Preserving traditional cultural resources
In Quang La commune, one of the traditional cultural features that is still preserved today is the art of brocade embroidery, demonstrating the ingenuity and talent of the women of the Dao Thanh Y ethnic group.
Learning embroidery since the age of 12, Ms. Ly Thi Mai in Quang La commune has been involved in brocade embroidery for more than 60 years. She shared: “I have been passionate about brocade embroidery since I was a child, every needle and thread has been in my blood without me knowing. Although I am now old and my eyesight is poor, I still try to teach this craft to the people, especially the children. During the summer vacation, the commune often organizes embroidery classes for the children. Many children learn very quickly and can skillfully embroider simple products. Seeing the children's passion, I want to teach them even more, to preserve the traditional culture of my people.”
In recent times, the work of preserving and promoting traditional cultural values has been associated with the new rural development program in the localities of the province. Many communes have included the content of preserving heritage, preserving traditional crafts, restoring folk festivals, and developing cultural and artistic clubs in their annual resolutions and plans.
The melodies of the song co and then songs have been restored and taught to the younger generation through cultural and artistic clubs in many localities. Many elderly artists have become teachers, directly teaching students and young people.
Many communes are interested in developing a system of cultural and sports facilities such as cultural houses, community playgrounds, and sports grounds; thereby creating a healthy cultural space, attracting a large number of people to participate. Since then, cultural, artistic, and sports activities have increasingly developed at the grassroots level; each village and area cultural house has 2-5 clubs that maintain regular activities. The whole province currently has more than 1,000 artistic and sports clubs, popularly: folk dance clubs, volleyball, health care, dancing, badminton, soccer, etc., attracting a large number of people to participate.
The movements "All people unite to build a cultural life" and "Building a cultural family" are integrated, helping to promote good cultural values from family to community, contributing to improving people's spiritual life.
Let culture become the driving force for development
Quang Ninh is one of the provinces and cities that has issued a specialized resolution on culture early - Resolution No. 11-NQ/TU (dated March 9, 2018) of the Party Committee "On building and developing culture and people of Quang Ninh to meet the requirements of sustainable development". On October 30, 2023, the Provincial Party Committee continued to issue Resolution No. 17-NQ/TU "On building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development"... To concretize the resolutions of the central and provincial levels, all levels, branches, agencies, units and localities in the province always pay attention to allocating budget resources and mobilizing social resources to build and develop culture and people.
Total budget expenditure for the cultural sector in the 2014-2024 period in the province reached over 6,105 billion VND; of which investment expenditure was nearly 4,350 billion VND; regular expenditure was over 1,750 billion VND.
The province has issued and implemented the Project on preserving, embellishing and promoting the value of the system of historical - cultural relics and scenic spots in the period of 2020-2025, with a vision to 2030; at the same time, implementing the Project on digitizing cultural heritage. The province is piloting the construction of 4 ethnic minority villages associated with the development of community tourism in mountainous areas, in the period of 2023-2025. These are the Dao village in Po Hen hamlet, Hai Son commune; the Tay village in Ban Cau hamlet, Luc Hon commune; the San Chi village in Luc Ngu hamlet, Binh Lieu commune; the San Diu village in Vong Tre hamlet (Van Don special zone). The completion and inclusion of local educational materials in the curriculum in schools also contributes to nurturing love for the homeland, fostering confidence and pride in national history and culture.
To date, the province has 630 historical-cultural relics and scenic spots, over 360 intangible cultural heritages; of which 8 are special national relics, 19 are national intangible cultural heritages. In particular, the Then singing heritage of the Tay people in Quang Ninh is one of 11 provinces of Vietnam listed by UNESCO as a representative intangible cultural heritage of humanity.
In the coming time, the province will continue to integrate the preservation and promotion of cultural values with the economic development and new rural construction programs of the province. Cultural preservation does not stop at preserving traditional values, the province also associates it with tourism development, creating livelihoods for the people. This is also the right direction in the process of building new rural areas, helping the appearance of the province to develop more and more while still preserving the core values of traditional culture.
