundamental principles of the United Nations Charter and international law.

According to the Prime Minister, BRICS needs to actively participate in promoting reforms of global institutions such as the United Nations, IMF, WB, and WTO in a way that meets the realities and needs of developing countries, strengthens South-South cooperation, and promotes connectivity, trust building, and cooperation between developed and developing countries.

Second, BRICS needs to take the lead in promoting trade liberalization, respecting the legitimate and legal rights and interests of countries.

To enhance strategic autonomy, BRICS and Southern countries need to increase market opening, promote supply chain linkages, mobilize and share resources, support technology transfer and human resource training for projects in healthcare, education, digital infrastructure, green transformation, and climate change adaptation.

Third is to pioneer in promoting the power of artificial intelligence (AI) to serve humans, not replace humans.

According to the Prime Minister, BRICS needs to work with multilateral mechanisms to promote the building of a global AI governance system that is fair, secure, safe, and accessible. Build an AI ecosystem that adheres to ethical values, balancing innovation and social benefits.

On the sidelines of the BRICS Summit, on July 6, Prime Minister Pham Minh Chinh met with leaders of Cuba, Malaysia, South Africa, India, Uganda, Nigeria; received the First Vice President of the Senate of Uzbekistan, the Russian Foreign Minister and leaders of the World Trade Organization, the World Health Organization, the Asian Infrastructure Investment Bank, etc.
