- On the afternoon of August 26, the Provincial People's Committee held a meeting to review and evaluate the implementation of investment attraction in a number of social housing projects in the province. Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. Attending the meeting were leaders of a number of provincial departments and branches; leaders of the Dong Kinh Ward People's Committee, and leaders of enterprises.
According to the report at the meeting, according to Decision No. 444 dated February 27, 2025 of the Prime Minister on assigning targets for completing social housing in 2025 and the following years until 2030 for localities to add to the socio -economic development targets, Lang Son province is assigned to build 3,000 social housing units by 2030.
On April 14, 2025, the Provincial People's Committee issued Decision No. 883 on adjusting and supplementing the assigned targets for the socio-economic development plan and state budget estimates for 2025, including the target of completing 796 social housing units in 2025.
The province has allocated land funds to develop social housing in 13 planning projects for commercial housing and residential areas. Through review, 4/13 of the detailed planning projects have approved investment policy decisions. Regarding the results of social housing development, up to this point, there is 1 social housing project being implemented in the province; up to the time of reporting, 636 apartments have been completed and put into use in Buildings GP1, GP2, GP3 and 41 low-rise houses.
Since the beginning of 2025, the province has built 212 social housing units. From now until the end of 2025, the province still lacks 584 social housing units that must be invested in to complete the 2025 target.
To complete the assigned social housing development target in 2025, based on the proposal of the Department of Construction, the Provincial People's Committee has agreed in principle to implement 2 social housing projects at the following locations: Resettlement and residential area of the Goods Transit Area Project - Dong Dang - Lang Son Border Gate Economic Zone and the land plot in Block 8, Dong Kinh Ward managed by Thanh Phat Construction Joint Stock Company. At the meeting, delegates focused on discussing and clarifying the current situation; difficulties and obstacles in developing social housing. Representatives of investors requested the provincial departments and branches to provide detailed instructions and support investors in removing difficulties and obstacles in land procedures; hoped that the province would speed up the project site clearance progress, synchronously deploy infrastructure works to ensure essential living conditions when putting the social housing project into use...
Concluding the meeting, the Chairman of the Provincial People's Committee emphasized that the province's policy is to urgently and actively attract investment to fulfill the social housing targets assigned by the Prime Minister . The province not only focuses on attracting investment in social housing projects in urban areas but also prioritizes attracting investment in areas with industrial parks, clusters, and areas with high population density and demand for social housing.
Regarding the project at the land plot in Block 8, Dong Kinh Ward, the Chairman of the Provincial People's Committee agreed to implement the project, and at the same time requested relevant departments and branches to urgently review and guide investors to complete the dossier to ensure full conditions according to the provisions of law, striving to start the project in the fourth quarter of 2025.
Regarding the project at the resettlement and residential area of the Dong Dang - Lang Son Border Gate Economic Zone - Goods Transit Area Project proposed by Lang Son Transit Area Joint Stock Company, the Chairman of the Provincial People's Committee requested: Dong Dang Commune People's Committee to focus on site clearance, striving to complete site clearance in the fourth quarter of 2025; departments and branches consider implementing investment to complete infrastructure, ensuring essential conditions for the social housing project.

The Chairman of the Provincial People's Committee requested: The Department of Construction proactively guides investors to complete documents and procedures; appraise documents to ensure compliance with legal regulations. The Department of Agriculture and Environment actively supports investors in carrying out procedures related to land, ensuring that projects are implemented on schedule. The People's Committee of Dong Kinh Ward determines the location and boundaries, coordinates with the Department of Agriculture and Environment to resolve land-related problems, serving the implementation of social housing projects.
For investors, the Chairman of the Provincial People's Committee suggested: Investors who are interested in proposing projects must "do it for real", ensuring all conditions to implement social housing projects according to regulations and roadmap.
