According to forecast information from the Nghe An Province Hydrometeorological Station, this morning (August 23), the tropical depression in the eastern sea of ​​the North East Sea has strengthened into a storm - storm number 5 (international name: Kajiki).

At 7:00 a.m. on August 23, 2025, the center of the storm was at approximately 17.2 degrees North latitude; 116.6 degrees East longitude, approximately 480 km East Northeast of Hoang Sa special zone. The strongest wind near the center of the storm was level 8, gusting to level 10; moving in the West Northwest direction at a speed of approximately 25 km/h.

Due to the impact of the storm, it is forecasted that from the afternoon of August 24, the sea area of ​​Nghe An province (including Hon Ngu island) will have winds gradually increasing to level 6 - 8, then increasing to level 9 - 10, the area near the storm center will have level 11 - 12, gusting to level 15; waves 4.0 - 6.0m high, the area near the storm center will have waves 6.0 - 8.0m high, the sea will be very rough. The coastal area of ​​Nghe An province will have storm surges of 0.5 - 1.0m high, the water level at Hon Ngu will be 3.3 - 3.7m high.

On land from the night of August 24 to the end of August 26, in Nghe An province, there is a possibility of heavy to very heavy rain with common rainfall of 150 - 300mm, locally over 500mm. Warning of risk of heavy rain (>200mm/3h).

This is a very strong storm, moving quickly, with a wide and dangerous range and intensity of influence on the sea and land. In addition to the direct impact of the storm, the storm's circulation is forecast to cause widespread heavy rain, increasing the risk of flooding, flash floods, and landslides in many areas. Therefore, localities and units should not only focus on responding to the storm but also proactively deploy measures to prevent, combat, and respond to post-storm circulation.

Pursuant to Official Dispatch No. 141/CD-TTg dated August 22, 2025 of the Prime Minister on proactively responding to tropical depressions that are likely to strengthen into storms, in order to proactively respond and ensure the safety of lives and property of the People and the State, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense requests Directors of Departments; Heads of provincial-level departments, branches and mass organizations; Chairmen of People's Committees of wards and communes to organize widespread propaganda in many forms, at the same time, focus on implementing specific tasks:

Proactively develop scenarios and plans to respond to storm No. 5. Closely monitor the developments of storms and floods caused by storm circulation; regularly update and provide timely and complete information on natural disasters so that people can proactively respond and ensure safety; disseminate and guide people on response measures and skills, especially for strong winds, flash floods, inundation, and landslides.

Coastal localities focus on directing and immediately implementing measures to ensure the safety of ships, vehicles and activities at sea and along the coast; in particular, pay attention to preventing storms and lightning that can cause damage before the storm directly affects. At the same time, develop and implement plans to ensure the safety of tourists on islands and coastal areas.

Organize to review and prepare plans to evacuate households in dangerous areas, especially coastal areas, areas at high risk of landslides, flash floods, and deep flooding to safe places; at the same time, have plans to ensure temporary accommodation, food, and necessities for people who have to evacuate, in order to stabilize people's lives.

Proactively arrange forces, materials, vehicles, and machinery in key areas directly affected by storms and floods to be ready to respond, rescue, and salvage when situations arise; proactively stock up on food, provisions, and necessities in residential areas that are prone to isolation due to floods and landslides, be ready to respond to the risk of prolonged isolation, and avoid food shortages during storms and floods.

Direct and guide the implementation of measures to protect houses, warehouses, public works, infrastructure, protect production, especially agricultural and aquatic production, and limit damage caused by storms and floods.

Check and review the readiness of flood protection dike plans in the area according to the "4 on-site" motto.

Organize 24/7 on-duty to monitor natural disaster situations and organize the implementation of storm and storm circulation response measures; ensure smooth and timely information to the people.

Temporarily suspend or do not organize events or activities that gather large crowds that are not really necessary during this time.

The Director of Nghe An Province's Hydrometeorological Station closely monitors the storm's developments and circulation, forecasts, warns, and promptly informs authorities and people about floods and natural disasters so that they can proactively respond and minimize damage.

The Director of the Department of Agriculture and Environment, based on his functions and tasks, proactively directs and urges localities to deploy response work appropriate to the developments of storms and post-storm floods; directs the work of ensuring safety for agricultural production, dykes, irrigation reservoirs, especially key irrigation works such as Ban Mong Lake.

The Director of the Department of Industry and Trade directs the work of ensuring safety for industrial production, safety of reservoirs and hydroelectric dams, especially for small hydroelectric reservoirs. Ensure the supply of essential goods, avoid shortages, and take advantage of natural disasters to unreasonably increase prices.

The Director of the Department of Construction directs traffic guidance and ensures traffic safety in flood-affected areas, promptly resolves incidents, and ensures smooth traffic, especially on main traffic routes.

The Commander of the Provincial Military Command, the Director of the Provincial Police, and the Commander of the Provincial Border Guard Command shall proactively direct and prepare forces and means to support people in responding to storms, floods, and rescue when requested by the locality. The Provincial Border Guard Command shall preside over and coordinate with relevant units to organize the counting, guidance, and safety of ships, boats, and vehicles (including tourist boats) operating at sea and along the coast to proactively escape from dangerous areas, call for safe shelters; based on the developments and forecasts of the storm, promptly advise the Provincial People's Committee to issue a sea ban.

The provincial police preside over and coordinate with relevant forces to ensure security and order; promptly detect and prevent acts of taking advantage of natural disasters to cause disturbances and violate the law.

Chairmen and Directors of Irrigation and Hydropower Companies operate and regulate reservoirs and hydropower dams scientifically, effectively, and in accordance with practical situations, ensuring absolute safety of works, contributing to cutting and reducing floods downstream, avoiding passivity and surprises.

The Director of the Department of Science and Technology coordinates and directs telecommunications service providers to proactively deploy measures to ensure information in areas forecast to be at high risk of being cut off and isolated due to the impact of storms and floods; ensure uninterrupted connections between the central and local levels, between the provincial and commune levels, and villages; promptly overcome communication interruptions when storms and floods occur.

Nghe An Newspaper, Radio, Television and other mass media agencies promptly provide information on natural disaster situations and response instructions from authorities, and increase dissemination and guidance on measures and skills to respond to storms, floods, landslides and flash floods for people.

Nghe An Electricity ensures safe power supply; promptly fixes problems.

Directors of Departments and Heads of sectors, according to their assigned State management functions, shall proactively direct and coordinate with localities and relevant units to promptly deploy response and recovery work when natural disasters occur.

The Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense organizes a duty to closely monitor the natural disaster situation, proactively directs, inspects and urges localities to deploy the work of preventing, combating, overcoming consequences, and limiting damage caused by natural disasters; promptly summarizes damage, reports and proposes the Provincial People's Committee to direct and handle issues beyond its authority.
