According to VNA Special Envoy, on July 7 (local time), on the occasion of attending the expanded BRICS Summit in Rio de Janeiro, Brazil, Prime Minister Pham Minh Chinh met with UN Secretary-General Antonio Guterres, Belarusian Foreign Minister Maxim Ryzhenkov and United Arab Emirates (UAE) Secretary of State for Foreign Affairs Ahmed Ali Bin Al Sayegh.
Prime Minister Pham Minh Chinh expressed his pleasure at meeting Secretary-General Antonio Guterres again, and highly appreciated the Secretary-General's role and contributions in promoting United Nations activities.
Prime Minister Pham Minh Chinh emphasized the importance of multilateralism and the leading role of the United Nations in addressing current global challenges.
The Prime Minister said that Vietnam is actively preparing for the signing ceremony of the United Nations Convention against Cybercrime in Hanoi in October 2025 and looks forward to welcoming the Secretary-General at this important event.
For his part, Secretary-General Antonio Guterres highly appreciated Vietnam's role and vision over the past time, especially thanking Vietnam for hosting the signing ceremony of the above important Convention, an event of special significance, expected to be participated by many high-ranking leaders around the world.
The United Nations appreciates Vietnam's contributions to issues of current global concern. Sharing his love for the country and people of Vietnam, the UN Secretary-General expressed his wish to return to visit Vietnam soon.
At the meeting with Belarusian Foreign Minister Maxim Ryzhenkov, Prime Minister Pham Minh Chinh affirmed that Vietnam attaches importance to the traditional friendship and strategic partnership with Belarus.
The two sides affirmed that General Secretary To Lam's visit to Belarus and the upgrading of bilateral relations (May 2025) are particularly important milestones, creating a foundation for deepening comprehensive cooperation in all fields between Vietnam and Belarus.
Pleased to meet Prime Minister Pham Minh Chinh, the Belarusian Foreign Minister congratulated Vietnam on its achievements in recent times; said that the Belarusian Prime Minister hoped that the strategic partnership between the two countries would continue to be consolidated and enhanced comprehensively, especially in the fields of economy, trade, culture, tourism and people-to-people exchange.
The two sides agreed to increase the exchange of delegations at all levels, especially high-level visits, and closely coordinate to effectively implement the results achieved during General Secretary To Lam's recent visit to Belarus.
Receiving UAE Minister of State for Foreign Affairs Ahmed Ali Bin Al Sayegh, Prime Minister Pham Minh Chinh suggested that the two countries actively implement the results of the Prime Minister's visit to the UAE and upgrade bilateral relations to Comprehensive Partnership in October 2024; promptly negotiate the Vietnam-GCC Free Trade Agreement and negotiate and sign an investment protection agreement.
Prime Minister Pham Minh Chinh asked the UAE to support Vietnam in developing financial centers in Ho Chi Minh City and Da Nang and to implement the plan agreed upon by both sides on organizing the UAE Investment Conference in Vietnam.
The UAE Minister of State for Foreign Affairs affirmed that he attaches importance to relations with Vietnam, a top priority in the UAE's policy of developing relations with Asian countries; emphasizing that the UAE President and leaders highly appreciated the visit of Prime Minister Pham Minh Chinh as well as the upgrading of bilateral relations.
Affirming that the relationship between the two countries has developed strongly since Prime Minister Pham Minh Chinh's visit, Minister of State Ahmed Ali Bin Al Sayegh said that the UAE has nominated a Minister in charge of relations with Vietnam.
Agreeing with the proposals of Prime Minister Pham Minh Chinh, Minister of State Ahmed Ali Bin Al Sayegh said that the UAE will soon promote the signing of a Memorandum of Understanding on cooperation on the Ho Chi Minh City and Abu Dhabi Financial Centers, as well as coordinate the organization of the UAE Investment Conference in Vietnam./.
