On the afternoon of July 4, 2025, Minister of Science and Technology Nguyen Manh Hung and Minister of Education and Training Nguyen Kim Son co-chaired a working program at Hanoi University of Science and Technology, focusing on promoting science and technology, innovation (ICT) and digital transformation (DTS) in the higher education system.
Dare to think, dare to do, the pioneering spirit of Hanoi University of Science and Technology
In the context of the country strongly implementing major policies on science and technology, innovation and digital transformation, Hanoi University of Science and Technology has demonstrated its pioneering role through impressive results, while demonstrating its determination to become an excellent center for training, research and innovation.
Assoc. Prof. Dr. Huynh Quyet Thang, Director of Hanoi University of Science and Technology, spoke at the meeting.
Reporting at the meeting, Associate Professor Dr. Huynh Quyet Thang, Director of Hanoi University of Science and Technology, emphasized that the school has comprehensively restructured in the direction of university governance innovation, established 6 specialized research institutes, invested in a laboratory system in strategic areas such as artificial intelligence, energy, semiconductor technology, advanced materials technology, health sciences, sustainable environment, etc.
Hanoi University of Science and Technology currently has more than 1,000 lecturers, of which 75% are PhDs, 28% are professors and associate professors, most of whom were trained in countries with advanced science. The school's student body of up to 40,000 people is not only dynamic and creative but also has a strong spirit of scientific research.
In terms of scientific publications, Hanoi University of Science and Technology has consistently maintained its leading position in the country, with an average of more than 2,000 scientific articles published each year, of which approximately 1,400 are published in WoS/Scopus journals. In addition, on average each year, the university owns 20 to 25 patents and utility solutions.
Technology products "made in Bách khoa" not only serve effectively in the civil field but also have high dual-use, applied in security, defense, islands, energy, AI, electronics, and telecommunications.
At the meeting, the leaders of Hanoi University of Science and Technology sent proposals and recommendations to the Ministry of Science and Technology and the Ministry of Education and Training on 2 contents:
i) Regarding technology development: Propose a mechanism for ordering and assigning key tasks according to the capacity of science and technology organizations and ensure medium- and long-term investment funding to develop high-tech research and development programs, strategic technologies, and technologies with commercialization potential that bring great economic, social, and human benefits. Research organizations and enterprises proactively coordinate and organize forces for implementation.
ii) Building a Deep-Tech Research Center in line with the national strategy in the areas of strength of Hanoi University of Science and Technology, including: Artificial intelligence, cyber security, blockchain, electronics, semiconductors and chips, digital technology, robotics and automation, energy, environment, biotechnology, advanced materials - following advanced models in the world such as HighTechXL, MIT Lincoln Laboratory, Stanford Research Institute (SRI), Berkeley Lab.

Minister of Education and Training Nguyen Kim Son spoke at the meeting.
Minister of Education and Training Nguyen Kim Son assessed the meeting as an opportunity for the two ministries to listen to and understand the needs and difficulties of higher education institutions. "If we do not take advantage of this opportunity and effectively exploit new resources, it will be our own fault," said the Minister.
Innovative thinking not only starts from management but also has to penetrate into every academic activity: from identifying research problems, using costs effectively, to connecting stakeholders to put forward scientific topics. Science and technology are not only for economic development but also a tool to improve lecturers' capacity, promote training and university autonomy.
The Minister recommended that Hanoi University of Science and Technology continue to promote the "three-house" coordination model: State - University - Enterprise, and at the same time learn more about the new generation technology university model under the direction of General Secretary To Lam.
Innovation is the way to go
Minister of Science and Technology Nguyen Manh Hung spoke at the meeting.
Speaking at the meeting, Minister of Science and Technology Nguyen Manh Hung highly appreciated the sense of responsibility, innovative thinking, and proactiveness of the faculty and scientists of Hanoi University of Science and Technology.
The Minister affirmed that Hanoi University of Science and Technology is the core of the national science and technology and innovation ecosystem. With its strong internal capacity, the school needs to set a goal of going beyond the framework of a research university to become a key university in strategic technology development.
By 2045, Hanoi University of Science and Technology must create at least 3 unicorns and a series of 'mini unicorns'. If Vietnam is to become strong and science and technology must flourish, Hanoi University of Science and Technology must play a leading role in that journey.
The Minister also suggested many specific directions: developing the "intellectual general contractor" model, building an industry-based innovation ecosystem, piloting technology testing zones, developing interdisciplinary centers, forming a patent protection mechanism and technology guarantees for spin-off enterprises.
The Law on Science, Technology and Innovation has been passed by the National Assembly, and the guiding decree will be issued in the third quarter of 2025, creating a legal corridor for higher education institutions to proactively develop internal mechanisms.

Scientists presented research products to leaders of the Ministry of Science and Technology and the Ministry of Education and Training.
At the meeting, scientists from the University of Science and Technology briefly presented 3 research results belonging to 3 categories in the group of 11 strategic technologies according to Decision No. 1131/QD-TTg of the Prime Minister dated June 12, 2025: High-performance small electric motor drive system for robots and automation equipment (Robot and Automation Group); Harmonic - Multi-scale weather forecasting system for Vietnam using platform models and big data (Cloud computing, quantum, big data technology group); AI Camera device, AI Microphone and voice virtual assistant (Artificial intelligence technology group, digital copy, virtual reality/augmented reality).
The three research results presented at the meeting clearly demonstrated the spirit of "research combined with application" that the school persistently pursues.
The working session between the Ministry of Science and Technology, the Ministry of Education and Training and Hanoi University of Science and Technology brought many directions and great expectations. This is not only an opportunity for the two Ministries to listen and understand the needs and difficulties of higher education institutions, but also an opportunity to affirm the position and pioneering role of Hanoi University of Science and Technology in the national innovation ecosystem.
At the end of the working session, Minister Nguyen Manh Hung emphasized that science and technology are the foundation of the nation. If Vietnam wants to be strong, science and technology must flourish. Science and technology must aim for innovation, towards application, creating material wealth, increasing competitiveness, and directly contributing to economic growth.
