Comrade Nguyen Van Duoc shared that Ho Chi Minh City strives to be among the 100 most livable cities in the world by 2030, with a vision to 2045. Therefore, the city needs to adjust, update, renew, and divide the planning on the basis of maximizing the advantages of the city's 3 subdivisions.

On the morning of July 4, the Ho Chi Minh City People's Committee held a meeting on the socio -economic situation and results in the first 6 months of the year; key tasks and solutions for the last 6 months of 2025, directly at the Ho Chi Minh City People's Committee and online to 168 wards, communes and special zones. Speaking to guide the discussion content, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc asked delegates to focus on key contents, analyze and clarify existing problems, difficulties, make recommendations and propose specific solutions.

In particular, the report on the implementation of the 2-level local government model; the implementation of functions and tasks at the commune level; the rate of people coming to conduct transactions in the first days, the service attitude of officials and civil servants... He requested the Ho Chi Minh City Digital Transformation Center to review the transmission lines to wards, communes, and special zones; software, and implementation of administrative procedures regardless of administrative boundaries.

Commenting on the socio-economic situation in the first 6 months of the year showing good growth, but still not reaching expectations, the Chairman of the Ho Chi Minh City People's Committee requested delegates to focus on discussing and proposing specific solutions to ensure GRDP growth as assigned by the Government .

Regarding planning, previously, Ho Chi Minh City (old), Binh Duong province and Ba Ria - Vung Tau province announced plans and implemented them separately in each locality. Currently, Ho Chi Minh City (new) needs a broader perspective with a new mindset, new space, and new strategic vision. This content was clearly stated in the article by the Chairman of the Ho Chi Minh City People's Committee published in the Saigon Giai Phong Newspaper on April 30, with the title "Ho Chi Minh City - A livable city, rising in the new era".

"HCMC strives to be among the 100 most livable cities in the world by 2030, with a vision to 2045. Therefore, the functional zoning of the 3 provinces and cities (old), the strategic vision, solutions, and resources for each sub-zone will be different. The problem is to adjust, update, renew, and divide the planning on the basis of maximizing the advantages of the 3 sub-zones, cutting out previous intersections," said comrade Nguyen Van Duoc.

The Ho Chi Minh City People's Committee has launched 100 days of emulation to welcome the Party Congresses at all levels. He requested that all sectors and levels specify the emulation goals and contents to successfully complete the tasks. The Ho Chi Minh City People's Committee also directed the sectors to consult experts to develop socio-economic documents and develop strategies for Ho Chi Minh City. In the coming time, the city will organize many conferences to consult domestic and foreign experts to develop strategic orientations and solutions to bring the city to develop in line with the expectations of the Central Committee and the General Secretary.

GRDP growth is quite good

Reporting on the socio-economic situation in the first 6 months of the year, Director of the Ho Chi Minh City Department of Finance Nguyen Cong Vinh said that the work of arranging administrative units at all levels and building a 2-level local government model achieved very important initial results, meeting the requirements, goals and progress set out.

The socio-economic situation in the first 6 months of 2025 achieved some positive results. Specifically, GRDP grew quite well . In general, total retail sales of goods and service revenue in Ho Chi Minh City (new) increased by 16.2%; Total FDI attraction reached more than 5.2 billion USD; New city budget revenue estimated to reach 415,000 billion VND, reaching 60% of the estimate; Disbursement of investment capital of 46,800 billion VND achieved 32.1% of the plan.

The work of ensuring social security, caring for people's lives, taking care of health, and education is given attention. Activities of building a digital economy and digital society continue to be consolidated and enhanced...

In addition, there are some difficulties and problems such as the slow mobilization of land resources for socio-economic development, large land funds ready to invite investors do not have or have not completed legal procedures. Many urgent and key projects have not ensured progress.

The Ho Chi Minh City People's Committee has set out many key tasks and solutions to be implemented in the last 6 months of the year. In particular, focusing on completing documents, preparing and organizing the Ho Chi Minh City Party Congress for the 2025-2030 term in line with reality. At the same time, completing the arrangement of the organizational apparatus; strengthening decentralization, delegation, authorization, and enhancing the responsibility of leaders.

Ho Chi Minh City will also prioritize strongly promoting economic growth; proactively, flexibly, promptly and effectively respond to emerging issues with policies, and firmly pursue the GRDP growth target in 2025.

The city promotes planning and investment in synchronous infrastructure construction; focuses on developing high-quality human resources. At the same time, comprehensively develops cultural and social fields; ensures social security, improves the material and spiritual life of the people.
