Thereby, mobilizing resources of stakeholders in the tourism ecosystem from state management agencies, businesses, communities, tourists to specialized consulting units to exploit the potential to become typical tourism products.
Based on the effectiveness of this program, Ho Chi Minh City (new) will implement the model "Each commune and ward has a typical tourism activity" to suit the organization of 2-level local government, maximizing the cultural values and resources in the area. These are festivals, tourist destinations, souvenirs, unique experience journeys...

The new Ho Chi Minh City after the merger has created a special economic -tourism space, converging all the elements: modern urban area, advanced industry, resort islands and traditional culture. This is an important time for the city to restructure the tourism industry, shifting from separate regional development to an integrated, multi-center, sustainable model.
In parallel with promoting existing values, Ho Chi Minh City continues to promote the renewal of traditional tourism products by linking them with festivals, cultural and sporting events of high scale and experience. In addition, specialized tourism types such as: Medical tourism, high-end MICE tourism (tourism combined with conferences) or digital heritage tourism are being oriented to develop strongly. These are segments that are suitable for the city's existing strengths such as a modern hospital system, international standard accommodation and conference infrastructure and a rich treasure of cultural and revolutionary heritage.

According to the Ho Chi Minh City Department of Tourism, within the new geographical area, the city currently owns 681 resources that can become tourist destinations, with a wide-spread structure and clear zoning according to the nature of urban, craft village, industrial, riverside to island areas. The inter-regional infrastructure system, connecting traffic, along with high reception capacity allow the city to host international cultural, sports and educational events. The city's Department of Tourism is actively adjusting the Development Strategy to 2030 with resources obtained from the new geographical area, establishing the core values of the Ho Chi Minh City tourism brand, promoting institutional reform and integrating digital technology in tourism activities.
