According to the Department of Education and Training, the province is currently fully implementing the State's regulations on educational support policies for students such as: Boarding policy for college and secondary school students; scholarship policy; preschool education development policy; policy for nursery children, students, and trainees in ethnic minority areas and mountainous areas, coastal areas, and islands; educational institutions with nursery children, students, etc.
According to Resolution No. 217/2025/QH15 dated June 26, 2025 of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and students of general education programs in educational institutions within the national education system, from the 2025-2026 school year, preschool children, general education students, and students of general education programs in public educational institutions are exempted from tuition fees. At the same time, tuition fees are supported for preschool children, general education students, and students of general education programs in private and non-public educational institutions. The level of tuition support is decided by the People's Council of the province or centrally-run city according to the tuition fee framework prescribed by the Government, but must not exceed the tuition fee level of private and non-public educational institutions.
On August 11, 2025, the Provincial Social Insurance issued Instruction No. 170/BHXH-QLT on instructions for collecting health insurance for students in the 2025-2026 school year. Accordingly, students who are ethnic minorities in An Giang province (after the merger) are supported 100% of the health insurance premium; of which the central budget supports 50%, the provincial budget supports 50%. For students who are not ethnic minorities in An Giang province (before the merger), who are not ethnic minorities, the monthly premium is equal to 4.5% of the basic salary, supported 50% by the state budget, students pay 50% themselves. For students who are not ethnic minorities in Kien Giang province (before the merger), the monthly contribution is equal to 4.5% of the basic salary, supported by the state budget at 50%, students pay 50% themselves; for students with registered residence in Kien Giang province (old), the state budget and provincial budget support 60% of the contribution, students pay 40% themselves. This is good news for parents as well as managers, teachers and students in the whole sector.
In the 2025-2026 school year, Ngo Si Lien Secondary School in Vinh Thong Ward has 20 classes, expected to mobilize about 800 students; of which, about 80 students are from poor, near-poor households, and have difficult circumstances. Ms. Tran Thi Hoang Oanh - Principal of Ngo Si Lien Secondary School said that schools in Vinh Thong Ward in general and Ngo Si Lien Secondary School in particular still have many students from poor, near-poor households and have difficult circumstances. In recent years, with the care of the State, philanthropists have given scholarships, health insurance cards, and school supplies to students in difficult circumstances, which has partly reduced the burden of learning costs, and many students have the motivation to strive to study well.
“The newly implemented policies not only create conditions for students, especially those in difficult circumstances, to study, but also help schools and the education sector maintain student numbers, reduce dropout rates and improve the quality of education,” Ms. Hoang Oanh shared.
According to Deputy Director of the Department of Education and Training Thieu Van Nam, the tuition exemption and support policies for students have had a positive impact, reducing the financial burden on parents, creating favorable conditions for localities to complete their tasks and making an important contribution to improving the quality of education and training. However, the implementation of the tuition exemption policy for students is facing difficulties due to the lack of guiding documents. Although Resolution No. 217/2025/QH15 of the National Assembly stipulates that the source of tuition support funding is guaranteed by the state budget, specialized ministries and branches have not yet issued specific guiding documents, decrees or circulars to implement this policy. The Ministry of Finance has not yet issued guiding documents on the management mechanism for this funding source. Localities across the country are waiting for guidance from the Government on the tuition fee framework and the new decree. Therefore, the Department of Education and Training directed educational institutions in the province to temporarily not collect tuition fees for the 2025-2026 school year, waiting for a resolution or specific document to implement.
