The Vietnamese delegation attending the event included Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu, Chairman of the Vietnam National Commission for UNESCO, and Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong, Vice Chairman of the Vietnam National Commission for UNESCO. In addition, the delegation included representatives from agencies under the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism, and delegations from provinces with World Heritage sites in Vietnam.
The 47th session is the most important annual event of the World Heritage Committee - UNESCO, in addition to the participation of more than 190 member countries, there is also the participation of international advisory organizations such as the International Council on Monuments and Sites (ICOMOS), the International Center for the Study of the Conservation and Restoration of Cultural Property (ICCROM), the International Union for Conservation of Nature (IUCN) and the World Heritage Center (WHC) of UNESCO.
The meeting focused on assessing the conservation of world heritage sites, discussing the recognition of new heritage sites and updating UNESCO's orientations and recommendations in the context of the world being affected by climate change, urbanization and conflict.
Lasting nearly two weeks, this Session is particularly meaningful as the World Heritage Committee will consider nominating about 30 new heritages to be inscribed on the World Heritage List and expanding two heritages already on the list.
Accordingly, the 21 member countries of the World Heritage Committee will decide which heritages will be added to the World Heritage List, and at the same time adopt many important decisions related to the conservation and management of existing heritages that are under threat.
One of the focuses of the meeting is to assess the state of conservation of 248 recognized heritage sites, including those on the List of World Heritage in Danger. In addition, the meeting will also propose necessary measures to protect these heritage sites from negative impacts from climate change, human activities and other factors.
This session is chaired by the Presidium, chaired by Professor Nikolay Nenov from Bulgaria, with Secretary Joelle Bucyana from Rwanda, and Vice-Chairs from Belgium, Mexico, Qatar, the Republic of Korea and Zambia, with financial support from the Republic of Bulgaria. In addition to the formal sessions, the 47th session will also feature a number of important side events aimed at promoting international understanding and cooperation in the field of heritage conservation.
In addition to the official sessions, the Session also organized many side events to promote international understanding and cooperation in the field of heritage conservation, including: Workshops and discussions on the topics of "Capacity building to improve World Heritage management", "Using the World Heritage Convention to implement the Kunming - Montreal Global Biodiversity Framework", "Updated World Heritage Gap Analysis" and the event "Launch of the updated version of the World Heritage Online Mapping Platform" organized by the UNESCO World Heritage Centre.
Also at the Session, delegates will focus on discussing the topic "Building the participation of indigenous peoples within the framework of the World Heritage Convention", emphasizing the importance of the voice of indigenous communities in heritage conservation.
In particular, at this Session, the World Heritage Committee will review the conservation status of some heritages of Vietnam such as: Ha Long Bay, Thang Long Imperial Citadel, Trang An - Ninh Binh and Phong Nha - Ke Bang of Quang Tri province. At the same time, it will review the nomination dossier of the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac relic and landscape complex as a world heritage and consider inscribing the Hin Nam No National Park Heritage, Khammouane Province, Lao People's Democratic Republic as an extension of the World Natural Heritage Phong Nha - Ke Bang National Park, Quang Tri Province, Vietnam.
Attending the Session, the Vietnamese delegation, in addition to leaders of ministries and branches, also had the participation of provinces and cities with the responsibility of coordinating to explain and contribute to clarifying the contents that the World Heritage Committee is interested in.
In particular, the delegation of Quang Ninh province was led by Head of the Provincial Party Committee's Propaganda and Education Department Nguyen Hong Duong, with the participation of Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hanh; leaders and experts of departments, branches, and scientists to grasp the new policies of UNESCO on the management, protection and promotion of world heritage values; protect the rights of the World Heritage of Ha Long Bay; report and explain the contents related to the conservation of the World Heritage of Ha Long Bay - Cat Ba Archipelago under the responsibility of the province.
At the same time, the delegation will also exchange and learn from the experiences in managing and protecting world heritages from member countries, seek advice from international experts to manage and preserve heritage sustainably and promote the tourism potential and strengths of Quang Ninh province to the countries attending the meeting. Notably, one of the core tasks of the Vietnamese delegation in general and Quang Ninh province in particular is to protect and promote the listing of the Yen Tu - Vinh Nghiem - Con Son and Kiep Bac Monuments and Landscape Complex on the World Heritage List. The delegation of Hue City is headed by Vice Chairman of the City People's Committee Phan Quy Phuong. The delegation of Quang Tri Province is headed by Vice Chairman of the Provincial People's Committee Hoang Xuan Tan to promote the listing of the Vietnam - Laos inter-national heritages: Hin Nam No National Park and Phong Nha - Ke Bang National Park.
The fact that localities proactively participate in the working delegation and actively attend the sessions at the 47th Session of the World Heritage Committee not only contributes to explaining and promoting the listing, but also demonstrates the strong commitment of localities in implementing UNESCO's recommendations, while expanding opportunities for international cooperation in conservation, education and development of heritage tourism, affirming the position of localities in particular and of Vietnam in general on the world heritage map.
