Plan 56 replaces Plan 47 of the Central Steering Committee on summarizing Resolution 18.

Accordingly, implementing Resolution 60 of the Party Central Committee on continuing to reorganize the apparatus of the political system and the conclusions of the Politburo , Secretariat; the Central Steering Committee on summarizing Resolution 18 issued a plan to continue to perfect the apparatus of the political system and prepare for party congresses at all levels.

The purpose of the plan is to review and clearly identify the tasks that need to continue to be performed (new tasks and assigned tasks) to operate the political system's apparatus according to the new model, ensuring that agencies, units, and organizations operate effectively, efficiently, and effectively; Party congresses at all levels towards the 14th National Party Congress achieve quality, efficiency, and on schedule.

Assignment of work must be associated with functions, tasks, responsibilities and promote the proactive and positive role of agencies, units, organizations and localities.

Carefully study the specific characteristics and features to specifically and accurately determine the work content, completion deadlines and responsibilities of agencies, units and organizations at the Central level, provincial Party Committees, municipal Party Committees and Party Committees directly under the Central Committee to ensure timely, synchronous and unified implementation.

Issued together with plan 56 is an appendix of content and tasks to continue implementing resolution 60.

In particular, the Government Party Committee is assigned the task of leading, directing, inspecting, and guiding the arrangement and streamlining of the Government Inspectorate apparatus and the inspection system at the central and provincial levels.

Guiding the establishment of provincial-level specialized agencies, agencies organized vertically (such as tax, customs, state treasury, social insurance, national reserves, statistics, state bank, civil judgment enforcement), ensuring proper implementation of the Central Government's policies, Government regulations and establishment of specialized departments. This task is expected to be completed before August 15.

The National Assembly Party Committee presides over and coordinates with relevant agencies to issue documents directing, regulating, and guiding the organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. This task is expected to be completed before September 30.

The National Assembly Party Committee continues to lead and direct the review and timely adjustment of the 2025 law-making program (if any) related to perfecting the organizational apparatus of state agencies and local authorities.

Regarding promoting decentralization, delegation of power, clearly defining authority, handling overlaps in legal regulations to ensure consistency and unity between documents, between the Central and local levels after rearranging administrative units at all levels, implementing the 2-level administrative unit model. This task is expected to be completed before September 30.

The National Assembly Party Committee coordinates with the Government Party Committee to lead and direct the preliminary and final review of the implementation of specific development mechanisms and policies for a number of localities, and consider issuing regulations for unified implementation nationwide. This task is expected to be completed before September 30.

According to Plan 56, the Party Committee of the Fatherland Front and central mass organizations are assigned to lead and direct the continued arrangement and reorganization of mass organizations assigned by the Party and State to operate under the Central Committee of the Vietnam Fatherland Front in the direction of reducing the number of organizations, streamlining the internal apparatus, and operating practically and effectively (expected to be completed before September 30).

At the same time, lead and direct the arrangement of press agencies under the Central Committee of the Vietnam Fatherland Front, ensuring unified management, improving operational efficiency towards maximum streamlining, reducing the number of agencies, newspapers, and magazines, and maintaining only really necessary units (expected to be completed before September 30).
