Synchronizing solutions for private economic development

Effectively implementing Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development, Quang Ninh province has created an open, transparent investment and business environment, providing maximum support for enterprises. Thereby, contributing to unleashing potential and enhancing competitiveness so that the private economic sector can grow stronger and become an important driving force in the province's growth and sustainable development.

To synchronously implement solutions for private economic development, Quang Ninh province has issued many documents and plans assigning tasks to departments, branches, wards and communes to organize implementation such as: The Provincial Party Standing Committee issued Action Plan No. 547-KH/TU dated June 6, 2025 on implementing Resolution No. 68-NQ/TW; The Provincial Party Committee has issued Plan No. 43-KH/DU dated June 17, 2025 on disseminating and implementing Resolution No. 68-NQ/TW... Along with that, the province has established a Provincial Steering Committee on private economic development in Decision No. 2706/QD-UBND dated July 11, 2025, headed by the Deputy Secretary and Chairman of the Provincial People's Committee, to unify direction, coordinate, urge and promptly remove difficulties and obstacles, ensuring that private economic development goals are implemented synchronously and effectively throughout the province.

To implement, departments and branches have developed specific action plans associated with assigned functions and tasks. In particular, focusing on tasks of reforming administrative procedures, promoting digital transformation in providing public services; supporting businesses in accessing capital, land, science and technology ; proactively coordinating with business associations and credit institutions to remove obstacles, creating a favorable environment for the private economy to develop sustainably.

At the Provincial Public Administration Service Center, the implementation of support for private economic development has been implemented synchronously. Since the beginning of 2025, the Center has completed the review and elimination of unnecessary business conditions, inappropriate overlapping regulations, hindering the development of private enterprises; implemented a reduction of at least 30% of the processing time of administrative procedures, at least 30% of administrative procedure costs, at least 30% of business investment conditions and continued to reduce them sharply in the following years; strongly implemented the provision of public services to enterprises regardless of administrative boundaries.

Ms. Nguyen Hai Van, Director of the Provincial Public Administration Service Center, said: The Center is assigned 5 key tasks on private economic development. To implement, we will continue to promote administrative procedure reform, shorten the time for processing documents for businesses; increase the application of information technology and digital transformation in handling procedures; expand channels for receiving and responding to suggestions from people and businesses; improve service quality in a professional and transparent manner; and regularly coordinate with relevant departments and branches to remove difficulties, creating the most favorable conditions for private enterprises to develop strongly and effectively.

At Quang Ninh Provincial Tax Department, the work of supporting enterprises and business households in the private economic sector has also been focused on and implemented synchronously. Accordingly, the Tax Department has developed a specialized communication program on private economic development on mass media to arouse the spirit of entrepreneurship and start-ups, strongly promoting the private economy; synchronously implementing the Central Government's policy on abolishing business license fees, exempting corporate income tax for small and medium enterprises in the first 3 years of establishment; supporting enterprises to access preferential policies on personal income tax and registering electronic tax transaction accounts, declaring and settling taxes; building a "creative start-up" column on the Provincial Tax Electronic Information Portal to provide and answer questions for taxpayers; promoting digitalization, transparency and simplification in the implementation of tax policies to encourage the conversion of business households to operate under the enterprise model...

To promote the strong development of the private economic sector, in mid-August 2025, the Provincial Steering Committee on Private Economic Development held its first meeting to evaluate the results of the implementation of Resolution 68-NQ/TW of the Politburo, Plan No. 547-KH/TU dated June 6, 2025 of the Provincial Party Committee Standing Committee and Plan No. 168/KH-UBND dated June 25, 2025 of the Provincial People's Committee. According to Plan No. 547-KH/TU, the Provincial Party Committee Standing Committee set out 5 specific goals, including 4 goals by 2030 and 1 goal by 2045; 8 groups of tasks and solutions and 9 tasks chaired by the Provincial People's Committee Party Committee and the Provincial People's Council Party Committee. On that basis, Plan No. 168/KH-UBND has specified 5 goals, 8 key solutions and 75 tasks assigned to departments, branches and localities to implement, in order to effectively implement the Central Resolution and the Provincial Party Committee's action plan on private economic development.

At the meeting, Mr. Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, requested sectors and localities to continue to create favorable conditions for enterprises to access land, especially land funds in industrial parks and clusters and areas recovered from suspended and slow-progressing projects. In addition, it is necessary to have a plan for enterprises to lease unused public headquarters, expand access to credit sources, diversify support forms, and encourage the application of science and technology in production and business. At the same time, it is necessary to promote administrative reform, train human resources, support business households to transform into enterprises; strengthen communication work, and promote channels to receive opinions from people and businesses.

These synchronous solutions will create an important foundation for Quang Ninh's private economic sector to develop strongly, contributing increasingly to the province's GRDP growth in the coming time.
