Overview of the working session

  Politburo member and President Luong Cuong chaired the meeting. Also attending were Politburo members Nguyen Van Nen, Standing Member of the Party's 14th National Congress Document Subcommittee; Phan Dinh Trac, Head of the Central Internal Affairs Commission; Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front. Also attending the meeting were Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang.

On the side of Hue City Party Committee, there were Party Central Committee member, Secretary of the City Party Committee, Chairman of the People's Council, Head of the Hue City National Assembly Delegation Le Truong Luu; Permanent Deputy Secretary of the City Party Committee Pham Duc Tien; Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Nguyen Van Phuong and comrades in the Standing Committee of the City Party Committee.

Basic preparation work completed

Implementing Directive 45-CT/TW of the Politburo and the guidance of the Central Party Committees on Party congresses at all levels towards the 14th National Party Congress, up to now, the preparation work for the 17th Hue City Party Congress, term 2025-2030 has been basically completed, ensuring progress, quality and requirements. The City Party Committee has issued many directive documents, established sub-committees on documents, personnel, and organization to serve the Congress; at the same time, established 6 working groups to directly direct and guide the congresses of affiliated Party Committees.

At the meeting, Secretary of the City Party Committee Le Truong Luu reported: During the process of drafting the document, the Standing Committee of the City Party Committee organized many conferences to collect opinions; consulted with veteran revolutionaries, key cadres of different periods, and intellectuals; and at the same time, widely publicized the draft on mass media for people to comment. Along with that, the City Party Committee also asked for opinions from central departments, ministries, and branches to complete the document before submitting it to the Politburo.

The theme of the 17th Congress of the City Party Committee is: "Strengthening the building of a clean and strong Party and political system; promoting the strength of the entire people; promoting innovation, mobilizing all resources, creating breakthroughs in socio-economic development, maintaining national defense and security; building Hue city to develop rapidly, sustainably, and rich in cultural identity".

The draft Political Report consists of two parts. The first part evaluates the five years of implementing the Resolution of the 16th Provincial Party Congress and the Resolution of the 13th National Party Congress, and looks back at 35 years of construction and development. The second part outlines the directions, tasks and solutions for the 2025-2030 term.

In the new term, the City Party Committee will implement 5 key programs: Developing synchronous, modern, smart urban areas associated with heritage urban areas; developing industry (including digital technology industry, cultural industry associated with tourism and services); developing science, technology, innovation and digital transformation; developing the private economy; developing high-quality human resources.

To implement, the Party Committee has deployed 3 groups of solutions on mechanisms and policies; mobilizing and using resources, attracting investment; developing human resources, especially high-quality human resources and investing in completing a synchronous, modern and smart infrastructure system; exploiting the advantages of heritage cities to develop tourism and services. Promoting the development of science, technology, innovation and digital transformation.

Regarding the personnel plan, the City Party Committee has assessed the implementation of personnel work for the 2020-2025 term in conjunction with reviewing planning, evaluating, arranging and assigning cadres before the congress and developing personnel projects for the 2025-2030 term. The City Party Committee has also implemented the personnel introduction process in accordance with regulations, principles, strictly, promoting democracy, creating high consensus. The introduced personnel ensure the standards and conditions according to Directive No. 45-CT/TW and regulations of the Politburo.

Promoting strengths and creating breakthroughs in the new term

Concluding the meeting, President Luong Cuong emphasized: Hue City needs to review and re-evaluate its inherent strengths, thereby maximizing them to create a breakthrough in the new period. Clearly recognizing what has been done and what is still limited will help Hue build a correct and solid development orientation, creating a breakthrough change, meeting the requirements when becoming a centrally-run city.

According to President Luong Cuong, culture is the special strength and great resource of Hue. Whatever we do, Hue must always put the task of preserving heritage, maintaining cultural identity and Hue people first. This is both a responsibility and a distinct competitive advantage of Hue in the development process.

The tourism and service sector needs to be discussed more thoroughly by the City Party Committee, the government and other sectors, especially closely linking with projects and strategies that have been developed when Hue became a centrally-run city. Hue tourism is not only about exploiting landscapes and relics, but also about enhancing the cultural values, lifestyle and people of Hue to create a unique and sustainable attraction.

President Luong Cuong emphasized: The construction of a two-level local government apparatus must focus on efficiency, effectiveness and effectiveness. The government must be truly close to the people, listen to and serve the people. This is a decisive factor to strengthen trust, create social consensus, thereby mobilizing the combined strength in development. At the same time, building a team of qualified, courageous, dedicated and daring cadres is also a top requirement, because cadres are the key factor, directly implementing and realizing policies and guidelines.

The President also noted that in order for development orientations to become practical, Hue needs to strengthen propaganda work and develop specific and practical action programs. Each cadre, party member and citizen must clearly understand their responsibilities and roles, thereby joining hands and contributing to realizing major goals. Hue also needs specific solutions and actions so that each Hue citizen can be more proud of their homeland. This is also an important driving force to create unity and mobilize maximum resources for development.

One of the key tasks mentioned by President Luong Cuong is that Hue needs to find breakthrough solutions to increase budget revenue, considering this an important foundation for reinvestment in infrastructure, culture, tourism and social security. With strong financial resources, Hue will have the conditions to maximize its potential and advantages and affirm its role and position as a city of unique heritage and culture; at the same time, meet the development requirements in the period of deep integration.

The issue is to know how to properly promote its strengths, overcome its limitations, and unite and unify its actions in the new term. If done well, Hue can completely become a model city, a bright spot in sustainable development, and a harmony between economy, culture and people of the whole country,” President Luong Cuong emphasized.

Speaking at the reception, Secretary of the City Party Committee Le Truong Luu, on behalf of the Standing Committee of the City Party Committee, respectfully thanked the President, Politburo members, and the Party Central Committee Secretary for their guidance on the contents of documents and personnel plans of Hue city in preparation for the 17th Provincial Party Congress.

The Standing Committee of the Hue City Party Committee seriously and fully absorbs the guidance of the Politburo, the Secretariat and the opinions of the departments, ministries and branches to continue to perfect the congress documents and the Action Program to implement the Congress Resolution. Strive to successfully organize the City Party Congress, towards the new term with new spirit, new determination, worthy of being a city directly under the Central Government.
