(QNgTV)- Fishing ports must ensure the capacity to load and unload goods, environmental sanitation, and fire prevention and fighting, which are mandatory requirements of the EC in preventing IUU fishing violations. However, most of the fishing ports in Quang Ngai have been invested for a long time and are degraded, causing difficulties for fishing vessels to enter and exit the port. The agricultural and environmental sector of Quang Ngai province is urgently mobilizing resources to repair and upgrade fishing ports to meet the requirements of the EC.
Tinh Ky fishing port has been upgraded and repaired for nearly a month. The cage area for fishing boats to dock to bring seafood for classification and take fuel to sea is being urgently completed. Tinh Ky fishing port is one of five fishing ports in Quang Ngai designated by the Ministry of Agriculture and Environment as a type 2 fishing port for fishing boats over 15 meters to sell products and confirm the origin of exploited seafood. Since the beginning of the year, this fishing port has received about 4,000 boats coming in and out to sell more than 10,000 tons of seafood. However, this fishing port has been invested in for a long time, so many items are degraded.
Mr. Tran Duy Khanh, Tinh Ky Fishing Port Logistics Service, said: " I have been working here for many years. I see that this port is very small, so I want to expand the port to meet the needs of fishermen. They catch and sell products but there is no place to dock, it is very cramped ."
Mr. Huynh Van Anh, a seafood purchasing business, said: As you can see, there are many vehicles and the road for fish is very narrow. If the government has the conditions to expand it, it will be better for everyone, more spacious, more comfortable and easier to do .
According to the Planning of the system of fishing ports and storm shelters to 2030, Quang Ngai province is planned to invest in 08 fishing port and fishing wharf projects. Up to now, the locality has deployed and put into use 05 fishing ports: Tinh Ky, Sa Huynh, Tinh Hoa, My A and Ly Son boat anchorage port with a capacity of about 3,400 fishing boats. However, by the end of June, Quang Ngai province had over 4,900 fishing boats. That is not to mention fishing boats from neighboring provinces and cities anchoring to avoid storms and sell seafood, so there has been an overload. According to many Quang Ngai fishermen, docking in ports to anchor in sunny weather is quite favorable, but when big storms occur, fishing ports and anchorages often cannot meet the demand.
Fisherman Le Van Tien , owner of a fishing boat QNg - 92210 TS , said: " The fishing port is wider, it is difficult to enter but easier to dock and buy and sell. Otherwise, it is too narrow, there are many ships. There is no place to anchor and buy and sell, so it is complicated. For example, if there is a place to buy and anchor, there will be people to buy, then the fishermen's lives will improve ."
To gradually overcome the EC's recommendations on fishing port infrastructure and facilitate fishermen's economic development, the Department of Agriculture and Environment of Quang Ngai province has directed relevant units to use regular repair funds to dredge the channel to the port for anchoring boats and My A fishing port; maintain and repair Tinh Ky fishing port. Urgently deploy the upgrading and expansion of the storm shelter anchorage area combined with Tinh Hoa fishing port. Build breakwaters, sand barriers and dredge the channel to Sa Huynh fishing port.
Mr. Nguyen Dinh Trung, Director of the Quang Ngai Province Fishing Port Management Board, said: “ In order to gradually form and meet the standards of a type 2 fishing port, the province has directed the Department and the Provincial Fishing Port Management Board to survey all systems and infrastructure to include in the annual and phased repair plan. Currently, fishing ports have been basically invested by the state, however, some ports have been invested for a long time and now need to be maintained, expanded and supplemented. The Port Management Board has advised the Department to build and establish port process plans to estimate costs, request annual funding for maintenance and repair to meet the requirements of a type 2 port and the orientation is to invest in ports serving the region ” .
Quang Ngai province is gradually overcoming shortcomings in fishing port infrastructure to ensure compliance with EC requirements in combating illegal, unreported and unregulated fishing, contributing to removing the yellow card for Vietnamese seafood.
