Free tuition - a turning point in education policy

(Baohatinh.vn) - From the 2025-2026 school year, public preschool to high school students nationwide will be exempted from tuition fees. This policy has sparked confidence and expectations for hundreds of thousands of students, parents and teachers in Ha Tinh.

Over the years, with its investment strategy for education , Ha Tinh has had policies to support tuition fees by region, area, and subject. But in reality, at each moment of entering a new school year, many families still have to consider many expenses to send their children to school in the most comfortable mentality.

Free tuition, a step towards fair and humane education.

According to provincial regulations, tuition fees for students at all levels in recent school years have ranged from 30,000 to 120,000 VND/student/month, depending on the region. This is the lowest level within the framework of Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government . However, for many families, it is still a significant expense and is often confusing at the beginning of the new school year. Therefore, the good news of completely exempting tuition fees at public schools has made many parents breathe a sigh of relief.

Ms. Nguyen Thi Ha's family in Thanh Sen Ward has 3 children, the oldest is in 10th grade, the second is in 8th grade and the youngest is in kindergarten. According to regulations in previous school years, Ms. Ha's oldest child paid 110,000 VND/month in tuition, the second child paid 80,000 VND/month and the youngest child paid 120,000 VND/month. Thus, just for the children's tuition, Ms. Ha has to pay nearly 3 million VND/year.

Ms. Ha said: “During the school year, we have to spend a lot of money, from books, uniforms, tuition, insurance to fundraising expenses… For a family with an average income like ours, it is quite difficult to cover living expenses and education for our children. Therefore, the information about free tuition for students at all levels makes us very happy as it reduces some of the economic pressure.”

Not only parents, school principals and teachers also breathed a sigh of relief. Because, exempting tuition fees helps reduce the pressure on revenue and expenditure, reducing the worries of many schools in mobilizing funds to support students in difficult circumstances.

Mr. Nguyen Duc Dan - Principal of Son Hong Primary and Secondary School (Son Hong Commune) informed: “Our school has more than 530 students (including more than 250 secondary school students), mainly children of farmers and those in difficult circumstances. To create conditions for students to study with peace of mind, in recent years, in addition to some students from poor households who are exempted from tuition fees, on average each school year, we call for resources to award scholarships and exempt tuition fees for 10-15 students in difficult circumstances. Therefore, exempting tuition fees not only creates a positive mentality for parents and students, but the school will also have more advantages in focusing resources to purchase teaching equipment, contributing to improving the quality of education”.

Tuition exemption is not just a financial issue, but this policy has a positive chain effect on the entire public education system. Because, when economic barriers are removed, the rate of mobilizing students to go to school will be higher, especially at the early levels of education such as preschool.

Ms. Nguyen Thi Hoa - Principal of Huong Lam Kindergarten (Huong Xuan Commune) shared: “We are very happy that the tuition exemption policy has been extended to preschool level. This is truly a great source of spiritual encouragement for parents and students, especially in border areas with many difficulties like our locality. Thanks to this humane policy, teachers' mobilization of children to go to class has also become much easier. From there, the rate of mobilizing 3-year-old children to go to class will certainly be increased, contributing to ensuring the universalization of preschool education at the right age.”

The nationwide tuition-free policy is not only a deeply humane decision, but also marks a strong shift in thinking about equitable education. This is a clear demonstration of the State's priority for the strategy of investing in human resources - the foundation for sustainable development of the country. When the burden of tuition fees is removed, the door to school will be wider open to all children, thereby contributing to improving the quality of comprehensive education and creating consensus and strong support from society.

However, for this policy to be effective in the long term and sustainably, there are still many challenges. Because the budget to compensate for tuition fees for millions of students each year is a large number, requiring reasonable, flexible and sustainable calculations in resource allocation. According to the calculations of the Ministry of Education and Training, to implement the policy of exempting tuition fees for students, the State budget must compensate about 30,000 billion VND.

Free tuition brings great joy to families and attracts the attention of the whole society right from the beginning of the new school year. However, according to many officials and teachers, in the long term, the policy is only truly effective when accompanied by synchronous preparation of budget, facilities, staff and implementation monitoring mechanism. In fact, when the number of students increases, the pressure on teachers and the school system also increases significantly. Therefore, free tuition needs specific instructions on financial mechanisms and budget compensation sources to avoid affecting teaching and learning activities. At the same time, it is necessary to have solutions to control class size, ensuring a safe and effective learning environment.

In particular, for Ha Tinh, a locality that is not yet financially autonomous, the problem of allocating reasonable resources to ensure regular spending on education without affecting other areas still needs fundamental, long-term solutions. According to information from the education sector, in the 2025-2026 school year, the whole province will have 668 schools with a total of over 364,000 students at all levels.

Assessing the tuition exemption policy, Mr. Nguyen Ngoc Le Nam - Deputy Director of the Department of Education and Training shared: “The tuition exemption policy for all students not only demonstrates a profound humanitarian spirit, but is also a concrete step in the roadmap to build a fair and comprehensive education system, without any student being disadvantaged due to family circumstances. This is an opportunity for the education sector of Ha Tinh in particular and the whole country in general to gradually narrow the regional gap, create equal learning conditions for all children, so that each school year truly becomes a complete joy for every family”.

It can be seen that, for Ha Tinh - a homeland with a rich tradition of learning, the successful implementation of the tuition-free policy will be the foundation for realizing the aspiration of improving people's knowledge, developing high-quality human resources and realizing the aspiration to rise up with knowledge, building a fair and sustainable learning society. Looking at the whole country with different provinces, cities and regions, tuition-free is not only an educational support policy but also considered the starting point for a new journey, affirming that all children deserve to go to school and study in fair conditions, thereby having equal opportunities in the process of comprehensive development.
