
The Standing Office of the Steering Committee for Disaster Prevention and Control of Ha Tinh province said that by 5:00 p.m. on August 23, the Provincial Border Guard Command had notified, counted, and instructed 3,984 vehicles/10,994 people to know the developments and direction of the storm to proactively prevent it.
Specifically, the total number of ships anchored at ports (not at sea): 3,919 vehicles/10,763 workers; the total number of vehicles operating at sea: 65 vehicles/231 workers, of which the number of vehicles that have been contacted is 49 vehicles/145 workers, the number of vehicles that have not been contacted is 16 vehicles/86 workers.
The Chairman of the Provincial People's Committee assigned the Provincial Border Guard Command to implement the sea ban at 6:00 p.m. on August 23, 2025.
Regarding aquaculture, the aquaculture area is 5,295.73 ha, of which the freshwater farming area is 2,848.18 ha, the brackish water farming area is 2,447.55 ha (mollusks: 393.05 ha). The estimated unharvested output is over 7,000 tons. Cage farming: 162 units (89 brackish water cages, 73 fresh water cages), over 83 watchtowers.
Regarding agricultural production, the total rice cultivation area in the province is 45,806.2 hectares. By August 22, the rice cultivation area was 43,127 hectares (reaching 94.2%). Some areas have entered the waxy and fully ripe stages. Upland crops: the cultivation area of upland crops is 9,369 hectares.

The total area of citrus fruit trees is 12,960 hectares, of which the area for products is 11,196 hectares, specifically: oranges: total area reaches 7,315 hectares (6,464 hectares for products, estimated output reaches 69,831 tons). Currently, oranges are in the fruit development stage. Grapefruit trees: total grapefruit area is 4,379 hectares (3,635 hectares for products), estimated output reaches 39,795 tons, of which Phuc Trach grapefruit area is estimated at 2,720 hectares, estimated output reaches 25,000 tons. Currently, Phuc Trach grapefruit is entering the harvest period.
Regarding the reservoir water level as of noon on August 23, Ke Go reservoir is at dam elevation +25.14/+32.5m (capacity 162.80/345 million m 3 , reaching 47.19% of design), spillway threshold elevation +26.5m; Song Rac reservoir is at elevation +19.84/+23.2m (capacity 72.86/124.5 million m 3 , reaching 58.52% of design), deep spillway threshold elevation +18.2m; Ngan Truoi reservoir is at elevation +35.02/52.0m (capacity 234.4/775.7 million m 3 , reaching 30.2% of design), deep spillway threshold elevation +48.6m. Other medium and small reservoirs have reached from 50 to 85% so far.
The Provincial People's Committee has directed localities and reservoir management units to proactively deploy safety measures to ensure the safety of works and downstream areas. The Nam Ha Tinh Irrigation Company Limited has been assigned to develop an early regulation plan and has notified the authorities and people in the downstream areas about the spillway schedule. It is expected that on August 24, 2025, the spillway will be carried out at 7 reservoirs with gates.
The sea dike system in the province still has 4 key dike points that need attention (Hoi Thong dike section through Dan Hai commune, Ta Nghen dike section through Loc Ha commune, Cam Nhuong dike in Thien Cam commune, Hai Ha Thu dike section through Hai Ninh commune). The Provincial People's Committee and the Department of Agriculture and Environment have directed and guided localities to deploy key protection plans, fully prepare materials, human resources, and means to handle incidents when they occur.
Implementing the direction of the Prime Minister at the online conference on August 22 and Official Dispatch No. 141/CD-TTg dated August 22, 2025, the Provincial Party Standing Committee issued Directive No. 62-CT/TU on focusing on responding to storm No. 5, the Chairman of the Provincial People's Committee issued Official Dispatch No. 26/CD-UBND assigning tasks to local departments and branches to focus on responding to tropical depressions that are likely to strengthen into storms and floods.
Immediately after the online meeting chaired by Deputy Prime Minister Tran Hong Ha on the morning of August 22, the Provincial People's Committee held a meeting and informed all departments, branches and localities about the work of responding to storms and floods; assigned the Military, Border Guard and Police forces to organize 100% of their troops to respond and be ready to mobilize when required.
On the afternoon of August 23, the Chairman of the Provincial People's Committee convened a meeting with the secretaries and chairmen of 69 communes and wards to direct the focus on responding to storm No. 5. Previously, on the morning of August 23, inspection teams led by leaders of the Provincial People's Committee and sectors inspected the work of disaster prevention and control and search and rescue in communes and wards across the province.
Regarding the tasks in the coming time, continue to seriously implement the instructions of the Central and the province on focusing on responding to storm No. 5.
Implement a ban on ships going out to sea from 6:00 p.m. on August 23, 2025 (end the ban on ships going out to sea when there is the final bulletin from the authorities about storm No. 5); guide ships and boats to anchor at safe anchorage areas.
Organize the evacuation of people in estuaries and coastal areas at risk of being directly affected by the storm to safe places and have plans to ensure security, order and essential needs for people to take shelter. Prepare rescue forces and means to promptly handle bad situations that may occur.
Propagate and guide people to reinforce houses and factories, protect aquaculture facilities, proactively relocate assets, livestock and poultry to avoid flooding; proactively stock up on food and essential supplies to prevent floods causing prolonged flooding and isolation. Check, review and take measures to ensure the safety of telecommunications systems and power grids to maintain operations without interruption before, during and after storms.
Organize 24/7 on-duty at agencies and units to proactively handle possible situations, promptly report to the Provincial People's Committee and the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue for direction.
