Informing voters about the domestic and international situation, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Provincial National Assembly Delegate, assessed that the current world situation is evolving very quickly, very complicatedly and unpredictably, posing many new challenges for Vietnam in terms of politics, economy , security and foreign affairs. In that situation, the Party, National Assembly and Government have made very timely, strategic and flexible decisions to ensure political and social stability, while maintaining growth momentum and strengthening national internal strength.
In particular, the Politburo has issued resolutions on innovation and reform, focusing on four major pillars: Promoting science, technology and innovation; proactively integrating deeply into the international community; strongly developing the private economic sector; and comprehensively innovating the work of building and enforcing laws. These are the fundamental institutional pillars, creating strong momentum to move our country forward in the new era, realizing the vision of Vietnam's development.
He emphasized that the reorganization of local government towards streamlining, effectiveness and efficiency is a major policy of the Party, implemented in accordance with the roadmap and law. In particular, from July 1, 2025, the two-level government model (province - commune) has been officially put into operation in localities after the administrative unit arrangement, not only to save resources and streamline the payroll, but more importantly, to be closer to the people, solve work faster and serve the people better.
The new model requires a change in management thinking, clearer decentralization, especially promoting the proactive and creative role of the commune level in organizing the implementation of tasks, while improving the management, supervision and coordination capacity of the provincial level. He stated that the two-level government must go hand in hand with innovation in the Party's leadership methods, perfecting the apparatus, training cadres, applying digital transformation to local governance, thereby creating a modern, serving, and for-the-people administration. The effective operation of this model will be a premise for continuing institutional reform, building a strong socialist rule-of-law state, creating a foundation for localities to develop rapidly and sustainably, contributing to the overall development of the whole country.
Emphasizing that Quang Ninh is one of the leading localities in many major policies of the Party and State, and that these results were achieved thanks to the consensus between the Party Committee, government and people of the whole province, comrade Nguyen Xuan Thang suggested that voters and people of Quang Ninh province continue to promote the tradition of "Discipline and Unity" to contribute their intelligence, efforts and sense of responsibility to the common development of the locality and the country.
Informing about the results of the 9th Session of the 15th National Assembly, Comrade Do Thi Lan, Vice Chairwoman of the National Assembly's Committee on Culture and Society, said that the session took place right after the great success of the 11th Conference of the 13th Party Central Committee to review and decide on many important and historical contents, closely linked to the requirements of innovation, institutional improvement, and organizational arrangement of the political system for rapid and sustainable national development.
After 35 working days, with a spirit of innovation, responsibility and high determination, on the basis of urgent and thorough preparation and scientific and effective program arrangement, the 9th Session of the 15th National Assembly has completed all the contents of the proposed program. The National Assembly considered and approved the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam; passed 34 laws and 13 legal resolutions, gave opinions on 6 other draft laws; considered and decided on the arrangement of provincial-level administrative units, shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, deciding on the election date of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, establishing the National Election Council; considered and decided on the organization and personnel work under its authority.
At the conference, voters reflected and recommended that competent authorities continue to pay attention to implementing a number of important contents after the administrative unit arrangement and innovation of the 2-level government model.
In particular, consider policies and regimes for workers in areas affected by the rearrangement, especially for redundant officials, civil servants and public employees, to ensure legitimate rights and create long-term work motivation. On the other hand, it is necessary to promote the application of information technology in handling administrative procedures, improve digital platforms in a synchronous and effective manner to create the most favorable conditions for people and businesses, avoiding delays and overlaps.
Training, fostering and coaching the staff of cadres, civil servants and public employees is an urgent requirement after implementing the new government model. Voters suggest that there should be a specific program soon to improve the capacity and skills to perform tasks for the force at the commune level. In addition, it is necessary to fully and promptly update the instructions on the National Public Service Portal and ensure that administrative procedures that have been decentralized to the commune level are clearly posted and publicized, allowing people to declare online, conveniently and transparently.
In addition, many opinions suggested effectively using the surplus public headquarters after the arrangement to avoid waste. Voters also recommended that the authorities strengthen inspection and strictly handle acts of manufacturing and trading fake, counterfeit and poor quality goods, especially in essential goods, to protect the rights of consumers and the reputation of legitimate businesses. In order for administrative procedures to be carried out smoothly and effectively, voters proposed to accelerate the completion and upgrading of the data connection system between ministries, branches and localities, ensuring synchronization from the central to the grassroots level. Voters also suggested the early promulgation of specific mechanisms and policies for Van Don Special Economic Zone, in accordance with development potential and modern management requirements.
Speaking at the conference, comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee, clarified the contents of concern to voters under the authority of the provincial level in the process of implementing new resolutions and arranging administrative units.
He expressed his hope that voters would continue to promote their sense of responsibility, actively participate in monitoring, criticizing, and contributing ideas to government building, join hands with Party committees and authorities at all levels to improve the quality of local governance, and accompany the overall development of the province.
Speaking at the conference, Comrade Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation, respectfully acknowledged and highly appreciated the sense of responsibility and close attention of voters and people to the activities of the National Assembly as well as the socio-economic development situation of the locality and the country.
The delegates said that the opinions and recommendations of voters were very accurate, precise and practical, focusing on the outstanding issues of the province and the country, demonstrating the enthusiasm, intelligence and responsible companionship of voters with the National Assembly, the government and the political system. The provincial National Assembly delegation will fully synthesize the opinions, forward them to the competent authorities, and continue to monitor the settlement process to ensure that the legitimate and legal rights of the people are taken care of and responded to promptly.
Also within the framework of the program, the National Assembly deputies visited the actual operation of the Hong Gai Ward Public Administration Service Center. Here, the delegation learned about the process of receiving and handling administrative procedures for people, the application of information technology in handling records, the level of satisfaction of people as well as the difficulties and obstacles in practical operation.
The delegates highly appreciated the sense of responsibility, professionalism, and service attitude of the staff and civil servants at the Center; and acknowledged the efforts of the locality in promoting administrative reform, digitizing processing procedures, and improving the quality of service to the people. The delegation requested that the competent authorities continue to support the locality in connecting and communicating data with provincial and central systems, while strengthening staff training, upgrading technical infrastructure, and ensuring that administrative procedures are implemented more quickly, transparently, and effectively.
