Focus on site clearance and removing obstacles in projects

BAC NINH - On the afternoon of August 28, comrade Pham Van Thinh, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of Bac Ninh province, together with leaders of relevant departments and branches, inspected 3 projects invested by the Bac Giang Construction Investment Project Management Board (under the Civil and Urban Development Project Management Board No. 1 of Bac Ninh province).

These are: Nham Bien flood drainage canal project; Southwest main road project, connecting from A Lu bridge to the end of Tan My commune (now Da Mai ward); project to renovate and expand the intersection between provincial road 293 and the road leading to Dong Son bridge.

Comrade Pham Van Thinh inspected the Nham Bien flood drainage canal project.

Specifically, the Nham Bien flood drainage canal project has a construction scale of: Renovation and upgrading of more than 8.3 km of canal; construction of 11 new bridges across the canal; hardening of the dike surface... Implementation period is from 2021-2024. The project started in February 2022, and by December 31, 2024, it had reached about 96% of the volume.

Currently, the project is facing many difficulties such as: The project implementation period and the construction contract implementation period have expired (the project implementation period expires in 2024, the construction contract implementation period expires on December 31, 2024).

In December 2024, the People's Committee of Yen Dung district (before the administrative unit merger) submitted a request to the Provincial People's Committee to extend the project implementation period, but it has not been extended. When clearing the site, the current residential road and some cases of construction violating the canal bed and canal protection corridor according to regulations will not be compensated. The investor, the People's Committee of Yen Dung district (now assigned to Yen Dung ward), proposed that the province allow the project to be completed and settled according to the completed value.

The Southwest Main Road Project is 2.4 km long; implementation period is from 2019 - 2025; deployed from December 2020, to date, the contractor has completed 95% of the route and has been accepted by the Department of Construction, handed over and put into use. Currently, the project has about 0.54 hectares of land that has not been completed for compensation and site clearance.

Of which, the remaining agricultural land of 657 m2 of Ms. Hoang Thi Bac (Thuy) is adjacent to the factory of Bac Thuy Trade and Service One Member Limited Liability Company, the family has not received compensation; the remaining non-agricultural production land of more than 4,700 m2 belonging to Bac Thuy Trade and Service One Member Limited Liability Company has been approved by the People's Committee of Bac Giang city (formerly) for the plan of land recovery and compensation for site clearance, the Management Board of Civil and Urban Development Project No. 1 of Bac Ninh organized an invitation to pay compensation, but the business owner did not come to receive the money and filed a complaint.

The investor proposed that the province assign the Bac Giang Land Fund Development Center Branch and Da Mai Ward to consider and resolve the petition of the unit currently using the land; organize construction protection if necessary...

The project to renovate and expand the intersection between Provincial Road 293 and the road leading to Dong Son Bridge will start construction in December 2022 and be completed, handed over, and put into use in January 2025.

However, the project has not yet settled the compensation and site clearance costs. The reason is that the 0.45 ha area of ​​the Tan Tien market construction, management and exploitation investment project (formerly Bac Giang city) was paid for by the investor, the Commercial Limited Liability Company, and handed over to the Bac Giang City Construction Investment Project Management Board (formerly) to complete the construction. Therefore, the conversion of land use purpose and the refund of site clearance compensation costs to the investor have not been carried out, so the site clearance compensation costs of the project have not been settled.

After inspecting the actual projects with representatives of relevant departments, branches, units and enterprises and listening to the opinions of the parties, comrade Pham Van Thinh concluded: Regarding the Nham Bien flood drainage canal project, agree to allow the investor and the construction unit to complete phase 1 of the project. Assign the People's Committee of Yen Dung ward to review the current status of land use on the right bank of the canal; at the same time, propose a plan to handle violations and adjust the project boundary accordingly (if any), to meet flood drainage requirements. Completion time is September 2025.

Regarding the Southwest main road project connecting A Lu bridge to the end of Tan My commune (now Da Mai ward), the Vice Chairman of the Provincial People's Committee affirmed that the province will find every way to provide maximum support to Bac Thuy Trading and Service One Member Limited Liability Company to have land and relocate the enterprise's factory to a new location. The Bac Giang Land Fund Development Center will be assigned to complete the dossier, coordinate with the Da Mai ward People's Committee and the Department of Agriculture and Environment to review the current status of the land area and assets on the Company's land, thereby proposing a compensation plan for site clearance of this land area and reporting to the Chairman of the Provincial People's Committee before September 10, 2025.

Comrade Pham Van Thinh delivered a concluding speech at the meeting with Tan Tien Ward People's Committee and Thuong Vu Limited Liability Company.

Regarding the project to renovate and expand the intersection between Provincial Road 293 and the road leading to Dong Son Bridge, based on the project implementation documents and opinions of departments and branches, comrade Pham Van Thinh assigned the Department of Finance to terminate the project implementation before September 15.

The Department of Construction shall preside over and coordinate with the Department of Finance to introduce a location for the Commercial Service Company Limited to implement a commercial and service project to compensate for the land transferred to the province to build the six-way intersection. The completion time is September 2025.

For the remaining area of ​​the project (about 2,500 m2) for which the Commercial Limited Liability Company has paid compensation and site clearance to implement the Tan Tien market project, comrade Pham Van Thinh assigned the Department of Finance to provide funds for the People's Committee of Tan Tien Ward to refund the Company according to regulations, striving to complete in September 2025. Request the People's Committee of Tan Tien Ward to strictly manage expenses to avoid loss of State capital.
