OCOP products: Big playground... many challenges!

The national program “One Commune One Product” (OCOP) has been implemented nationwide since 2018 under Decision No. 490/QD-TTg dated May 7, 2018 of the Prime Minister to sustainably implement production criteria and increase income for people when building new rural areas. In Quang Tri province, the OCOP program has actively contributed to the development of rural socio-economy, increased income for farmers; created opportunities for products to reach large markets but also faced many difficulties and challenges.

Mr. Nguyen Quoc Tuan, Deputy Chief of the Office for New Rural Coordination, Deputy Head of the Department of Economic Cooperation and Rural Development of the province, said: Quang Tri province currently has 373 OCOP products, of which 3 products meet 5-star standards, including Quang Thuy wooden chopsticks of the Quang Thuy wooden chopsticks production and trading cooperative; Khe Sanh Coffee of Khe Sanh Agricultural Cooperative and health protection food Cao Ca Gai Leo of An Xuan Organic Medicinal Materials Company Limited; in addition, there are 77 products that meet 4-star standards.

The OCOP program opens up a large “playground”, demonstrating the diversity of potential and strengths of agricultural products and specialties of localities and regions. If exploited appropriately and effectively, it will have a positive impact on income, employment and life for people, contributing to increasing the value of local products, expanding production scale and building brands, creating trust for domestic and foreign customers.

Started in 2018, Cu Nam Clean Medicinal Plant Production and Agricultural Business Cooperative, chaired by Ms. Nguyen Thi Giang as Chairman of the Board of Directors and Director, has established the brand "Thanh Binh Medicinal Herbs" with 9 OCOP products supplied to the market, including 4 key 4-star products deeply processed from indigenous medicinal plants such as Solanum procumbens, Gymnema sylvestre, Vằng tea, pennywort, Piper lolot, ginger, turmeric... To improve productivity and output, the Cooperative constantly invests in machinery, expands factories, applies modern science and technology to production, forming a closed production chain from growing raw materials, manufacturing, packaging products to promoting and consuming products.

Tuan Linh Clean Mushroom Production and Agricultural Business Cooperative, one of the strong brands in the province with OCOP products specializing in edible mushrooms, medicinal mushrooms, and medicinal plants. Among the 13 products meeting 3-star and 4-star OCOP standards of the Cooperative, 1 product is recognized as a national typical rural industrial product (CNNTTB), 1 typical rural industrial product of the Central Highlands region.

According to Mr. Nguyen Quoc Huong, Chairman of the Board of Directors and Director of Tuan Linh Clean Mushroom Production and Agricultural Business Cooperative, maintaining production must be associated with building and enhancing the brand of OCOP products. In addition to the efforts of OCOP entities, it is necessary to have direction and support from the government, relevant functional agencies and the product distribution and consumption system... thereby contributing to spreading the value of OCOP products.

An Nong Company Limited with its chain of clean agricultural products stores has become an address for distributing and promoting OCOP products in the market for many years. Ms. Le Thi Thanh Thuy, Director of the company, shared: An Nong is committed to continuing to select typical agricultural products of Quang Tri province to introduce to customers. Products introduced in the An Nong store system must be products that ensure quality, food hygiene and safety; beautiful packaging designs, and environmentally friendly. In particular, these OCOP products must have a clear origin.

“Over the past 8 years of implementing the national program “One Commune One Product”, the Provincial People’s Committee and the Department of Agriculture and Environment have had many support policies for OCOP entities and OCOP products, from supporting training and improving skills for workers; investing in equipment, machinery, and technology; supporting packaging printing, product brand registration to trade promotion, introducing on e-commerce platforms, expanding domestic and international markets... Thereby, contributing to spreading the value of OCOP products”, Mr. Nguyen Quoc Tuan, Deputy Chief of the Office of New Rural Coordination, Deputy Head of the Provincial Department of Economic Cooperation and Rural Development shared more.

Need to change production thinking

The newly established Quang Tri province has created a larger market for OCOP products. However, OCOP products are still facing major challenges, such as: The problem of counterfeit goods, fake goods, and poor quality goods; consumers are increasingly more demanding in their choices; production lines are gradually becoming outdated; raw material areas are narrowing; high-quality labor resources are still lacking...

Mr. Ly Minh Luyen, Chairman of the Quang Tri Agricultural, Forestry and Fishery Production and Export Association, said: “Currently, the association’s 50 member organizations are closely linked together, helping each other in production and business. In addition to the motto of “doing real, producing real, with real heart, real goods, real products”, the association regularly recommends that member enterprises and cooperatives quickly change their mindset to adapt to the new environment, in which the issue of transparency in terms of raw material sources, production processes, trademark registration, origin of goods... must be put first”.

Director of Cu Nam Cooperative for Clean Medicinal Plant Production and Agricultural Business Nguyen Thi Giang expressed: “As the market expands, the Cooperative faces a number of challenges, the biggest of which is expanding the clean raw material area. Currently, the Cooperative has only planned a raw material area of about 12 hectares, which is not commensurate with the scale of production.”

Mr. Nguyen Quoc Huong, Chairman of the Board of Directors and Director of Tuan Linh Clean Mushroom Production and Agricultural Business Cooperative, shared: “The current product consumption market has changed compared to before, traditional markets are gradually shrinking; e-commerce and e-trading floors are on the rise, requiring OCOP entities to change in investment in human resource development, digital transformation, switching to e-transactions, promoting brands and OCOP products in cyberspace”.
