This is one of the tasks and solutions mentioned in Resolution 71 of the Politburo on breakthroughs in education and training development. The resolution was signed and issued by General Secretary To Lam.
The Politburo Resolution emphasizes that education and training, together with science and technology, are the top national policies. However, education and training have not really become the key driving force for the country's breakthrough development.
Faced with the country's historic opportunities, the Politburo emphasized the need to make a breakthrough in education and training development, contributing to building a new generation of Vietnamese people with patriotism and national pride, with sufficient courage, intelligence, capacity, qualifications and health to meet the requirements of building, developing the country and protecting the Fatherland in the new development period.
Recruit at least 2,000 excellent lecturers from abroad
The Politburo aims to expand equitable access and improve the quality of preschool and general education to reach advanced levels in the Asian region by 2030.

This phase also aims to build a basic school network that meets the learning needs of students of all subjects and regions; at least 80% of general schools meet national standards.
Along with that, according to the Politburo, it is necessary to complete universal preschool education for children from 3 to 5 years old and compulsory education after secondary school; at least 85% of people of the right age complete high school or equivalent, with no province or city achieving less than 60%; achieving initial results in improving technological capacity, artificial intelligence and English proficiency at the secondary level.
The Politburo also set the goal of building and training human resources, especially high-quality human resources, to meet the requirements of Vietnam becoming a developing country with modern industry and high average income.
According to the Politburo, it is necessary to strive for 100% of university education facilities and at least 80% of vocational education facilities to meet national standards, and 20% of facilities to receive modern investment equivalent to developed countries in Asia.
The rate of workers with college or university degrees or higher reaches 24%; The rate of people studying basic sciences, engineering and technology reaches at least 35%, including at least 6,000 graduate students and 20,000 people studying talent programs.
The Politburo also requested to elevate higher education institutions to truly become research, innovation, and startup centers of the country and regions.
“The network of higher education institutions plays a pivotal role in the innovation ecosystem of regions and localities, providing high-quality human resources and talents to meet the requirements of key industries and fields; recruiting at least 2,000 excellent lecturers from abroad,” the Politburo resolution stated.
Another goal mentioned by the Politburo is to strive for at least 8 higher education institutions to be in the top 200 universities in Asia, and at least 1 higher education institution to be in the top 100 universities in the world in a number of fields according to prestigious international rankings.
By 2035, the Politburo emphasized that the education and training system will continue to be modernized, with strong and steady progress in access, equity and quality; striving for at least 2 higher education institutions to be among the top 100 universities in the world in a number of fields according to prestigious international rankings.

With a vision to 2045, the Politburo set the goal of Vietnam having a modern, equitable and high-quality national education system, ranked among the top 20 countries in the world. All people have the opportunity to learn throughout their lives, improve their qualifications and skills and develop their personal potential to the fullest. The Politburo also emphasized the goal of striving for at least 5 higher education institutions to be among the top 100 universities in the world in a number of fields according to prestigious international rankings.
Provide a unified set of textbooks nationwide
Regarding tasks and solutions, along with innovation in thinking and action to make a breakthrough in education development, the Politburo requires creating specific and outstanding mechanisms and policies for education and training development.
In particular, according to the Politburo, there should be special and outstanding preferential policies for the teaching staff; increase the preferential allowance for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, and 100% for teachers in particularly difficult areas.
The Politburo also outlined the orientation to develop policies to mobilize talented people outside the teaching force to participate in teaching and training in educational institutions; implement a co-tenant lecturer regime for talented people working in public service units...
According to the Politburo, state budget expenditure on education must reach at least 20% of total state budget expenditure, of which investment expenditure must reach at least 5% of total state budget expenditure and expenditure on higher education must reach at least 3% of total budget expenditure.
The Politburo requested to expand financial support policies and preferential credit for learners, not allowing any students to drop out of school due to financial conditions; establish a National Scholarship Fund and effectively promote other funds for encouraging talents and learning from the state budget and other legal sources to encourage learning and develop the education career.
Prioritizing the allocation of surplus state agency headquarters after reorganization to educational institutions; allowing the application of the form of leasing state-owned facilities to private educational institutions is also the direction given by the Politburo.
In addition, the Politburo directed to strengthen comprehensive education in ethics, intelligence, physique, and aesthetics, forming a system of values for Vietnamese people in the new era; comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training.
Another task, according to the Politburo, is to focus on building a team of teachers, standard school facilities, and improving the quality of preschool and general education.

The Politburo requested to review and evaluate the implementation of the General Education Program; ensure the provision of a unified set of textbooks nationwide, and strive to provide free textbooks to all students by 2030.
The Politburo aims to strongly shift to modern, active educational methods, enhance self-study, creative experience, guide students to develop independent thinking and problem-solving skills; continue to innovate assessment methods, ensure honest assessment of learning and teaching results; synchronously implement solutions to overcome the widespread situation of extra teaching and learning.
In addition, according to the Politburo, it is necessary to reform and modernize vocational education, create a breakthrough in developing highly skilled human resources; modernize and improve university education, create a breakthrough in developing highly qualified and talented human resources, and lead research and innovation.
