
The Hanoi People's Committee has just issued Official Dispatch No. 4821/UBND-KT on the implementation of Resolution No. 139/NQ-CP dated May 17, 2025 of the Government promulgating the Government's plan to implement Resolution No. 198/2025/QH15 dated May 17, 2025 of the National Assembly on a number of special mechanisms and policies for private economic development.
Accordingly, to institutionalize and fully implement the above content, based on assigned functions and tasks, directors, heads of departments, branches, and sectors; chairmen of commune and ward People's Committees coordinate to review, amend, and supplement laws related to the business environment, support access to land, finance, technology, bidding, etc.; urgently advise on developing policies to promote the private economy according to Plan No. 196/KH-UBND of the City People's Committee.
In addition, proactively advise on the implementation of the Capital Law, investment policies, controlled testing, public-private management models; focus on improving the business environment, perfecting the inspection and examination mechanism; implementing a 30% reduction in administrative procedure time, compliance costs, business conditions, etc.
The Department of Finance is assigned to complete the review and elimination of unnecessary business conditions before December 31, 2025; in 2025-2026, implement the program to reduce administrative procedures according to Resolution No. 66/NQ-CP of the Government. At the same time, research and advise on the issuance of a list of public assets for lease, publicize it on the website and arrange a budget to support investment in infrastructure of industrial parks and technology incubators. Review and agree with specialized agencies under the Ministry of Finance on the handling plan for houses and land that are public assets that have not been used or are not used to lease to small and medium-sized enterprises, supporting industry enterprises, and innovative enterprises for production and business purposes.
The City Public Administration Service Center thoroughly applies digital transformation to minimize the time for processing administrative procedures, costs of legal compliance and business conditions in regulations on market entry and withdrawal, land, planning, investment, construction, tax, customs, insurance, intellectual property, standards, regulations... Develop and promulgate electronic procedures for handling administrative procedures; restructuring plans for handling administrative procedures; electronic procedures for performing internal administrative procedures under the management of the City People's Committee for 100% of administrative procedures to provide public services to enterprises and business households regardless of administrative boundaries...
The city inspectorate reviews and avoids duplicate inspections; each unit only inspects a maximum of once a year; strictly handles acts of inspection abuse, publicizes inspection plans, and increases online inspections.
The Department of Industry and Trade annually advises on plans to combat counterfeit and fake goods; directs the Market Management Department to inspect and handle violations of e-commerce and goods that infringe intellectual property rights.
The Department of Agriculture and Environment publicizes land use planning within 15 days of approval; thoroughly applies digital transformation, reducing 30% of land procedure time.
The Management Board of high-tech parks and industrial parks of the city advises on supporting land rent reduction for high-tech enterprises in the private economic sector, small and medium enterprises, and innovative startups in industrial parks, industrial clusters, and technology incubators in the city.
