Right from the beginning of 2025, the Standing Committee of the Provincial Federation of Labor held a conference to assign targets for developing union members and establishing groundswells unions to the direct superior unions at the groundswells level, concretizing them into specific programs and plans. Plan No. 137/KH-LĐLĐ dated February 18, 2025 was also issued to clearly define the goals and direct the synchronous implementation from propaganda to inspection and supervision of the implementation of policies related to workers.
As a result, in the first 6 months of the year, the province has established 42 new groundswell trade unions with 5,884 members, an increase of 5,747 members, reaching 22.4% compared to the target of 25,700 members assigned by the Vietnam General Confederation of Labor. The total number of union members in the province is currently 141,027. At the same time, the training, rotation and consolidation of union officials have also been promoted, contributing to building a team of increasingly professional and competent grassroots cadres.
Along with the development in quantity, the provincial trade union organization also focused on arranging and streamlining the apparatus according to Resolution 18-NQ/TW of the Central Committee and the direction of the Vietnam General Confederation of Labor. formation, the activities of 4 industry trade unions were terminated, union members and groundswell trade unions were merged into newly established units. This is a strong step to improve the effectiveness and efficiency of trade union activities in the new situation. In addition, the superior trade union and the provincial trade union also implemented many action programs to contribute to improving the quality of groundswells trade union activities.
Thereby, it is noted that many newly established trade unions, although still "young", have quickly demonstrated their role as a support for workers. A typical example is the Trade Union of World Honor Vietnam Co., Ltd. (Dong Mai Industrial Park), although operating in an FDI enterprise with many differences in language and policies, has quickly created a common voice between workers and employers.

Trade Union, shared: “With the attention and timely guidance of the superior trade union, we always grasp the thoughts and aspirations of workers to promptly propose and recommend to businesses and authorities to improve working conditions and ensure workers' rights. When workers are listening to, they will feel secure in their commitment to the business. That is also a way to build harmonious and stable labor relations, avoiding disputes and strikes.”
At the Yazaki Hai Phong Co., Ltd. Branch in Quang Ninh (Dong Mai Industrial Park), the Trade Union has quickly affirmed its role in protecting workers' rights. Trade Union Chairman Bui Duc Tung and the Executive Board sign a collective labor agreement considered type A, ensuring that 100% of workers participate in social insurance, health insurance, and unemployment insurance; organized "Tet Sum Vay" programs, taking care of workers' and their families' lives. The Trade Union also applied electronic administration, helping workers proactively look up information on regimes and policies quickly and transparently.
The efforts of the trade unions have contributed significantly to the building of harmonious labor relations in Quang Ninh, one of the localities with the lowest number of disputes and strikes in the country in recent years. This is also an important factor helping the province maintain a stable and sustainable investment environment, especially for FDI enterprises.
With initial positive results, the Quang Ninh trade union continues to affirm its role as a core force in caring for and protecting workers, accompanying businesses. Improving the quality of groundswell trade unions is not only limited to the increase in the number of union members, but also reflected in the depth of activities, the trust of workers and the effectiveness of connections with business owners.
From that foundation, Quang Ninh is getting closer to the goal of building a strong, committed, and responsible workforce - a key factor for sustainable development.
