BRICS was established in 2006 at the Foreign Minister level, including 4 countries Brazil, Russia, India, China with the initial goal of becoming a global political , economic and financial institution to reflect the balance of power in a more fair, balanced and representative direction.
After expansion, BRICS admitted South Africa, Egypt, Iran, Ethiopia, the United Arab Emirates (UAE) and Indonesia. BRICS cooperation is based on three pillars, including politics-security, economics -finance, culture and people-to-people exchanges.
Recently, Vietnam has participated in a number of activities within the framework of the expanded BRICS at the invitation of the BRICS Chair countries.
In 2023, the Vietnamese Ambassador to South Africa will attend the BRICS Africa Conference and the BRICS Dialogue (August 2023), and the 4th BRICS Political Parties Dialogue (July 2023).

A year later, in 2024, Prime Minister Pham Minh Chinh attended the BRICS Leaders' Meeting, within the framework of the BRICS Summit in Kazan at the invitation of Russian President Vladimir Putin (October 2024).
Prime Minister Pham Minh Chinh's participation at the 2024 BRICS Summit was welcomed by BRICS countries and highly appreciated by the international community.
Last June, the BRICS 2025 Chair Brazil officially announced that Vietnam had become the tenth BRICS Partner Country.
With the theme “Strengthening Southern Cooperation for More Inclusive and Sustainable Governance”, the 17th BRICS Summit was held from July 6 to 7, 2025, in Rio de Janeiro, Brazil, with the participation of many leaders of BRICS member countries and partners, along with representatives of a number of countries and international organizations.
In 2025, the Brazilian Presidency promotes six focuses: Global health cooperation; Trade, investment and finance; Climate change; Artificial intelligence governance; Multilateral peace and security architecture; Development of BRICS institutions.

With Prime Minister Pham Minh Chinh attending the 2025 BRICS Summit, Vietnam continues to demonstrate its positive, proactive and responsible spirit towards global common efforts; emphasizes the importance and desire to promote relations with BRICS member countries, partner countries and guests attending the Summit; wishes to strengthen coordination in multilateral forums, promote cooperation in areas where BRICS member countries have strengths and Vietnam needs support, such as science and technology, innovation, high-tech agriculture, renewable energy, logistics and finance.
Vietnam highly appreciates the role of BRICS in the multi-layered multilateral context, together with other multilateral mechanisms contributing to promoting global governance towards balance, inclusiveness and sustainability, while highlighting the leading role of Brazil as BRICS Chair 2025.
As a founding member of BRICS, Brazil's economy is the largest in Latin America and will rank 10th in the world by 2023. Brazil is rich in natural resources, the second largest agricultural producer in the world, and the third largest mineral exporter in the world. Science and technology have reached a high level in many fields of production and applied research; there is a fairly developed aviation, military, mechanical, and manufacturing industry.
Brazil's economic growth in 2021 reached 4.6%, in 2023 it reached 2.9%. The labor force is 108.7 million people, the unemployment rate is 7.8% in 2023. Annual exports are currently about 339 billion USD (2023), mainly natural gas, tin, zinc, gold, silver, coffee, soybeans and wood products; imports are about 253 billion USD (2023), including machinery and means of transport, consumer goods, raw materials and semi-finished products, chemicals, crude oil, food.
In terms of foreign affairs, Brazil's priorities are to strengthen relations with neighboring countries, increase influence with countries in the Caribbean region, and enhance its role and position in regional and international organizations; promote the integration process of South American countries within the framework of cooperation of the Union of South American Nations (UNASUR), the Southern Common Market (MERCOSUR), the Organization of American States (OAS), and strengthen BRICS cooperation...
Vietnam and Brazil established diplomatic relations on May 8, 1989. The two countries established a Comprehensive Partnership framework in May 2007 and upgraded it to a Strategic Partnership in November 2024.
Since 2020, the Vietnam-Brazil bilateral relationship has been strengthened with many high-level visits. During President Lula da Silva's visit to Vietnam in March 2025, the two sides issued a Joint Statement, approving the Action Plan to implement the Strategic Partnership for the period 2025-2030. These are two fundamental documents guiding the relationship in the coming time.
Brazil is Vietnam's largest trading partner in Latin America. In 2024, two-way trade turnover will reach nearly 8 billion USD. Vietnam's main exports to Brazil are: phones of all kinds and components, computers, electronic products and components, machinery, equipment, other spare parts, means of transport and spare parts, iron and steel of all kinds... Vietnam mainly imports ores and other minerals, cotton of all kinds, animal feed and raw materials, soybeans, corn, wood and wood products, textile and footwear raw materials...

Brazil currently has 6 investment projects in Vietnam with a total registered capital of 3.83 million USD, mainly in the fields of manufacturing and processing industry, wholesale and retail, and scientific and technological professional activities.
Prime Minister Pham Minh Chinh's participation in the 2025 BRICS Summit and bilateral activities in Brazil aims to continue implementing Vietnam's foreign policy of independence, self-reliance, multilateralization, diversification of foreign relations, proactive and active international integration comprehensively, deeply and effectively.
The trip also affirmed Vietnam's consistent policy of always attaching importance to and wishing to strengthen and promote relations with Latin American countries, contributing to promoting the implementation of high-level commitments and agreements reached with Brazil during recent visits.
Welcoming Vietnam to attend the expanded BRICS Summit and bilateral activities in Brazil also shows the host country's respect for Vietnam's increasingly important role and position, as well as its relations with Vietnam; and its desire to promote cooperation with Vietnam in various fields.
Deputy Foreign Minister Nguyen Minh Hang commented that in the context of the world and regional situation undergoing many strong changes, the Prime Minister's working trip, with diverse activities both bilaterally and multilaterally, will continue to concretize the important goals and tasks of Resolution 59 of the Politburo on international integration in the new situation; at the same time, practically implement the foreign policy of independence, self-reliance, multilateralization, diversification, being a friend, reliable partner and responsible member of the international community.
According to Deputy Minister Nguyen Minh Hang, this is the first time Vietnam has participated as a Partner Country at the BRICS Summit, a multilateral cooperation mechanism between emerging economies that is increasingly influential in both economics and politics. Vietnam becoming a Partner Country of BRICS, as well as attending the Summit, affirms its role and responsible contribution to multilateral mechanisms, with the desire to make efforts to contribute, enhance the voice and role of developing countries, promote international solidarity, inclusive and comprehensive multilateralism in the spirit of respecting international law as well as further deepening the cooperative relationship between Vietnam and BRICS member countries.

With such important meanings, the Prime Minister's working trip is an opportunity for Vietnam to convey three major messages. Firstly , this is an opportunity for Vietnam to once again affirm the message of peace, stability, cooperation and development, as well as Vietnam's determination and aspiration for development in the new era of the nation. Attending the Conference is also an opportunity for Vietnam to proactively and actively participate in the process of promoting inclusive and sustainable global governance, raising the voice of developing countries in addressing current challenges, as well as exchanging experiences, perspectives, visions, and practices on development, promoting cooperation in areas consistent with Vietnam's priorities and interests.
Second , from a bilateral perspective, in the context of the rapidly changing and complex world and regional situation, the visit continues to affirm that Vietnam is a “friend and reliable partner” of international friends. The Prime Minister’s working trip will be an important foreign “bridge” to consolidate and enhance the good friendship and cooperation between Vietnam and Brazil as well as enhance the image and position of Vietnam in the Central and South American region.
Finally , the visit is an opportunity for Vietnam to promote the diversification of economic, trade and investment cooperation between Vietnam and regions with great potential, attracting maximum international resources to serve the country's development goals in the era of national development.

BRAZIL IS VIETNAM'S LARGEST TRADING PARTNER IN THE LATIN AMERICAN REGION.

Regarding the Vietnam-Brazil strategic partnership, Deputy Minister Nguyen Minh Hang emphasized that Brazil is Vietnam's largest trade partner in Latin America. The two sides continue to maintain and promote many bilateral dialogue mechanisms and exchange high-level delegations. The working trip will be an opportunity for leaders of the two countries to discuss major orientations to promote trade, investment and agricultural cooperation, effectively implementing the policy of diversifying markets, diversifying products and diversifying supply chains in the context of complicated developments in global trade today.
