The above directive is included in Resolution 71 of the Politburo on breakthroughs in education and training development. This policy was issued in the context that since 2020, high school students have been studying under a new education program with many different sets of textbooks.
According to Resolution 88 of the National Assembly in 2014, the policy is “one program, many sets of books”, and at the same time, socialize book compilation to eliminate publishing monopoly. However, the plan for the Ministry of Education and Training to directly compile a set using World Bank loan capital has not been implemented.
The goal by 2030 is to provide free textbooks to all high school students.
In recent years, many opinions in the National Assembly continue to propose a unified set of books nationwide, both to ensure standards and to facilitate management. Chairman of the Committee on Culture and Society Nguyen Dac Vinh once stated that the Ministry of Education and Training can compile other ministries as reference materials, but still needs an official set for common use. Vice Chairman of the National Assembly Nguyen Khac Dinh also proposed to include this requirement in the law to ensure bindingness.
Currently, the market has three sets of textbooks and a number of individual books, serving nearly 20 million high school students in 12 grades, with hundreds of millions of copies published over the years.
In addition to the requirement to develop a unified set of textbooks, Resolution 71 also sets the goal of providing free textbooks to all high school students by 2030.
