Urgent harvest of summer-autumn rice

Phu Loc Commune People's Committee has directed agricultural cooperatives, villages, and residential groups to focus on urgently implementing the 2025 Summer-Autumn rice harvest.

The Chairman of Phu Loc Commune People's Committee requested units, cooperatives and farmers to proactively harvest ripe rice areas with the motto "Green at home is better than ripe in the fields", and at the same time arrange to harvest at night if necessary.

Cooperatives mobilize maximum harvester capacity, arrange reasonably for quick and neat harvest. In addition, it is necessary to urgently check and reinforce the dyke system, canals, clear the flow; prepare adequate means and machinery to promptly drain water when there is heavy rain.

Phu Loc Commune People's Committee calls on all farmers and agricultural cooperatives to promote the spirit of initiative and urgency, mobilize maximum human resources and means to complete the harvest in the shortest time, contributing to ensuring production safety and minimizing risks caused by natural disasters.

In the 2025 Summer-Autumn crop, the entire city has planted about 25,000 hectares of rice. Currently, the mass rice is in the ripening and harvesting stage, with more than 500 hectares harvested; the area previously affected by storm No. 1 that had to be re-sown is now heading and flowering, and in general, the rice is growing and developing normally.

To protect the productivity and output of the 2025 Summer-Autumn crop and minimize damage caused by natural disasters, leaders of the Department of Agriculture and Environment directly went to the fields to direct affiliated units to coordinate with the People's Committees of communes and wards to strengthen urging agricultural cooperatives to closely inspect the growth of rice in the locality, and organize harvesting in each area and each field.

Deputy Director of the Department of Agriculture and Environment Le Van Anh said that as of the afternoon of August 23, the city had harvested nearly 1,500 hectares of summer-autumn rice, concentrated in low-lying areas, and strived to harvest all the ripe rice by the end of tomorrow.

The Department has also directed the maximum mobilization of harvesters and has a plan to arrange and deploy harvesters appropriately to quickly and neatly harvest the Summer-Autumn rice crop. Localities mobilized local forces including: Youth volunteers, militia, military forces, and police to help people harvest rice in a timely manner; and harvested cassava, vegetables, etc. in low-lying areas to minimize damage caused by natural disasters.

Pruning trees, regulating reservoirs, preparing evacuation plans

From August 22 and 23, implementing the direction of the Hue City People's Committee on strengthening the State management of urban trees, ensuring landscape and safety before the storm season, the Hue City Parks and Trees Center coordinated with relevant units to inspect and review the quality of urban trees, shade trees (especially old trees, large trees, diseased trees...) in parks, public works and street trees that pose a risk of causing insecurity.

At the same time, carry out the process of pruning branches, cutting down if necessary, moving trees according to regulations to ensure urban aesthetics and ensure safety before the rainy season. Coordinate with relevant units to handle, collect, and transport tree branches and waste after pruning to ensure environmental sanitation and urban aesthetics.

Urban trees, shade trees... in school grounds, parks, public works, agency headquarters and street trees in the area are also checked by localities to take measures to handle and prune branches of trees at risk of falling.

The newly planted tree system in Hue City, especially in the localities, has been reinforced with support poles and pruned to ensure technical requirements so that the trees do not break or fall when there is strong wind.

In order to increase flood prevention capacity, Ta Trach reservoir has been operating to regulate water since noon on August 23. Based on the lake water level on August 23 being +32m, the lake water level will be gradually lowered to the prescribed water level, ready to respond to bad weather that may cause heavy rain in the coming time.

According to the direction of the Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT and TKCN) of Hue City, to increase flood prevention capacity to ensure safety for the downstream area, Ta Trach Lake announced to regulate through surface spillway and deep discharge culvert with flow rate from 20 m3/s to 160 m3/s. Flow rate through the hydroelectric plant is 80 m3/s. Total discharge rate is from 100 m3/s to 240 m3/s.

The People's Committee of Hue City will also order hydroelectric and irrigation reservoirs in the upper reaches of rivers such as Binh Dien and Huong Dien hydroelectric reservoirs to regulate water to lower the height of the reservoir bed, ready to receive heavy rain caused by storms; request localities to review vulnerable areas, prepare plans to evacuate residents in dangerous areas to safety.

In addition to strengthening inspection, counting, proactively informing and guiding vehicles and boats operating at sea to know not to enter or exit dangerous areas or to enter safe shelters, the border guard force organized a call for boats to enter safe shelters before 7:00 p.m. on August 23.

At the meeting, the Ward Military Command and specialized units reported on the situation of the tropical depression in the East Sea, forecasting that storm No. 5 is likely to cause heavy rain, flooding, and directly affect the area. On that basis, plans for evacuating people in low-lying areas, areas at risk of landslides, and degraded housing were developed specifically and in detail.

The ward health station has reviewed the list of elderly people, patients requiring special care, and pregnant women about to give birth; at the same time, it has prepared enough medicine and medical equipment. Other forces urgently checked and supplemented storm prevention equipment, stockpiled food, clean water and essential supplies; at the same time, it has developed a plan to ensure security and order in emergency situations.

Mr. Le Quang Lan, Permanent Vice Chairman of the Ward People's Committee, Head of the Steering Committee for Disaster Prevention and Search and Rescue of Vy Da Ward, emphasized the need for units and people to absolutely not be subjective, focus on strictly implementing the "4 on-site" motto; mobilize people to reinforce their houses, and be ready to evacuate when necessary. The shock forces must be on duty 24/7, proactively handle arising situations in a timely manner, determined to minimize damage caused by the storm.

The Hue City Military Command (CHQS) held a conference to deploy tasks to respond to storm No. 5. The conference was held directly and online to affiliated units, chaired by Colonel Phan Thang, member of the City Party Committee, Commander of the City Military Command.

At the conference, Colonel Phan Thang requested agencies and units to keep a close eye on the storm's developments; the Border Guard Command deployed a plan to call on boats and fishermen operating at sea to urgently seek safe shelter. At the same time, focus on mobilizing forces to support people in strengthening houses, warehouses, and ensuring property safety; main units maintain 100% of their troops on duty to be ready to mobilize when required.

The city's Military Command will establish three inspection teams to directly direct storm prevention and control work in localities. Units must complete all preparations by August 24, including personnel, vehicles, food, and food reserves. The rapid response forces of agencies and units are ready to deploy tasks when ordered. Colonel Phan Thang emphasized that units must prioritize the absolute safety of people and task forces before, during, and after the storm.
