This is also a requirement to promote administrative reform at the grassroots level, gradually affirming the effectiveness of the two-level local government model.
Urgent with many tasks
In July and August 2025, communes and wards in Gia Lai province must urgently complete many important tasks to ensure the effective operation of the Public Administration Service Center (PPSC) according to Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal.

According to the guidance of the Provincial People's Committee Office, in July, localities must review and complete institutions, facilities, and information security related to the activities of the Commune-level Public Service Center. The Center Director must issue working regulations and notify specific assignments to each position, especially clearly defining responsibilities for each field at the document reception counter. All of these documents must be publicly posted for people to follow and monitor.
In addition, it is necessary to fully equip facilities: computers, printers, scanners, digital signatures for 100% of civil servants receiving documents. Convenient transaction space, procedure listing board, computers for online application submission, walkways for the disabled and coordination forces at places without automatic number machines... need to be ensured immediately.
Mr. Le Dung Linh - Head of the Department of Administrative Procedure Reform and Control (Office of the Provincial People's Committee) said: "The principle of serving the people must be thoroughly ensured, those who come first must submit their documents first. In particular, priority is given to vulnerable groups such as the elderly, the disabled, pregnant women...".

According to Mr. Linh, currently, many localities still do not clearly understand the functions and tasks of the Public Service Center at the commune level. According to Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government , the Public Service Center has three main tasks: managing all activities of the Center; controlling administrative procedures; building e-government, monitoring the application of information technology at the People's Committee at the commune level. Therefore, it is necessary to review the assignment of civil servants and public employees to receive documents to ensure human resources to perform and complete the work of the Center according to the assigned functions and tasks.
Regarding personnel receiving documents at the Center, localities must assign civil servants from specialized departments under the People's Committees at the commune level to perform the task of receiving administrative procedure documents. At the same time, arrange personnel from enterprises providing public postal services to perform the tasks of guiding, receiving, digitizing, and returning results of document processing.
Regarding technical infrastructure, Mr. Tran Ngoc Vinh - Deputy Head of the Department of Technology and Post and Telecommunications (Department of Science and Technology) said: "We are coordinating a field survey in 135 communes and wards to have a plan to ensure stable transmission lines, serving well the operation of the Center". According to Mr. Vinh, Gia Lai is currently leading the country in the rate of communes and wards ready to deploy digital signatures, facilitating the settlement of administrative procedures at the commune level.
Absolutely irresponsible to the people
Speaking at the online training conference to improve the quality of operations of the Public Service Center at the commune level, Vice Chairman of the Provincial People's Committee Lam Hai Giang directed localities to urgently complete the conditions for the smooth operation of the Public Service Center at the commune level. The Vice Chairman of the Provincial People's Committee emphasized: "What needs to be done in the short term must be done immediately, what needs to be done in the long term must have a roadmap. Absolutely do not lack responsibility towards the people."

In response to the proposal of the People's Committee of Chu A Thai commune regarding the lack of some equipment such as automatic number machines, display screens, and smart administrative procedure kiosks, Vice Chairman of the Provincial People's Committee Lam Hai Giang said: These are additional utilities. The province will gradually equip localities in the coming time, prioritizing the plan to mobilize social resources so that each commune has about 1-2 smart kiosks, serving people to look up and submit documents online more conveniently.
From July 1 to 5, the rate of online records generated at the commune-level Public Service Center reached 59%. This is a very positive result in the context of the post-reorganization of administrative units with many tasks and the commune-level Public Service Center has just been in operation for 1 week. Initial records show that the administrative procedure settlement system of Gia Lai province is operating smoothly. The Provincial People's Committee also highly appreciated the efforts of communes in remote and isolated areas, and at the same time requested that central localities - which have advantages in infrastructure - further promote their leading role in serving people and businesses.
“Commune-level leaders must clearly realize that their scale and role are much different than before. Commune level is no longer a small administrative unit, but a miniature image of the provincial government,” emphasized Vice Chairman of the Provincial People’s Committee Lam Hai Giang.
