According to the National Center for Hydro-Meteorological Forecasting, the circulation of storm No. 5 will continue to cause heavy rain from now until the end of August 26 in the mountainous, midland and delta areas of the North. In particular, Ninh Binh, Thanh Hoa, Nghe An , Ha Tinh provinces will have heavy to very heavy rain with common rainfall of 100-200mm, locally over 400mm, especially at very high risk of deep flooding, flash floods, landslides, especially in Thanh Hoa, Nghe An, Ha Tinh provinces.
To quickly overcome the consequences of storm No. 5, focus on responding to post-storm floods, and ensure people's safety, the Prime Minister requested the secretaries and chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri provinces and other localities affected by the storm to direct local authorities based on specific situations to decide and have plans to support people in evacuation areas to return home, with areas that have been secured.
The Prime Minister assigned the secretaries and chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh and Quang Tri provinces to thoroughly evacuate and relocate residents in dangerous areas, especially those that are often affected by natural disasters. deep during heavy rains and floods, areas at risk of flash floods, landslides, and areas with fast-flowing water along rivers and streams.
The Prime Minister also noted support to ensure essential needs for people in evacuation areas, especially poor and disadvantaged households, so that people do not lack food, foodstuffs, and drinking water.
Localities need to propagate and advise people to limit travel when there is heavy rain and floods; arrange forces to block, guide and support people to participate in traffic safely, not allowing people to move if safety is not ensured, especially through overflows, areas with deep flooding, fast-flowing water, landslides or areas at risk of landslides.
Localities need to assign leaders to directly direct flood response work in key areas, especially villages and hamlets at risk of being isolated by floods and landslides; review and deploy backup plans for power supply and telecommunications signals, ensuring smooth communication from villages and hamlets to all levels, without information interruption.
The Prime Minister also requested local leaders to direct the safe operation of irrigation dams, hydroelectric dams, and dykes, and to proactively have response plans to ensure the safety of residents in the event of the worst-case scenario (floods exceeding design levels), and not to be caught off guard.
To overcome the consequences of storm No. 5, the Prime Minister assigned localities to support people to repair damaged or blown-off houses, and provide temporary accommodation for households that lost their homes due to storm No. 5, so that people do not have no place to live.
The Prime Minister requested immediate repairs to schools and medical facilities that had their roofs blown off or were damaged by the storm, and to be completed by August to ensure that students can return to school in time for the new school year and to ensure medical examination and treatment for the people. Urgently clear obstacles and clean roads to ensure traffic activities return to normal soon after the storm.
The Prime Minister assigned the Ministers of National Defense and Public Security to direct Military Region 4 and units stationed in the area to deploy necessary forces, means, and equipment, ready to support people in responding to and quickly overcoming the consequences of storms and floods when requested by the locality.
