Hospital increases work to witness births from July 1
Speaking with Dan Tri reporter, the leader of Hung Vuong Hospital (HCMC) said that the facility is making efforts to provide the best birth certification procedures for children born from July 1.
This is the time when Ho Chi Minh City began operating under a two-level local government model, with 168 commune-level administrative units (including wards, communes, and special zones) after merging with the two provinces of Binh Duong and Ba Ria - Vung Tau.
According to Associate Professor Hoang Thi Diem Tuyet, Director of Hung Vuong Hospital, the unit has always carried out procedures to issue birth certificates for children based on the mother's address on the VNeID application software (electronic identification software developed by the National Population Data Center).

Since July 1, hospital medical staff have recorded a number of cases where the application has not updated the correct information according to the address of the new administrative map.
To handle this situation, the Hospital has asked medical staff to conduct an additional step of verifying address information directly from patients.
“If the initial information matches the information on the application, we will issue a birth certificate to this address. If there is any discrepancy, the hospital will continue to record it from the family.
In addition, in case the information is later found to be incorrect when making a birth certificate for the child, the mother can return to the hospital to receive support to quickly reissue the birth certificate," shared specialist doctor 2 Huynh Xuan Nghiem, Deputy Director of Hung Vuong Hospital.
According to records, since July 1, about 30% of cases of mothers giving birth at Hung Vuong Hospital have declared information that does not match the data on the application. The hospital has taken steps to support the address on the birth certificate to be updated most accurately.

In addition, Hung Vuong Hospital has deployed with the local government (old District 5) an online birth certificate registration model, to make it more convenient for people without having to go to the public administrative office to do it.
Waiting for information synchronization with social insurance
Dr. Le Ngoc Long, Deputy Director of Binh Duong General Hospital, shared that the unit has completed all medical examination and treatment databases, updated information on codes and names of new commune-level administrative units nationwide very early, to be ready to operate under the 2-level government model.
From 0:00 on July 1, Binh Duong General Hospital has a new address from Hiep Thanh ward (old Binh Duong province) to Phu Loi ward (HCMC).
The Hospital Board of Directors also held a meeting to disseminate information to relevant departments about updating patient and hospital information on medical records, tax records, bidding contracts, etc.
According to the representative of the unit's General Planning Department, currently due to some objective issues from the social insurance side, medical examination and treatment data when entered into the health insurance assessment portal (including birth certificates) is still implemented according to the information of the old 3-level model.
To best protect the patient's interests in insurance payments, the unit still temporarily enters their data according to the old information on the appraisal portal, in parallel with storing medical records at the new address, waiting for data synchronization.

"Currently, patients coming to the hospital to declare information using the old address on their citizen identification card or the updated address on VNeID are all received and processed normally by the Hospital.
The social insurance side is also urgently working to synchronize new data soon," a representative of Binh Duong General Hospital affirmed.
According to the Ho Chi Minh City Department of Health, from July 1, the city will have 2 branches and 124 public service units, including 32 general hospitals, 28 specialized hospitals, 11 non-bed centers, 15 social protection centers, and 38 regional medical centers.
Also from this time, people are granted many benefits when examining and treating health insurance, such as: removing administrative boundary barriers when registering for health insurance examination and treatment; being examined and treated at home, remotely with health insurance payment; people with serious illnesses, rare diseases do not need to go through referral procedures...
According to a representative of the Department of Administrative Police for Social Order (C06, Ministry of Public Security ), the police force at the grassroots level is urgently reviewing and updating data. From June 30, this will begin to be implemented on the VNeID application.
People can rest assured and wait, each person's personal information will be adjusted accurately.
