I am very pleased to return to attend this Global Summit of Women. On behalf of the Vietnamese delegation, I would like to send my warmest greetings to the Chair of the Conference and all of you. I would like to sincerely thank the Conference Organizing Committee, the leaders and people of the host country and the beautiful city of Berlin for the thoughtful and warm welcome given to the Vietnamese delegation.
Over the past 35 years of establishment and development, the Global Summit of Women has become a prestigious forum, constantly promoting international dialogue and cooperation on gender equality. This year in particular, the Conference with the theme " Women: Restoring value in the digital age ", held in Belarus - a symbol of peace, unity, creativity and sustainable development - has a very profound and practical meaning in the context of a world full of instability.
Dear Sir or Madam,
The world is experiencing unprecedented, rapid and complex changes, with intertwined impacts on the lives and futures of millions of people, including women and girls, threatening to set back the achievements of gender equality. In this context, the digital transformation process is taking place strongly, bringing opportunities for sustainable development, promoting innovation, effective governance and security improving the quality of life of people, while also risking deepening traditional and non-traditional challenges, especially for hazardous groups in society. Therefore, the full and equal participation of women in the digital transformation process is an objective requirement. Otherwise, we will waste half of the potential, half of the intelligence and half of the strength to create a sustainable, inclusive and humane digital future.
Vietnam is proud of its consistent commitments and strong actions in promoting gender equality. Those tireless efforts have been recognized by the international community. According to the World Economic Forum's Global Gender Gap Report 2024, Vietnam has risen to 72nd out of 146 countries, up 11 places compared to 2022. The proportion of women in the scientific research force accounts for 44%. In the field of STEM, female students account for 37% of the total number of students, exceeding the global average . Those achievements do not come by chance. They are guided by a consistent philosophy, a compass for all our actions: Putting people at the center, in which women are both the subject and an important human resource of the country.
Vietnam's digital transformation strategy is built on three main pillars, with the goal of ensuring that all people, including women and girls, participate in and benefit from this process.
The first pillar is the commitment to building a truly inclusive digital society, leaving no one behind. From the flame of the "Popular Education" movement to eradicating illiteracy for millions of Vietnamese people in 1945, it has now been rekindled strongly in the digital age. Movements such as "Popular Digital Education" and "Popular AI Education" have been widely launched, aiming to popularize digital knowledge and skills for all people, including women in rural, remote and isolated areas, helping them to grasp and master technology, thereby participating more deeply in the digital economy and digital society. The Vietnam Women's Union is the emerging force, bringing these programs to every alley and village, ensuring that every woman has the key to confidently step into the digital future.
The second pillar is to unleash and fully develop the economic potential of women. In Vietnam, women are not only the core workforce, but also the architects of the economy, with more than 28% of businesses owned by women. What is special is that in leading technology associations such as the Association of Software and Information Technology Services or the National Data Association, there are many talented female leaders holding key positions, contributing to strategic planning for the entire digital industry. The project supports more than 100,000 women entrepreneurs; the "Women connect digitally, do business online" models are not only support, but also an investment commitment, aiming to turn Vietnamese women into pioneers, leading new business models, associated with digital transformation, green transformation and sustainable development. When women succeed, they not only change their lives and their families, but also contribute to building a prosperous nation.
The third pillar is to create a safe and friendly digital space for future generations. This commitment is clearly demonstrated through the National Program “Protecting and supporting children to interact healthily and creatively in the online environment” or specific, drastic actions such as operating the 24/7 National Hotline 111 to receive and handle all information about child abuse, to issue a “Handbook for protecting children in cyberspace” carefully compiled for each age group. We believe that creating full and fair access for children in the digital space not only helps change a life, but also fosters a more progressive and equal future for all humanity.
Dear Sir or Madam,
This digital transformation journey, with all its opportunities and challenges, no country can go it alone. This is the time for us to share a vision and act together. Therefore, Vietnam respectfully offers the following suggestions:
Firstly , for technology to truly serve humanity, women must not only be users, but also architects of the digital future. Therefore, we call on the international community and countries to put gender equality at the center of every discussion and every legal framework on technology. Only then will the voices and rights of women and children always be protected and promoted.
Second, knowledge is a common asset. Let us work together to enrich it. Vietnam is ready to share its stories and experiences from its successful models. At the same time, we want to learn from the initiatives of international friends, so that no one, whether in rural or urban areas, is left behind in this journey.
Third, let us light up the torch of inspiration together. By bringing the contributions of talented female scientists and female technology entrepreneurs to light, honoring them solemnly and equally in the most prestigious technology forums. Each success story that is spreading will be a powerful message, breaking invisible barriers and instilling in the hearts of the young generation, especially girls, the belief and aspiration to conquer any peak .
Dear Sir or Madam,
Digital transformation is a challenging journey but also opens up strategic opportunities to create a more sustainable, equitable and humane future. Vietnam is committed to continuing to be a trusted partner, a responsible member, joining hands with the international community for an inclusive digital world, where all women and girls are fully involved, effectively protected and empowered for comprehensive development.
I wish the Global Summit of Women Forum to continue to grow strongly, with many practical ideas and actions for the gender equality process in particular and for peace, stability and sustainable development of the world in general.
