Urgently deploy work related to organizing the Exhibition of National Achievements on the 80th Anniversary of National Day

Deputy Prime Minister Mai Van Chinh requested ministries, branches and localities to urgently carry out tasks related to organizing the "Exhibition of socio-economic achievements on the occasion of the 80th anniversary of National Day" in the spirit of doing things quickly, correctly and at lightning speed, but must strictly comply with legal regulations.

On July 4, Deputy Prime Minister Mai Van Chinh chaired a meeting with ministries on solutions to remove difficulties and obstacles in financial policies and mechanisms for the National Achievements Exhibition on the occasion of the 80th anniversary of National Day.

At the meeting, Deputy Minister of Finance Bui Van Khang reported on the budget for organizing the "Exhibition of socio-economic achievements on the occasion of the 80th anniversary of National Day". formation, to ensure that units have timely funding for implementation, the Ministry of Finance has sent a document to the Prime Minister reporting on the budget for organizing the Exhibition, including:

For ministries and central agencies: The Ministry of Finance shall submit to the Prime Minister an additional funding source equal to the amount proposed by the Ministry of Culture, Sports and Tourism, from the central budget reserve for ministries and central agencies to organize exhibitions.

For localities: Because the proposed budget of localities is not large, many localities have not yet proposed, the Ministry of Finance has issued an official dispatch requesting localities to proactively balance the local budget to carry out the exhibition tasks. In case the budget cannot be balanced, localities must send a document to the Ministry of Culture, Sports and Tourism and the Ministry of Finance to synthesize and report to the Prime Minister for consideration and decision.

For enterprises and diplomatic corps: Implement according to the provisions in Section IX of the Exhibition Organization Project attached to Decision No. 90/QD-BCD: "The area honoring Vietnamese enterprises and products is invested from the enterprise's budget; The "Vietnam and the World" theme area is invested from the budget of the country participating in the Exhibition. The cost of renting the premises is supported from the state budget or/and from other legal sources of capital". The Ministry of Finance will continue to coordinate with the Ministry of Culture, Sports and Tourism and other ministries, branches and localities to review and propose additional funding for the Exhibition, promptly reporting to the Prime Minister in case of new issues that need to be handled.

After listening to the opinions of the leaders of the Ministry of Culture, Sports and Tourism, the Ministry of Justice, and the Government Office, Deputy Prime Minister Mai Van Chinh welcomed the Ministry of Finance and the Ministry of Culture, Sports and Tourism for proactively and actively preparing the budget estimate to serve the exhibition.

However, through the report, there are still some units that have not completed, the Deputy Prime Minister requested the Ministry of Finance to urge ministries, branches and localities to send proposed reports for synthesis and submission to the Government leaders on July 5-6.

Emphasizing that this is an urgent project, serving the 80th anniversary of National Day, with high requirements, scale, and significance, serving domestic people and international tourists, the Deputy Prime Minister requested the Ministry of Finance to soon issue a document guiding the standards, norms, spending regimes and bidding regulations. The Ministry of Culture, Sports and Tourism will coordinate and agree with the Ministry of Finance to guide on arising issues. If there are points exceeding the current norms, submit them to competent authorities for consideration and regulations in accordance with the actual situation.

At the same time, the Ministry of Culture, Sports and Tourism needs to develop a detailed plan to implement the work, clearly defining which day to do what work and what must be completed. This plan must clearly show the responsibilities of the locality, ministries and branches for easy control and supervision. Those who do well should be welcomed, those who do not do well should be reported and reminded.

The Deputy Prime Minister also proposed to establish a Standing Group including the Ministry of Finance and the Ministry of Culture, Sports and Tourism to immediately resolve any problems that will arise from now until the Exhibition. When units ask questions, they must answer immediately.

Emphasizing that there is not much time left, the Deputy Prime Minister requested ministries, branches and localities to urgently deploy related tasks in the spirit of doing things quickly, correctly and at lightning speed, but must strictly comply with legal regulations.
