In the first 6 months of the year, there were more than 9,300 traffic accidents nationwide, killing more than 5,200 people and injuring more than 6,200. Compared to the same period in 2024, traffic accidents decreased in all 3 criteria.
To better understand the work of ensuring traffic order and safety nationwide in the coming time, Dan Tri reporter had an interview with Major General Do Thanh Binh - Director of the Traffic Police Department (Ministry of Public Security).
Three goals to promote
According to Major General Do Thanh Binh, in the coming time, the traffic police force will resolutely and persistently carry out 3 goals:
First, strive to reduce traffic accidents sustainably.
Second, build a traffic police force when entering a new phase. Especially when the two-level local government organization model comes into operation.
At the same time, the four breakthrough Resolutions - "The Four Pillars" issued by the Politburo , bringing the country into a new era, the traffic police force needs to participate, ensure safety, and ensure the smooth "blood vessels" of the economy.
The four breakthrough resolutions include: Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW of the Politburo on private economic development.
Third, advise on the development of transport infrastructure and the development of transport economy. This needs to ensure balance and harmony between types of transport such as road, rail, inland waterways and aviation.
Major General Do Thanh Binh, Director of the Traffic Police Department, cited that according to the most recent survey, a truck carrying goods from Tien Giang to the northern border to deliver goods and then return by road would take 12 days at the permitted speed and safely.

“With such a distance and time, transportation is almost unprofitable if it does not carry goods in the opposite direction. Therefore, it is necessary to research better, safer, and cheaper transportation methods such as railways and waterways so that production and business can bring optimal profits and also contribute to solving traffic congestion on the roads,” Major General Do Thanh Binh shared.
According to Major General Binh, in ensuring traffic safety, it is necessary to calculate the development of means of environmental protection, reducing emissions; reducing personal vehicles. Especially, changing the awareness of traffic participants, building social awareness, culture of safe traffic participation; applying science and technology in ensuring traffic order and safety.
Motorbike owners who violate the law will be notified within 2 hours.
Regarding the management plan and how to handle cases of motorbikes deliberately violating the law. While cars are still registered, drivers must pay the full fine to be registered, but motorbikes do not have this, leading to motorbike drivers being "ignorant of the law" and deliberately violating the law, Major General Binh said that in the coming time, the authorities will send notices of violations to all vehicles within 2 hours, including motorbikes.
Accordingly, the authorities will determine who is the owner of the motorbike if it is in violation. Thus, in the future, anyone who sells or gives away a motorbike must transfer the ownership, "there is no such thing as handing it over and no longer being responsible for that motorbike".

"In addition, we will also propose amending related regulations like other countries, that is, the vehicle owner, the person whose name is on the vehicle registration, must be responsible for his or her vehicle," said Major General Do Thanh Binh.
According to the Director of the Traffic Police Department, in the near future, there will be a specialized team to handle violations related to motorbikes. When violations are detected, the police will immediately check the vehicle registration data to determine who owns the vehicle, and after 2 hours, the authorities will send a notice of violation directly to the nearest vehicle owner.
"The violation notice will be sent via VNeID, via the traffic police application, via the commune police... to the motorbike owner. There is no such thing as the owner being innocent. If you sell the motorbike and do not transfer the name, you will be responsible for your motorbike," Major General Binh added.
Ensuring traffic safety and order from the "root"
According to Major General Do Thanh Binh, ensuring traffic safety and order must address the problem from the root. Specifically, traffic participants must understand the law, have a sense of discipline and order; thoroughly resolve violations related to drugs, alcohol concentration; oversized and overloaded vehicles...
"In urban areas, solving traffic congestion must be fundamentally solved from planning; lane division must be based on a basis and clearly stated so that people know and there must be a monitoring system.
For example, in the recent lane division on some roads in Hanoi, due to the lack of a synchronous monitoring system, the traffic police force had a hard time guiding and handling the situation," Major General Do Thanh Binh shared.

According to the Director of the Traffic Police Department, one of the tasks that the traffic police force will carry out in the coming time is to promote the dissemination of laws on ensuring traffic safety to the grassroots level, especially in remote, isolated and rural areas.
Accordingly, traffic police will coordinate with commune-level police to directly propagate to people in residential areas with specific, vivid and visual content so that people can easily remember and understand.
In addition, the police will focus on strengthening coordination with schools to propagate and inspect students' compliance with traffic safety laws.
