
On July 4, the Ho Chi Minh City People's Committee held a meeting on the socio -economic situation in the first 6 months of the year; key tasks and solutions for the last 6 months of 2025. The meeting was connected online to 168 wards, communes, and special zones.
In his concluding remarks, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that the first 6 months of the year were a time of "fire testing gold, hardship testing strength". It was a time when the entire city's political system carried out dual tasks, both restructuring the apparatus and focusing on socio-economic development. These tasks were all very large, carried out in a challenging international economic context.
However, the city has achieved many important achievements. In particular, Ho Chi Minh City (old) alone successfully organized two important events: the 50th Anniversary of the Liberation of the South and National Reunification Day and coordinated the organization of the United Nations Vesak Festival in 2025.

The city also focused on removing “blood clots” for more than 70 projects, unblocking nearly 400,000 billion VND into the economy. The Chairman of the Ho Chi Minh City People’s Committee informed that these results have brought resources for economic development and created excitement, strengthening the confidence of businesses in Ho Chi Minh City. In addition, the city’s policies and efforts to implement administrative reforms have made many domestic and foreign investors trust and invest.
In addition, macroeconomic indicators have grown well, contributing to the development of Ho Chi Minh City and the whole country, continuing to affirm that Ho Chi Minh City is one of the important growth poles of the whole country.
The city's GRDP growth rate only reached 7.49%. Total FDI attraction was over 5.2 billion USD. Budget revenue was estimated at 415,000 billion VND (nearly 60% of the estimate), and public investment disbursement was estimated at over 45,000 billion VND (nearly 33%).

The Chairman of the Ho Chi Minh City People's Committee also pointed out the shortcomings and limitations that need to be overcome. The number of dissolved enterprises is still high, showing that difficulties for enterprises still exist. Although there has been progress in administrative reform, it has not met requirements and expectations. The operation of two-level local governments in some places is still confusing.
According to comrade Nguyen Van Duoc, the city's tasks in the last months of the year are very big, especially the effort to achieve double-digit growth.

The Chairman of the Ho Chi Minh City People's Committee requested to change the administrative management mindset to a service mindset, management based on work efficiency. The staff needs to promote public ethics, responsibility and always put the common interest first, first of all, taking people and businesses as the center of service, businesses as the resource and driving force for development, the government as the companion of businesses.
He requested efforts to build a service-oriented administration to "please incoming guests and satisfy outgoing guests".
The Chairman of the Ho Chi Minh City People's Committee requested to stabilize the organizational apparatus and handle administrative procedures without interruption. Focus on completing the model of a 2-level Public Administration Service Center; aiming for 100% of administrative procedures related to enterprises to be performed online and 100% of administrative procedures in the city to be performed regardless of administrative boundaries.
The People's Committees of wards, communes and special zones focus on arranging cadres, civil servants and non-professional workers with good professional skills to receive and process documents for people at the Public Administration Service Centers.

The Chairman of the Ho Chi Minh City People's Committee requested departments and branches to focus on consulting on plans, strategies, and key solutions to ensure GRDP growth and disbursement of public investment capital. Urgently reconstruct the spatial architecture of regional development according to multipolar - integrated - multi-centered thinking, with a vision of 1 space - 3 regions.
