From the 2025-2026 school year, preschool children, high school students, and students of general education programs in educational institutions within the national education system will be exempted from or receive tuition support.
Relieve financial burden
According to Ms. Ha Thi Thu - Principal of Ba Thuoc Secondary and High School (Thanh Hoa), the Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and students of general education programs of educational institutions in the national system (Resolution) is a social security policy with profound humanistic significance.
At the same time, it clearly demonstrates the consistent viewpoint and policy of the Party and State in considering education as the top national policy, the foundation for building high-quality human resources to serve the country's development, especially in the current context when science, technology and engineering are developing strongly, placing high demands on human resources.
The Principal of Ba Thuoc Secondary and High School added that the Resolution is a breath of fresh air, aiming to help ethnic minority children, mountainous areas and places with difficult socio-economic conditions in Thanh Hoa go to school.
Ms. Nguyen Thi Thu (Da Phuc, Hanoi) could not help but be moved and happy to say that both her husband and she are workers so their income is not good. To reduce financial pressure, she has to work a few more fields of rice. From the 2025-2026 school year, the policy of exempting tuition fees for preschool children and primary school students will come true. For Ms. Thu, this is valuable and meaningful information. The family is relieved of the financial burden - something that always makes her think and worry every time her children enter a new school year.
Ms. Thu has 5 children, the eldest daughter is in 11th grade at a non-public high school, the second is in 8th grade, the remaining 3 are in primary school and kindergarten. “5 children are at school age, so the expenses make my husband and I ‘dizzy’ when the school year starts. We try our best, but we can only meet the minimum needs of our children. With the tuition exemption, my husband and I will save money to take care of our children’s food and education,” Ms. Thu said excitedly.

Equity in access to education
According to Ms. Tran Khanh Thu - National Assembly Delegation of Hung Yen province, the Resolution is a great step forward for Vietnam in building a humane and sustainable education, ensuring fairness in access to education and the State's responsibility towards learners, caring for the younger generation, ensuring social security. The Resolution has a positive impact, contributing to changing the lives of millions of families, especially the poor, workers' families in industrial parks and economic zones.
Furthermore, the policy of tuition support for students at private and non-public institutions is very necessary. In particular, in the current context, the private system contributes significantly to expanding the network and improving the quality of education, especially in densely populated urban areas and industrial and economic zones. Accordingly, children of workers' families often study at private schools due to irregular working hours.
“When education becomes a real right, every student has the opportunity to access knowledge without being limited by economic circumstances. That is the foundation for Vietnam to break through and reach far,” Ms. Tran Khanh Thu acknowledged.
Sharing the same view, Ms. Vuong Thi Huong - National Assembly Delegation of Tuyen Quang province acknowledged that the policies in the Resolution are humane and practical, clearly demonstrating the political responsibility and strong commitment of the Party and State in ensuring the right to study, fairness in access to education for all citizens, caring for the future of the young generation and ensuring social security.
“I agree with the regulations and tuition support policies decided by the Provincial People's Council according to the tuition framework prescribed by the Government. This regulation ensures flexibility, is suitable for the actual conditions of each locality, and maintains consistency in policy implementation nationwide, avoiding disparities or inequality between regions,” Ms. Vuong Thi Huong emphasized.
The National Assembly delegate of Tuyen Quang province cited that in Ha Giang (before the merger with Tuyen Quang), there were nearly 70,000 children of preschool age and nearly 200,000 high school students. Most of them study at public educational institutions in the province's difficult socio-economic conditions, with limited ability to balance the budget. Therefore, implementing the tuition exemption policy will put great pressure on the local budget, especially when it is necessary to ensure the policy is implemented synchronously and effectively.
Based on that reality, Ms. Vuong Thi Huong agrees with the policy in Resolution No. 196 dated May 17, 2025 of the National Assembly on transferring 6,623 billion VND from the central budget to support localities in implementing the policy of exempting tuition fees and other tasks. This is a timely decision, demonstrating the central government's concern for localities, especially mountainous and remote areas, where people's living conditions are still lacking but their children's need to study and improve is very great.

Urgently issue instructions and mechanisms
To put the policy into practice, Ms. Vuong Thi Huong recommended that the National Assembly and the Government continue to pay attention to strengthening the regulatory role of the central budget to provide timely support to localities that are unable to balance their budgets, increase fairness in budget allocation based on criteria, difficulty levels, actual needs and implementation capabilities of each locality, and ensure adequate allocation of budget and resources for educational institutions that directly implement the policy, especially educational institutions in ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions.
According to Ms. Nguyen Thi Viet Nga - National Assembly Delegation of Hai Phong City, at public preschool and general education institutions in the national education system, tuition fees are still one of the important sources of revenue directly serving the regular expenditure activities of the school; especially expenses related to teaching support, student care, maintenance of facilities, supplementing teaching equipment and paying remuneration to some non-staff contract departments.
The resolution clearly states that the funding for implementing this policy is guaranteed by the State budget according to current regulations and assigns the Government to direct and guide the organization of the resolution. There is not much time left from now until September 2025 (the time when the Resolution is officially applied in practice), so Ms. Nguyen Thi Viet Nga raised the issue of how the State budget will compensate for tuition exemption for public general education institutions so that schools can continue to operate stably, ensure the quality of education and not affect the rights of students as well as the working and teaching conditions of the teaching staff from the beginning of the school year. This is an urgent task, because if the funding is delayed, it can affect the teaching and learning activities of the school.
From the above reality, Ms. Nguyen Thi Viet Nga proposed that the Government direct the competent authorities to urgently issue guidance plans and funding compensation mechanisms for educational institutions to ensure that when this resolution comes into effect, teaching, learning and education will take place smoothly and continuously from the beginning of the new school year. The Hai Phong City delegation also agreed with the tuition support policy for students at non-public educational institutions as mentioned in the Resolution.
The Government's submission to the National Assembly includes a detailed report on the budget impact by structure for each level of education and type of educational institution. Of which, the budget for students of general education programs at continuing education institutions and other educational institutions is 774.2 billion VND/school year for 418,850 students.
Expanding the beneficiaries to cover all preschool children in private and non-public preschools, students of general education programs at continuing education centers, vocational education centers, and disadvantaged groups; The Resolution of the National Assembly states: Tuition support for preschool children, general education students, and students of general education programs in private and non-public educational institutions. The level of tuition support is decided by the People's Council of the province or centrally-run city according to the tuition fee framework prescribed by the Government but must not exceed the tuition fee level of private and non-public educational institutions.
Regarding the implementation budget, Minister of Education and Training Nguyen Kim Son said that the Resolution stipulates that the budget for implementing the tuition fee exemption and support policy is guaranteed by the State budget according to the provisions of the law on budget management decentralization. The Central budget supports localities that have not balanced their budgets to implement the tuition fee exemption and support policy according to the provisions of the law.
The total estimated cost of implementing the policy is about VND 30,600 billion. Of which, the cost to be paid according to the regulations issued on tuition fee exemption, non-collection, and support from September 1, 2025 is VND 22,400 billion; the additional cost to ensure to implement the policy according to the draft Resolution is VND 8,200 billion.
Regarding the expected increase in funding, the National Assembly issued a resolution to transfer the remaining unallocated 6,623 billion VND of the 2024 central budget's regular expenditure estimate to 2025 to implement the tuition exemption policy and perform tasks arising from the arrangement and consolidation of the apparatus.
At the 9th Session of the 15th National Assembly, the National Assembly passed a Resolution on tuition exemption and support for preschool children, general education students, and those studying general education programs in educational institutions within the national education system. The Resolution takes effect from June 26, 2025 and applies from the 2025-2026 school year. Previously, about 10 provinces/cities supported tuition fees for the 2024-2025 school year for preschool and general education students in the area.
