
On the afternoon of August 28, at the third session, the 10th term Ho Chi Minh City People's Council passed a Resolution regulating the titles, a number of regimes and policies for part-time workers at the commune, ward, hamlet and residential area levels; people directly participating in activities in ward, hamlet and residential areas and the operating budget of ward, hamlet and residential areas in the city.
Specifically, the maximum number of non-professional activists in the neighborhood and hamlet is 3 people, holding the following positions: Party cell secretary of the neighborhood, hamlet, residential area; Head of the Front work committee of the neighborhood, hamlet, residential area; Head of the neighborhood, hamlet, residential area.
Non-professional workers in residential areas with 500 households or more; hamlets with 350 households or more, are entitled to a monthly allowance equal to twice the basic salary/person/month.
Non-professional workers in neighborhoods with less than 500 households and hamlets with less than 350 households are entitled to a monthly allowance equal to 1.5 times the basic salary/person/month.
Non-professional workers in residential areas of Con Dao special zone are entitled to a monthly allowance equal to 2.7 times the basic salary/person/month.
Based on the number of members of socio -political organizations operating in neighborhoods, hamlets, and residential areas, the People's Committee at the commune level decides to arrange people to directly participate in activities in neighborhoods, hamlets, and residential areas.
The monthly support level for people directly participating in activities in neighborhoods and hamlets is equal to 1 time the basic salary/person/month. The monthly support level for people directly participating in activities in residential areas is equal to 1.7 times the basic salary/person/month.
Allowances for part-time workers in neighborhoods, hamlets, and residential areas and monthly support for those directly participating in activities in neighborhoods, hamlets, and residential areas include 3% health insurance, which individuals register with wards, communes, and towns to purchase.
Cadres, civil servants, and part-time workers at the commune level who concurrently hold the position of part-time worker in a neighborhood, hamlet, or residential area are entitled to a part-time allowance equal to 100% of the monthly allowance for the part-time position.
Part-time workers in neighborhoods, hamlets, and residential areas; people directly participating in activities in neighborhoods, hamlets, and residential areas receive 100% of the monthly support level.
Currently, the total number of non-professional workers at the commune level as of August 1, 2025 in Ho Chi Minh City is 7,415 people (expected to have a professional degree from university or higher). The total number of people directly participating in activities in neighborhoods and hamlets is 59,610 people. The total estimated budget the city needs to ensure for these subjects is nearly 2,345 billion VND/year.
